Diesel Fuel Purchase Contract 2019 Statement of Work

Provide up to 30,000 gallons of CARB-compliant ultra-low sulfur #2 diesel fuel for off-road use (red-dyed). This contract is to have a guaranteed minimum of 25,000 gallons.

Deliver fuel to the Reserve Fleet’s fuel barge, tied up outboard of the Fleet’s administration vessel, located at the end of the pier at the Suisun Bay Reserve Fleet, 2595 Lake Herman Road, Benicia CA 94510. Please refer to “SBRF Overview.jpg”

Provide all hoses, fittings, grounding wire/straps/clips, and any containment and spill response equipment required to transfer the fuel from the vendor’s truck to the fuel barge. With the fuel delivery truck parked at the end of the pier, fuel hose will have to be run down the ramp, through the passageway in the administration vessel, and down the brow to the barge’s fuel connection. Please refer to “Hose Path from Pier to Barge.jpg”. Since this will be considered an over-the-water transfer, the contractor must have a permit to do so, and provide a copy of that permit to the customer prior to commencing any fuel transfer.

This amount of fuel is to be delivered all in one day, if possible.

Delivery is to be made during the month of February at a mutually agreeable day and time, on a week-day, between the hours of 0800 – 1400.

A pre-bid site visit at SBRF is strongly recommended so the vendor can actually see the layout of the facility and in order for the vendor’s bid to be considered for award.

It is understood that fuel prices fluctuate throughout the day. Therefore, pricing for this contract is to be rack price at the time the fuel is picked up at the refinery, plus transportation costs and profit, per load. This contract intends to pre-negotiate the transportation-plus-profit portion (margin) to a fixed rate per year.

This is to be a base plus four option year contract, for a total of five years. Therefore, please provide your margin pricing for the base and each option year.
