The Navy seeks to acquire pumping unit/sewage spares (NSN 7HH 4630 014125270, P/N 7250019) through a non-competitive contract with EVAC North America Inc., a CAGE 47WD8 supplier. The contracting activity is based on 10 USC 3204(a)(1), allowing procurement from a limited number of responsible sources. The justification cites that the Government does not own the data or rights necessary to purchase repair parts from alternative sources and that the OEM maintains exclusive design and manufacturing standards. Only EVAC North America, as the original equipment manufacturer, possesses the required data and manufacturing procedures for functional compatibility with existing H&E equipment on Navy platforms. The Government determined it uneconomical to reverse-engineer the part or acquire manufacturing rights from another source. The acquisition was synopsized on the government-wide point of entry on February 6, 2024. Market research included searches of Government databases (ITMP, FLIS, CDMD-QA, NSEDR, and ERP) and found no alternative sources. The contracting officer determined fair and reasonable cost. To promote future competition, NAVSUP WSS will encourage vendors with expertise to submit technical data packages for review and source approval.
