Federal Highway Administration – Central Federal Lands Highway Division Beaver Dam Road October 2018 (100%) Hydraulics Report
Introduction
1 INTRODUCTION
1.1 Location
This project is located on a 2.2-mile segment of Beaver Dam Road within Beaver Dam State Park, located in Lincoln County in southeast Nevada, near the Nevada/Utah state line. The project extends along the road from just south of the second campground to the southern boundary of the park. Nevada State
Parks is the project applicant under the Nevada FLAP.
Beaver Dam Road is the single access point into Beaver Dam State Park and the surrounding Clover
Mountain Federal BLM lands. Beaver Dam Road is a narrow gravel local road varying in width from approximately 12-feet to 15-feet. The road has experienced significant damage in the vicinity of the major drainages due to clogging and overtopping. Please see the project Location Maps below.
1.2 Project Background and Objectives
The road has experienced numerous flood events over the past decade during the monsoon seasons.
Monsoon rain events after the summer 2014 wildfire caused severe damage to the road in all major drainages. Large volumes of rocks, silt, and sand clogged the roadway culverts, causing water to overtop the road and damage the road embankment. Five culverts were replaced in 2014 to keep the road open.
Each heavy rain event results in significant debris flow and related maintenance costs to the road and culverts. The project goal desired by Nevada State Parks is a more durable and maintainable road.
In some areas, the existing roadway is only 12-feet wide, making it difficult for two vehicles to pass. Rock outcroppings on the inside of curves limit site distance in some areas. The proposed roadway will be

Existing Conditions reconstructed in gravel with minor widening to allow for two vehicles to pass. The desired minimum roadway width is 14-feet. Soil and rock excavation on the inside of certain curves in select locations will help improve horizontal sight distance. New drainage culverts, box culverts, or low water crossings, as well as riprap armoring, will be installed at drainage crossings to protect the roadway and improve drainage.
The purpose of this hydraulics report is to present an analysis of the existing drainage conditions and recommendations for solutions.
1.3 Design Criteria
The drainage design for the proposed roadway improvements is based on historic drainage patterns, contributing basin peak flows, and technical criteria outlined in the Federal Highway
Administration/Central Federal Lands Project Development and Design Manual (Reference 1). These criteria are summarized in Appendix A. In general, drainage crossings will be designed to accommodate runoff from a 25-year storm event. Lincoln County, Nevada does not have applicable drainage design criteria, so the drainage design is based on the CFL Design Manual.
2 EXISTING CONDITIONS
2.1 General
Numerous dry drainage channels and hillslopes flow west towards Beaver Dam Road before continuing to drain further east towards Schroeder Lake. These drainages are unnamed and range in basin area from less than 10 acres to over 500 acres. Due to the semi-arid climate of the region, these drainages can be expected to have high natural sediment yields, a condition which was exacerbated by the 2014 wildfire.
Many existing culvert crossings are completely silted in or have experienced downstream erosion/head cutting as a result of previous flood events and debris flows that overtopped the roadway. Soils and ground cover information can be found with the Hydrology Calculations located in Appendix C.
Because of the remote nature of the project site, none of the drainage areas are mapped as a Federal
Emergency Management Agency (FEMA) floodplain.
2.2 Identified Work Areas
A scoping visit in September 2015 identified potential work areas where existing drainage facilities may be deficient, based on the impacts of the previous flood events and debris flows. These specific areas of evaluation are identified below. In the scoping report, locations were identified by the distance from the northern project limit, which will be denoted below by Mile Point (“M.P.”). Locations below will also be denoted by the project reference stationing for Beaver Dam Road. Please note that these roadway stations are for reference only.
Please see Section 3.5 Summary of Proposed Design Elements for a more detailed description of the proposed improvements.
October 2018 (100%) Hydraulics Report
Existing Conditions
Identified Work Areas from Scoping Report:
M.P. 0.11: Potential new (approximately 24”) culvert with riprap outlet. [Roadway grading eliminates need for this culvert.]
Station 140+70/M.P. 0.17 (Culvert #1): Replace existing 12” PVC culvert with larger (approximately 48”) culvert with riprap outlet. The upstream end of the existing culvert is completely silted in/over. There is a steep roadside slope into the well vegetated ravine on the downstream side.
Station 151+91/M.P. 0.40: Add large boulder / riprap armoring at base of fill on outside of channel bend.
Approximately 150’ long and 4’ high.
Station 157+87/M.P. 0.50 (Culvert #2): Three drainages converge and cross here. Existing 48” CMP and
12” PVC relief pipe are both completely filled with sediment. Top of upstream sediment is above the road, up to 8-feet deep above the channel invert. Propose replacing existing pipes with a concrete box culvert
(approximately 12’ x 6’) with an upstream apron for maintenance and sediment removal, and a riprap outlet.
Station 167+55/M.P. 0.68 (Culvert #3): Within the burn area. Existing newer 36” CMP culvert is exposed on both ends. Head cut at outlet is approximately 6-feet tall. Propose rebuilding the road embankment with four rundowns for roadside ditches, replacing existing 36” CMP with a larger (approximately 48”) culvert with end sections, adding significant (possibly grouted) armoring at the downstream end to eliminate head cutting at roadway embankment / pipe outlet.
Station 171+93/M.P. 0.77: Potential new 24” +/- culvert with riprap outlet.
Station 176+11/M.P. 0.84 (Culvert #4): Within the burn area. Existing newer 48” CMP, installed in 2014.
There is a 6 to 8-foot high vertical scour at the outlet. A lot of sediment is deposited in an alluvial fan upstream of culvert. Culvert is exposed and is relatively clean. Propose a similar solution as at Culvert #3.
Consider armoring the road surface here also, but this is not a low water crossing candidate.
Station 181+43/M.P. 0.94 (Culvert #5): Within the burn area. Newer 48” CMP is clean with no erosion at the outlet because the channel is to bedrock. Propose confirming the size, adding a flared end section and a rundown for the ditch from the northeast and a riprap outlet.
Station 182+94/M.P. 0.97 (Culvert #6): Existing older 12” PVC needs to be replaced with a larger
(approximately 24”) culvert with riprap outlet or a low water crossing. Possibly bank road toward the upstream side.
Station 197+21/M.P. 1.24 (Culvert #7): Replace the existing newer 36” CMP with a low-water crossing that is approximately 120’ long. Downstream end of pipe is a foot above the invert of the channel. The upstream scrub oaks caught a large amount of sediment in the last flood.
Station 218+43/M.P. 1.64 (Culvert #8): Existing older culvert is a 48” CMP on the downstream end, and transitions to a 30” or 36” on the upstream end. The downstream end is about 20-feet below the road and is open with no erosion. The upstream end is plugged with 10 to 15-feet of sediment. Propose a

