Q&A

1. Please identify the applicable year--2019 or 2016—for ASME A17.1 compliance?

If 2019, please identify the specific elements of required ADA (accessibility) functionality, to include whether touchless keys, cab audio and visual displays, and remote emergency video communication are required? Discussion: Performance Work Statement

BACKGROUND discussion states: “bring the elevator up to the most recent version of the

ASME A17.1 elevator code.” That would be 2019, however, ADA aspects of ASME A17.1

(2019) appear in excess of what the facility requires of this elevator.

FAA RESPONSE: 2016 ASME A17.1 compliance is acceptable in this instance.

2. Please confirm whether the cab interior wall panels require replacing or can be retained and repainted? Discussion: The Performance Work Statement indicates replacing cab interior elements in Para

2. E. While Cab ceiling and flooring benefit by modernizing, the cab interior appears in quite good shape and will provide another 20+ years of service life. NOTE: there are no hand rails.

FAA RESPONSE: The interior wall panels can be retained and repainted, granted they can have hand rails and other required modernizations reasonably installed.

3. Please confirm whether the lobby doors require replacing or can be retained and repainted? Discussion: Similar to cab interior walls, the lobby doors are in quite good shape and will provide another 20+ years of service life if repainted.

FAA RESPONSE: The lobby doors can be retained and repainted, as long as all other required modernizations are compatible with the existing lobby doors.

4. Please confirm if elevator machine can be retained with refurbishment by installing new bearings and seals. Discussion: The Performance Work Statement indicates replacing the machine in Para 1.B. While the motor needs to be replaced, the elevator machine appears to have incurred little wear and should provide another 20+ years of service life with replacement of bearings and seals. Furthermore, it is a compact design seated in a confined area where positioning a replacement machine will likely incur complications that may be expensive to address. Our view is that it is in the best interests of the facility and FAA to retain the machine, as well as the associated eaves.

FAA RESPONSE: The existing elevator machine may be refurbished as long as it is completely compatible with all other modernizations, existing components, and presents no local, state, or federal elevator code deficiencies.

5. Request reducing the requirement for an Onsite Elevator Technician from 5 days to 1 day after the elevator is turned back over to the FAA? DISCUSSION: The elevator is simple in design and will operate for several days prior to turning over to the FAA as we complete flooring and prepare for inspection by the Qualified Elevator Inspector (QEI). Given elevator simplicity, its light passenger use, and the fact the elevator has been out of service for months, all suggest the cost of an onsite elevator technician being onsite for 5 days is excessive.

Recommend the elevator technician requirement be reduced to one day--being the day the elevator is put in service—to ensure proper elevator operation throughout the day and provide training to the FAA’s Facility Technician who will oversee the elevator.

FAA RESPONSE: 5 days will be required, but the technician will not be required to spend the entirety of each work day on site. Since there is limited operation of the elevator throughout the day, the elevator should be operated and monitored several times each morning and afternoon to ensure proper functionality. The resident engineer for the project can coordinate this effort in the field.

6. Please identify if the elevator is to be connected to emergency / back-up power?

DISCUSSION: At present, the elevator appears to operate only on the Facility’s Main Power without connection through an ATS to the Facility’s existing UPS backup power bank or a back-up power generator.

FAA RESPONSE: The elevator is not to be connected to backup / emergency power.

7. Please identify if all lighting, 110 VAC feeds, HVAC, and emergency communication systems serving the elevator machinery and/or elevator machine rooms are to be supported by emergency generator power. Please identify the lighting, 110

VAC feeds, HVAC and emergency communications systems on emergency power?

DISCUSSION: Elevator code requires all above listed items operate under emergency power when the elevator operating equipment is provided with emergency power. Please confirm existing equipment is currently operating in emergency power or is required to operate on emergency power.

FAA RESPONSE: There is no emergency generator, therefore nothing is to be connected to backup / emergency power.

8. Please confirm a machine room monitoring display system is required?

DISCUSSION: The present system does not include a monitoring display system, and while inclusion may be inferred from Para 14.B.1. of the Performance Work Statement, the

Paragraph’s language is ambiguous, and thus leaves it arbitrary to the contractor to determine whether the monitoring station is “necessary” as in required. Given the elevator can operate without it, but enables the Facility to self-diagnose issues short of requiring an Elevator

Technician, we think the FAA should consider it “required” of all Offerors.

FAA RESPONSE: A machine room monitoring display system is required to be included in the modernization.

9. Please confirm if a Sump Pump is required? If so, shall the contractor be required to modify the elevator pit to install a suitably sized sump pit with grating?

Will an oil/water separator be required as well? DISCUSSION: The Performance

Work Statement indicates replacing the sump pump in Para resent there is no sump pump nor sump pit.

FAA RESPONSE: "A sump pump will not be required and shall be removed from project scope."

10. Please confirm if the hoistway is to be brought up to current applicable NFPA and

ASME 17.1 standard? DISCUSSION: At present the hoistway appears to have several openings and voids for electrical and other items in the hoistway that compromise hoistway fire integrity.

FAA RESPONSE: Yes, hoistway shall be brought up to applicable NFPA and ASME 17.1 standards.

11. Please confirm if the Elevator Machine Room Metal Door is to be a 90 minute fire rated door? DISCUSSION: The machine room metal door is not tagged with a fire rating.

FAA RESPONSE: Machine room door shall be replaced with a 90 minute fire-rated door since the existing door fire rating is not known. Additionally, new machine room door shall be tagged with a confined-space sticker.

12. Please confirm the FAA supports the recurring cost of a second ‘outside’ phone line for remote interfacing with the Elevator’s ADA-enabled communications with passengers during an emergency as part of the auto dial communication system?

DISCUSSION: ASME A17.1 (2019) introduces a requirement for an auto dial communication audio and visual two-way monitoring system.

FAA RESPONSE: This will not be required, see response to question 1.
