Questions and Answers during Advertisement for NM FTFS 107(1) Lincoln NFSR 107
January 7, 2019
Questions Answers 1 What is the intended plan for the excess ROADWAY
EXCAVATION Material?
Will FHWA supply a dump site within the project limits for this material?
Is the intent to use for the excess material to be utilized as
EMBANKMENT?
If the proposed use for the excess material to be used as Embankment, will an Embankment bid item be added to the Bid Schedule?
Excess material on the project is noted as Waste (Item 20441-0000) on the grading summary (Sheet B3), and will be paid for accordingly. The Waste material will be disposed of legally outside the boundaries of the Forest. No areas within the project limits have been designated for waste.
2 Will the contractor be allowed to pump water from Bonito Creek for construction water?
The City of Alamogordo owns the reservoir downstream of the project site.
The contractor will be responsible for determining any water rights issues/payments associated with pumping water from Bonito Creek.
3 On the bid form item no. A0360 placed rip rap method a class 3:
Does the quantity listed on this line item include all of the rip rap on the project including all the rip rap shown on the box Culverts?
The drainage summary on Sheet B3 quantifies the riprap at individual sites and the total quantity includes riprap placed at box culvert and pipe culvert locations.
4 On sheet number B3 it states underneath the Grading Summary that “ roadway excavation includes excavation of bedrock at STA.
110+58 box culvert.” Is there any quantity of estimated bedrock excavation that will need to be accomplished at this location?
We estimate the rock excavation to be approximately 40 CUYD at the STA. 110+58 box culvert.
5 Sheet Numbers D1, D2,D3 all show Class 3 Rip Rap and Granular Rock Backdrain material going completely through all of the box culverts. Is this correct?
Yes, this is correct. The culverts are intended to serve as Aquatic Organism Passage and the material within the culvert is intended to mimic upstream and downstream of the structures. As noted on sheets D1, D2, and D3, the granular rock backdrain is not a separate pay item and is considered subsidiary to the box culvert item.

1 Section 153.02 requires that a full-time,QCM be onsite. Section
153.02 also describes the education and work experience requirements for the onsite QCM. Can you waive the education requirements and can we substitute it with more work experience?
Can the jobsite Superintendent also be the QCM?
The requirements of Section 153.02 will not be modified. As stated in Section 153.02, the QCM will have no responsibilities for performing testing and inspection, managing the project, or performing other operations other than managing quality control. Therefore, the Superintendent cannot also serve as the QCM.
2 Section 154.04b requires that the contractor furnish an onsite laboratory equipped with all the testing equipment necessary to satisfy the requirements of the contract. Can you waive this requirement and can we use a commercial testing lab outside the project? The project site is in a very remote area and doesn’t have the existing utilities to run an onsite lab.
Section 154.04b states that a commercial laboratory meeting or exceeding the requirements described in Section 154 can be used.

1 Does the design expect any type of imported fill or does all of the excavation equal out as far as cut and fill across the complete project?
Based on the grading summary on Sheet B3 of the plans, the roadway excavation will generate a sufficient quantity of embankment material for this project, based on various assumptions. Approximately 358 CUYD of excavated material will be wasted outside the project limits and boundaries of the National Forest. Therefore, the design plans don’t require imported fill for embankment construction.
2 Can the QCM be allowed to operate equipment if necessary? Per Section 153 of the FP-14, “Provide a QCM with no responsibilities for performing testing and inspection, managing the project, or performing operations other than managing quality control.” Therefore, the QCM will not be allowed to operate equipment.
3 Is the QCM required to be at the jobsite each day? Can an alternate/assistant QCM be used at the jobsite full-time and the QCM be part-time?
A QCM is required to be onsite. The proposed arrangement can be used provided that both individuals meet the requirements of Section 153 for QCMs. The Quality Control Plan will have to address this scenario and specific roles and responsibilities.
4 Regarding the tie-ins for the cast-in-place wingwalls, do you know if having one foot of exposed box cage is acceptable? For TXDOT projects, what we do is leave a foot of the box uncast, exposing the cage so the contractor can tie in rebar and cast in place the wingwalls, headwall, and toewalls. Please see attachments
Having one foot of exposed box cage is acceptable provided the entire system accommodates proposed wingwalls, headwalls, and toewalls.

1 Can you please provide specifications for box culverts? Necessary specifications are provided in the plans (sheets D1, D2, D3, and
T1), special contract requirements, and FP-14 specification. The contractor will be required to submit shop drawings for approval, prior to commencing operations on box culvert construction.
2 Will the response date be extended due to the Government Shutdown?
FHWA is not currently affected by the shutdown, therefore, the response date will not be extended.
3 If the response date is not extended and the Government Shutdown continues, will someone be at the 12300 W Dakota Avenue, Lakewood, CO 80228 address to receive contractor bids on January 24, 2019?
Acquisition personnel will be available on the bid close date to receive contractor bids.
4 I am wondering if there is a specified seed mix and application rate to be used on the Lincoln NFSR 107 project in New Mexico?
The specified seed mix is contained in Section 713 of the Special Contract Requirements.
5 Is the embankment incidental to the roadway excavation line item?
As noted in the grading summary in the plans, the embankment construction is incidental to the roadway excavation item.
6 Does the roadway excavation quantity include the excavation to be performed on the concrete box culverts?
The roadway excavation quantity does not include excavation for the concrete box culverts. Excavation and backfill of the box culverts are considered subsidiary to the box culvert pay item, per requirements in the
FP-14.
7 Foundation fill is called out underneath the CBC’s. Do you have a spec on that material?
The specification for foundation fill material is contained in Section 704 of the FP-14.
8 Is the CBC’s going to be backfilled with native material? The box culverts will be backfilled with material meeting the requirements of the FP-14. Native material can be used as backfill provided that it meets the requirements of backfill material in the FP-14.
9 Sheet B3, Note 3 of the grading summary reads: “Roadway excavation includes excavation of bedrock at the Sta. 110+58. Is this the only location we will be excavation bedrock?
Based on the inspection performed by the Government, this location was the only notable, visible location of bedrock along the alignment. However, this does not replace the need for a contractor to conduct a site visit make their own determinations.