Existing Conditions concrete box culvert (approximately 8’ x 6’) with an upstream apron for maintenance and sediment removal, and a riprap outlet.
M.P. 1.71: Shore up large eroded drop at edge of road. [Roadway will be repaired and stabilized per roadway design cross section.]
M.P. 1.83: Install riprap rundown at eroded dropoff at edge. [Roadway will be repaired and stabilized per roadway design cross section.]
2.3 Hydrologic Analysis
A hydrologic analysis was conducted for each of the drainage basins that impacts the identified work areas. The drainage basin for each design point was delineated, and hydrologic calculations were tabulated. See Appendix C for a drainage basin map with contours and basin delineations. Based on drainage area size, either the Rational Method or SCS Unit Hydrograph methodology within HEC-HMS was used to determine the peak flows during 2-year, 5-year, 10-year, 25-year, 50-year, and 100-year peak flow rates. Appendix C identifies which hydrologic method was used for each design point and contains the supporting hydrology calculations.
2.4 Existing Hydraulic Analysis
Each existing culvert/design point was evaluated to determine its current capacity prior to overtopping, using the computer program HY-8. Most existing culverts are undersized and are not able to convey the
25-yr design storm. Other culverts are able to convey the design storm “on paper”, but are currently silted in and will be upsized in order to help mitigate sediment problems. Below is a summary of the existing hydraulic analysis:
Station 140+70/M.P. 0.17 (Culvert #1): Existing 12” PVC, overtops at 2.01 cfs, which is between 2-year and 5-year capacity
Station 157+87/M.P. 0.50 (Culvert #2A): Existing 48” CMP, overtops at 100.20 cfs, which is less than 2-year capacity
Station 157+87/M.P. 0.50 (Culvert #2B): Existing 36” CMP, overtops at 47.84 cfs, which is less than 2-year capacity
Station 167+55/M.P. 0.68 (Culvert #3): Existing 36” CMP, overtops at 57.53 cfs, which is between 25-year and 50-year capacity
Station 176+11/M.P. 0.84 (Culvert #4A): Existing 48” CMP, overtops at 83.19 cfs, which is between 10-year and 25-year capacity
Station 176+11/M.P. 0.84 (Culvert #4B): Existing 18” CSP, overtops at 9.65 cfs, which is less than 2-year capacity.
Station 181+43/M.P. 0.94 (Culvert #5): Existing 48” CMP, overtops at 102.85 cfs, which is between 25-year and 50-year capacity
Station 182+94/M.P. 0.97 (Culvert #6): Existing 12” PVC, overtops at 6.08 cfs, which is 100-year capacity

