Specifics for the FB-670
Intent
FB-670 DDX 2019 Page 3
The intent of this specification is to drydock the vessel, clean and perform surface preparation to preserve the hull and main deck surfaces, perform preservation work in the internal compartments, and perform conversion work for ship anchor and chain handling on deck.
0001.1 DELIVERY
Provide tug(s), pilotage and riding crew as necessary, and any other services required to move the barge from its current berth in SBRF to the contractor’s shipyard. Provide assist tugs as required to place the barge in and out of the Contractor’s drydock. Upon completion of repairs, return the barge to SBRF.
0001.2 DRY-DOCKING
A. Drydock the vessel for inspection, coating and modifications as described herein.
At the completion of the required work, undock the vessel. All movement of the vessel on to and off of drydock shall be the contractor’s responsibility.
B. Fleet the vessel for access to hull areas obstructed by docking blocks to assure 100% coating coverage on hull bottom.
C. Provide a drydocking report to the COR showing both locations of blocks and anode locations prior to re-delivery and Government acceptance of the vessel.
0001.3 EXTERIOR HULL CLEANING AND INSPECTION
This section deals with the cleaning and inspection of the vessel’s exterior, which includes the entire hull (underwater and freeboard), main deck, vents and fittings.
A. Assure all manhole covers and vent pipes are secure. Water wash the entire barge exterior using high-pressure fresh water at a minimum of 3000 PSI to remove dirt, growth and salts. Examine hull and deck for apparent damage and coating failure.
Submit a written report within one day of conditions found showing discrepancies found and their location to the COR.
B. Handling, storage and disposal of hazardous waste, if any, generated as a result of the cleaning operation shall be the responsibility of the contractor, as being the generator. Disposal of any hazardous waste shall be at the contractor’s expense and in accordance with all local, state and federal regulations.
0001.4 EXTERIOR SURFACE PREPARATION
A. After protective measures have been accomplished, prepare surfaces for coating as follows:
FB-670 DDX 2019 Page 4
1. Underwater body: The underwater body of this barge has some heavy pitting that was faired-in with Red Hand or other similar filler material during a drydocking in 2010. Therefore, brush off blast to SSPC-SP 7 the AF coating without disturbing the filler material and leaving as much of the intact epoxy coating as possible on the hull. Spot blast to SSPC-SP 6 where coating has failed and corrosion is present. For estimating purposes, assume 30% of the underwater coating has failed.
2. Freeboard: Abrasive grit blast to SSPC-SP 6.
3. Main deck, vents, bitts, cleats and staples: Abrasive grit blast to SSPC-SP 6.
B. Upon completion of surface preparation, the Contractor is to make a visual inspection of the entire hull and main deck. Contractor is to submit a written report of the conditions found during this inspection and make recommendations, if any to the COR.
C. Handling, storage and disposal of hazardous waste, if any, generated as a result of surface preparation shall be the responsibility of the contractor, as being the generator. Disposal of any hazardous waste shall be at the contractor’s expense and in accordance with all local, state and federal regulations.
0001.5 EXTERIOR COATING
Contractor is to provide all labor, equipment and material to accomplish the following surface coating. All coating shall be applied in accordance with the coating manufacturer’s recommendations and under the supervision of the coating manufacturer’s representative.
