SR NO: 0302351

ABSTRACT

Awarded Contractor to provide a Naval Architect/Marine Engineer to design and gain approval for a Hi-Fog-type Watermist Local Protection System for TS Golden Bear.

The system will protect equipment as a supplement to the Fixed Halon Fire Suppression

System. This is not intended to replace the Fixed Halon Fire Suppression System.

Upon receipt of approval from ABS and USCG (MSC), Contractor shall supply all necessary equipment and install same per approved drawings. Contract will include the onsite testing and approval by all necessary regulatory bodies.

LOCATION AND DESCRIPTION

Location:

5 each purifiers – lower engine room immediately aft of the main engines

2 each main engines – 23 ft flat off centerline of the engine room

3 each SSDGs - 23 ft flat on port and starboard sides of the main engines

2 each Boilers – 04 Deck Port side of the Fidley

1 only Incinerator – 04 Deck Stbd side of the Fidley

Descripiton:

Design-Approval-Supply and Install is to include but is not limited to:

• Determine location of pump set and source of freshwater tank supply and all piping and electrical connections

• Pump set location to be in agreement with Chief Engineer

• Piping from pump set to the individual locations

• Local and remote activation controls for locations

• Nozzle location for each of the locations

• Test procedure for new installation

GOVERNMENT FURNISHED EQUIPMENT AND INFORMAITON

• Freshwater Tank with a minimum capacity of 20 tons

• Emergency power or normal ship’s power for pump set – 440vac-3 ph -60hz-

75amps

• Watermist Local Fire Suppression System Conceptual installation for TS Golden

Bear

• General Arrangement Drawings for locations – ship’s library

STATEMENT OF WORK

Item #1 – Design and Gain approval from ABS and USCG

Contractor to supply services of a Naval Architect/Marine Engineer to design a Hi-Fog-type Watermist Local Protection system and submit same to the ABS and MSC for approval with all necessary documentation and drawings and references. Approval to include all red-lined drawings and certificates from ABS and MSC that will be used by the installer.

Watermist systems that can be approved by ABS and USCG will be considered acceptable with examples such as:

• Securiplex Fire Scope 5000

• Ultrafog

• Murioff Hi-Fog

Contractor must make a ship check of the engine room and all the protected locations and routing of the piping from the pump set to the individual locations plus all related locations for the local and remote activation for the Hi-Fog-type Fire Suppression system to qualify as a bidder for this work

Contractor or Subcontractor must have all the necessary ABS credentials and certificates to design and install a Hi-Fog-type system and must present proof of same at the time of solicitation.

The Design is for the five (5) locations and is not to be considered a total engine room flooding system. The concept is to hopefully use this “local” system to extinguish any local fire rather than flooding the whole engine room with the Fixed Halon System.

Pump location to be in agreement with the Chief Engineer using the following as criteria for same:

• Positive head from the supply tank to the pump suction

• Electrical power – Emergency or Normal Power

• Accessibility for crew in time of emergency

• Protection from possible fires in locations to be protected

• Room for maintaining pump and motor assemblies and piping and controls

Item #2 – Supply all necessary equipment for approved system

Contractor must provide equipment equal to or better than those listed in the

Conceptual presentation being used a guide for this job. The ultimate design must provide economical and reliable coverage for the locations listed and be found acceptable to the USCG (MSC) and ABS and Chief Engineer and Chief Mate and COR.

The awarded contractor is responsible for all manufacturing costs and shipment costs and transportation and rigging necessary to get from the manufacturer’s factory to the ship in Vallejo, California.

The equipment to include but is not limited to:

• Pump set with 440vac 3ph 60cy motor and the motor controller-starter arrangement (location to be approved by CE)

• All nozzles for each of the locations

• All Stainless Steel piping to pipe from the pump discharge to the individual locations

• All bracketing with insulators to support the piping

• Two (2) each monitors with controls to be mounted in the EOS and Fire Control

Room

• Local and remote controls for activating fire suppression systems

• Information placards to show proper operation in time of emergency both local and remote

• Operational and Maintenance Instruction books with materials lists to allow ship to order spare parts

• All fasteners and insulation and hardware necessary for installation and erection of the contractor supplied equipment

Item #3 – Install and Commission and Test all Equipment

Contractor is responsible for labor, material, transportation and rigging and staging necessary to install the pump set assembly, mechanical and electrical connections and foundation placement plus the discharge piping and nozzles to each of the various locations.

Contractor must supply ABS certificates for all welders who will be doing the installation of the piping and bracketing and support interface and requirements per approved drawings. All hotwork to be done in agreement with the Terms and Conditions and Ship

Operational Standard Operating Procedures

Contractor to develop a protocol to test and prove the newly installed Watermist system and protect the all of the electrical and mechanical and control equipment in each location. Protocol to meet the requirements of the ABS and USCG.

Contractor to note that for the locations that have the boilers (2) and incinerator (1) require piping to be routed thru the fidley of the engine room which will require staging or other arrangements to reach pipe runs and associated bracketing and the tight quarters were the various machinery is located and will limit pipe runs possibly.

Item #4 – Train Ship’s Crew in Operation and Maintenance

Contractor to develop a training program for the ship’s crew to show them the proper operation and maintenance for the new Hi-Fog-type Watermist Fire Suppression

System. The operation is to include both the local and remote operation plus the necessary pump set up. The maintenance training to include all that is required to maintain the system on a daily, monthly and annual basis. Special consideration must be given to preparation and actual testing for the annual USCG COI

Item #5 – Spare parts

Contractor to supply OEM recommended list of spare parts

Contractor to review list with Chief Engineer to insure that all parts that are critical are supplied to the ship upon completion of the installation and testing