Station 197+21/M.P. 1.24 (Culvert #7): Existing 36” CMP, overtops at 44.47 cfs, which is between 5-year and 10-year capacity
Station 218+43/M.P. 1.64 (Culvert #8): Existing 48” CMP, overtops at 163.32 cfs, which is between 2-year and 5-year capacity
3 PRELIMINARY DESIGN
3.1 General
Due to high sediment yields and peak flows from the steep adjacent drainageways, the general preliminary design of drainage improvements consists of the following:
• Where large offsite channels are flowing towards Beaver Dam Road, those flows will be conveyed across the roadway with culverts, box culverts, or low water crossings
• Culverts will be up-sized as much as possible (up to 25-year capacity) to lessen frequency of roadway overtopping
• Hydraulic calculations for culvert crossings were increased by a 20% bulking factor to account for sediment loading
• Culvert end sections, riprap outlet protection, and bank protection will be strategically added to protect the roadway and drainage crossings
• The roadway will be sloped (super-elevated) towards the topographically lower side to facilitate drainage of the roadway surface
• Minor roadside ditches will be added in areas where the roadway is topographically constrained on both sides
• The comment and response form from 30% Design, located in Appendix D, highlights the general hydraulic discussion for Beaver Dam Road.
3.2 Culvert Upgrades
Where feasible, culverts will be upgraded to provide additional capacity (up to the standard of 25-year capacity) to help prevent overtopping of Beaver Dam Road and associated erosion issues. All new circular culverts will be corrugated metal pipe (CMP) to maintain consistency with what is typically out there today. Hydraulic calculations for the culverts used the computer program HY-8. The recommendations are to replace two culverts with larger diameter culverts, replace two culverts with concrete box culverts, and replace one culvert with a low water crossing. Two existing culverts will remain, and will either be extended or improved with end sections and riprap protection. A summary of the proposed improvements can be found in Section 3.5 below, and the proposed culvert hydraulics calculations, along with a drainage summary, can be found in Appendix D. The comment and response form from 30% design, which discusses culvert updates is included in Appendix D as well.
Culverts were designed to meet CFL Headwater Criteria of maximum headwater to pipe depth ratio
(HW/D) of 1.5 for 48” or smaller pipes, and maximum HW/D of 1.2 for larger than 48” pipes. By controlling
October 2018 (100%) Hydraulics Report
Preliminary Design the headwater depth, the intent is to keep water contained within the culverts, and limit overtopping of the roadway and associated erosion issues.
3.3 Inlets
Because of the rural nature of the project, no new drainage inlets are proposed. Proposed Culvert entrances will include end sections, and proposed box culvert entrances will have headwalls and wing walls to convey water across the roadway and to protect the roadway embankment.
3.4 Erosion Protection
Two design methods were used to calculate the required riprap sizing for Beaver Dam Road. The first was a calculation from HEC-11, this calculation was used to determine the median riprap particle size (D50) for flows exiting culverts. The second calculation is the United States Corps of Engineers (USCOE) method for sizing riprap in mild slopes. This method was used to calculate the riprap required along the bank for STA
151+87 to STA 153+67. Due to the environment of Beaver Dam State Park, a revet mattress, in lieu of grouted riprap, will be used at the low water crossing. Discussion of this can be seen in the 30% Comment and Response form in Appendix D where both sets of riprap calculations can also be referenced.
3.5 Roadway Adjustments
In many areas, the roadway will be adjusted to remove the existing windrows that have built up to allow runoff to drain off the roadway. The roadway grading will also be adjusted to provide a cross slope/super-elevation to improve drainage and to prevent roadway erosion. In some spots where the roadway is topographically constrained on both sides, a small roadside ditch will be added to collect the local roadway drainage and convey it to the nearest outlet point.
3.6 Summary of Proposed Design Elements
As outlined in the previous sections, several culverts will be enlarged or replaced with box culverts or a low water crossing. Several drainage areas along the roadway embankment will also have riprap protection. The table below gives a more detailed outline of the proposed design elements.

CONCLUSIONS
4 CONCLUSIONS
The current design for drainage improvements along Beaver Dam Road includes the extension or replacement of existing culverts, the addition of two box culverts and one low water crossing, and the protection of the roadway embankment at key areas. Drainage crossings will have up to a 25-year design capacity, and will be have an additional 20% capacity to help mitigate the expected sediment loading.
The project aims to continue historic drainage patterns, while limiting overtopping and erosion at the roadway crossings.

Description
Hydrologic soil groups are based on estimates of runoff potential. Soils are assigned to one of four groups according to the rate of water infiltration when the soils are not protected by vegetation, are thoroughly wet, and receive precipitation from long-duration storms.
The soils in the United States are assigned to four groups (A, B, C, and D) and three dual classes (A/D, B/D, and C/D). The groups are defined as follows:
Group A. Soils having a high infiltration rate (low runoff potential) when thoroughly wet. These consist mainly of deep, well drained to excessively drained sands or gravelly sands. These soils have a high rate of water transmission.
Group B. Soils having a moderate infiltration rate when thoroughly wet. These consist chiefly of moderately deep or deep, moderately well drained or well drained soils that have moderately fine texture to moderately coarse texture.
These soils have a moderate rate of water transmission.
Group C. Soils having a slow infiltration rate when thoroughly wet. These consist chiefly of soils having a layer that impedes the downward movement of water or soils of moderately fine texture or fine texture. These soils have a slow rate of water transmission.
Group D. Soils having a very slow infiltration rate (high runoff potential) when thoroughly wet. These consist chiefly of clays that have a high shrink-swell potential, soils that have a high water table, soils that have a claypan or clay layer at or near the surface, and soils that are shallow over nearly impervious material. These soils have a very slow rate of water transmission.
If a soil is assigned to a dual hydrologic group (A/D, B/D, or C/D), the first letter is for drained areas and the second is for undrained areas. Only the soils that in their natural condition are in group D are assigned to dual classes.
