About this file
This specification outlines the requirements for painting a 60-foot steel tower structure. The project involves surface preparation, application of a high-quality industrial-grade paint system suitable for steel structures and providing corrosion resistance, UV resistance, weather resistance, adhesion to steel and longevity. Proper surface preparation is required including cleaning, corrosion and rust removal and treatment, and achieving the specified surface profile. The paint must be applied according to the manufacturer's recommendations, with proper application of primer and topcoat, within specified environmental conditions. Quality control measures such as regular inspections, adhesion tests, dry film thickness tests and holiday detection tests must be implemented. Safety regulations and appropriate PPE must be followed. Waste disposal must comply with environmental regulations. Documentation of all project activities is required. Acceptance criteria includes uniform coating with no defects and specified paint thickness. This specification is related to Federal Contract Opportunity number 697DCK-24-R-00046 for corrosion treatment of STT ASR towers issued by the Department of Transportation Federal Aviation Administration Southwestern Region.

Specification for Painting a 60-Foot Steel Tower Structure
1. Introduction This document outlines the specifications for painting a 60-foot steel tower structure. Proper painting is essential to protect the steel from corrosion and ensure the longevity of the structure. This specification provides guidelines for the preparation, painting, and quality control processes to be followed during the painting project.
2. Scope This specification covers the painting of a 60-foot steel tower structure located at FAA Communication Tower, St. Thomas, U.S. Virgin Islands. The project includes surface preparation, application of paint coatings, and quality control measures. The Contractor shall provide and secure all labor, material, equipment, tools, transportation, and supplies required to complete the work in accordance with the contract plans and specifications.
3. Submittals Samples, certificates, reports, catalog cuts, letters, shop drawings, etc. required under this specification shall be submitted to the COR with a copy to the CO and Project Engineer. All products specified herein to meet certain published specifications shall have clarifications submitted which state compliance with such specifications. The Contractor shall provide a minimum of ten (10) business days for FAA to review the submittals, unless otherwise noted in the specifications. Rejection of submittals shall not be grounds for claims by the Contractor.
A. All submittals shall be accompanied by transmittal letters identifying the contents of the submittal. Transmittal letters shall consist of one original and one copy.
B. Work requiring an approved submittal shall not be initiated prior to approval of that submittal.
C. Submittals from subcontractors shall be reviewed and approved by the Contractor and coordinated with any other work involved before they are transmitted for review. Submittals shall be complete and detailed, and assembled in sets. Incomplete or inadequate descriptions will not be approved.
3.1 Submittal Approval
A. Approved As Submitted - If “Approved As Submitted” is marked by the Project Engineer, each copy of the submittal will be identified as having received such approval by being stamped (or annotated) and dated. After submittals have been approved, no changes or substitutions will be permitted without written approval by the Project Engineer.
B. Approved As Noted - If “Approved As Noted” is marked by the Project Engineer, the submittal is satisfactory contingent upon the Contractor’s acceptance of comments and notations. If accepted, resubmittal is not required.
C. Not Approved - If “Not Approved” is marked by the Project Engineer, the submittal does not meet job requirements and the Contractor must resubmit. If submittal is disapproved, the Contractor shall resubmit the corrected material in the same quantity as specified for the original submittal.
Submittals required shall include but not necessarily be limited to the following:
| A. Paint: | Section 3.1. |
| B. Primer: | Section 3.2 |
4. Materials
4.1 Paint
The paint to be used shall be a high-quality industrial-grade paint suitable for steel structures. The paint system must have the following characteristics:
· Corrosion resistance
· UV resistance
· Weather resistance
· Adhesion to steel
· Longevity
4.2 Primer
A suitable primer compatible with the chosen paint system must be used. The primer should provide excellent adhesion and corrosion resistance.
5. Surface Preparation Proper surface preparation is crucial for the success of the painting project. The following steps should be followed:
5.1 Cleaning
All surfaces to be painted must be thoroughly cleaned to remove dirt, grease, oil, and any loose or flaking paint. High-pressure water cleaning is recommended.
5.2 Corrosion and Rust Removal and Treatment
Any corrosion or rust on the steel surface must be removed by abrasive blasting or mechanical methods. The surface of the steel must be anti-corrosion and treated to ensure the quality and safety of the steel structure. Treat rusted surfaces with OSPHO rust neutralizer or approved equivalent. The surface should be cleaned to a minimum of SSPC-SP6 (Commercial Blast Cleaning) or better.
5.3 Surface Profile
The surface should have a suitable profile to ensure proper adhesion of paint coatings. It should conform to the requirements of the paint system manufacturer.
6. Paint Application The paint application process must adhere to the following guidelines:
6.1 Primer Application
· Apply the primer evenly to the prepared surface following the manufacturer's recommendations.
· Allow the primer to dry and cure as per the manufacturer's instructions.
6.2 Topcoat Application
· Apply the topcoat evenly over the primed surface.
· Ensure that a minimum of two coats of paint are applied, with proper drying and curing times between coats.
· The paint must be applied within the manufacturer's specified environmental conditions (e.g., temperature and humidity).
7. Quality Control A comprehensive quality control program must be implemented throughout the painting project to ensure a high-quality finish.
7.1 Inspection
· Regular inspections should be conducted during surface preparation and painting to identify and rectify any defects promptly.
· Inspect the finished surface for uniformity, adhesion, and proper paint thickness.
7.2 Testing
· Perform adhesion tests, dry film thickness tests, and holiday (pinhole) detection tests as per industry standards.
· Keep records of all test results.
8. Safety Safety should be a top priority throughout the project. All workers involved in the painting project must adhere to safety regulations and use appropriate personal protective equipment (PPE).
9. Environmental Considerations Dispose of waste materials, including paint and solvents, in accordance with local environmental regulations. Minimize the environmental impact of the project by using eco-friendly paint options if available.
10. Documentation Maintain detailed records of all project activities, including surface preparation, paint application, testing results, and safety measures.
11. Acceptance Criteria The painting project will be considered successful when the following criteria are met:
· The steel tower structure is uniformly coated with the specified paint system.
· There are no visible defects such as holidays, blisters, or adhesion failures.
· Paint thickness meets the specified requirements.
· The finished project complies with all safety and environmental regulations.
12. Conclusion This specification outlines the requirements for painting a 60-foot steel tower structure. Strict adherence to these guidelines will ensure the longevity and aesthetic appeal of the structure while providing protection against corrosion and environmental elements. All work should be performed by qualified personnel with experience in industrial painting.
