HULL CLEANING AND INSPECTION

This section deals with the cleaning and inspection of the vessel’s exterior, which includes the entire hull (underwater and freeboard), main deck, vents and fittings.

A. Remove twelve (12) tractor tire fenders from perimeter and store. Reinstall when directed after all coatings have been applied and properly cured.

B. Secure all openings to prevent the ingress of wash water, including watertight doors, hatches, deck house vents and port lights, engine exhaust pipe, and tank vents. Water-wash the entire barge exterior, including main deck, sides, rakes, bottom, ullage/expansion domes and deck house, port and stbd, fore and aft, using high-pressure fresh water at a minimum of 3000 PSI to remove dirt, growth and salts. Examine hull and deck for apparent damage and coating failure. Submit a written report within one day of conditions found showing discrepancies found and their location to the COR.

C. Handling, storage and disposal of hazardous waste, if any, generated as a result of the cleaning operation shall be the responsibility of the contractor, as being the generator. C. Pump out and dispose of the residual diesel fuel.

D. Thoroughly flush the pipeline and clean all six cargo tanks well enough to pass Marine Chemist testing, safe for entry.

E. Blow heated air through the pipeline to dry, cycling cargo valves as needed to assure the entire pipeline is dry.

0001.5 SURFACE PREPARATION

A. Prior to surface preparation, secure all watertight doors, pump room hatch, and expansion dome ullage hatches, cover and protect all tank and deck house vents and other openings to prevent ingress of blast contaminants. After protective measures have been accomplished, prepare surfaces for coating as follows:

1. Prior to grit blasting, punch mark the deck (freeboard) lines where indicated by the white stripe, port and stbd. The upper edge of the deck line from which the freeboard is measured is opposite the top of upper steel. Confirm location with COR prior to punch marking.

2. Underwater body: Abrasive grit blast to SSPC-SP6 Commercial Blast Cleaning.

3. Freeboard: Abrasive grit blast to SSPC-SP6 Commercial Blast Cleaning.

4. Main deck: Abrasive grit blast to SSPC-SP6 Commercial Blast Cleaning.

5. Deck house and expansion domes: Maintained by Owner. Need not be addressed by the Contractor.

The total amount of Supplemental Labor and Materials/Subcontractor labor/services ordered shall be at the discretion of the COR and/or CO.

0002.1 Supplemental Labor

Supplemental Labor is considered labor performed by direct employees of the Contractor. (It does not include subcontracted labor/services). The Government has estimated a not to exceed of 100 supplemental labor hours for this service. The Contractor shall propose a fully burdened hourly yard-wide labor rate to perform supplemental labor. This rate shall be applicable 24 hours per day, seven (7) days per week and shall not be increased for overtime or penalty time and will be utilized in negotiating a fixed price Delivery Order for subsequent supplemental labor.

0002.2 Supplemental Material/Subcontractor Requirements

Supplemental Material/Subcontractor Requirements are materials and/or subcontracted labor or services which either the Contractor or the Government requires. The Government has provided a not to exceed amount of $10,000.00 for supplemental materials. All costs for supplemental materials and supplemental subcontracted labor/services shall be a pass-through cost without any markup by the Contractor. (Note: Labor which the Contractor provides, using their own personnel, to procure and deliver supplemental materials aboard the ship or in support of subcontracted labor/services, is considered Supplemental Labor).
