RFIs - 697DCK-20-R-00325 - QPK Roof Replace - Parker, CO

1. Can you confirm the only asbestos concern is the related to the tan caulking specified in the plans?

In addition to the tan caulking, there is known light-gray asbestos coating covering one pipe boot, located at the north end of the equipment building roof. Please see callout on QPK-NDP-D001 Roof Demolition Plan.

2. Is lead paint present. At the job walk the representative said, there is no lead paint concerns. Can you confirm no presence or need for lead mitigation?

The building has not been tested for lead-based paint, and testing is required prior to construction. Lead mitigation is contingent upon test results. Exterior paint on metal roof is the main area of concern.

3. Can you explain the Air Terminals R&R and their specific location on the roof and the intent to mitigate risk related to them?

Maintaining a functioning lightning protection system by end of day every day is important in the case of an unexpected lightning event. The facility and its equipment are critical in their role within the National Airspace System and must remain protected to the fullest extent possible. For air terminal locations, NMD-570-40480-E4 Site Lightning Protection Plan is attached.

4. Why is the existing roof being replaced?

The current roof is at the end of its projected lifespan.

a. Are there leaks, penetrations and or failures?

Per site technician, there is water leakage visible in the ceiling tiles at the north end of the equipment room of the building.

b. Is it to increase insulation?

Yes.

5. Did anyone do a core cut/sample? If so can we have the results to understand the exact material to demo and dispose?

There are no core samples.

a. Plans state – 2 ply mopped vapor barrier, R=14.3 ISO, EPDM membrane? Confirm please?

”Polyiso” insulation is not confirmed. Please note difference of insulation between equipment building and fan room, and office building, as shown in the existing site details. For example, 1/D001 & 3/D001 vs. 4/D002. Details shown on drawings are based on the best available information; however, layouts, dimensions, details, etc., must be verified in field.

b. Taper – is there an existing taper system or structural slope?

Existing Insulation on the office building is tapered where adjacent to a parapet wall. Taper lines are visible on QPK-NDP-D001 Roof Demolition Plan, similar to those on QPK-NDP-A001 Roof Construction Plan with callout: “1 1/2” x 18” tapered insulation edge strips”.

6. Can you confirm metal substrate might be sloped? It is hard to tell from plans but some of the detail shots look as if it is?

Potential slope on steel deck substrate must be verified in field

7. Where is know the specific location for staging of materials, as well as the location for roll of dumpsters for trash and recycling of materials.”

Site diagram is attached on page 5.

8. Would you please provide the report for the use in the production of this bid?

The asbestos survey report is attached. It is pretty big at 20 MB so let me know if you are having trouble downloading it and we can figure out a way that works.

1.0 ASBESTOS LOCATION AND SUMMARY

1.1 Introduction

This section discusses inspection findings and analytical results for suspect asbestos-containing materials (ACM) sampled at the Parker Air Route Surveillance Radar Building (QPK-ARSR) in the Western Service Area, Denver District Office. The potential for asbestos fiber release and recommendations for future actions are presented for all ACM identified (see Section 2.0 for recommendations). Representative samples of suspect materials were collected following the procedures described in Appendix 5 and sent to an accredited laboratory for analysis.

All accessible rooms in this facility were considered separate functional spaces for this inspection. Material quantities were approximated and should not be used for repair, renovation, or abatement cost estimations.

1.2 Facility Description

The facility houses an airport surveillance radar used to detect and display the position of aircraft. The original building was constructed between 1960 and 1962 and included the Engine/Generator, Equipment, and Fan rooms. This part of the building is CMU construction on a concrete slab foundation, with poly-vinyl siding and an EPDM membrane roof. The Office Building addition was constructed in 1996.

The interior construction consists of wallboard walls, ceiling tiles, and carpeted floors over concrete.

Corrugated metal was present above the ceiling panels (where visible). The exterior consists of poly-vinyl siding and an EPDM membrane roof. The Garage consists of a corrugated metal roof and siding over a concrete slab foundation. The building is L-shaped and contains five main rooms (Engine/Generator Room = 600 square feet, Fan Room = 332 square feet, Equipment Room = 1875 square feet, Office Building = 1161 square feet, and Garage = 431 square feet). A radar tower is located west of the building and a water entry vault is located to the south of the Engine/Generator Room.

1.3 Limits

All accessible interior spaces, the building exterior, and roof were inspected for ACM; however, access to the ceiling plenum and wall cavities was limited to certain access points and these spaces could not be viewed in their entirety. Underground conduit, electrical systems, and above-ground structures that do not directly support the QPK-ARSR were not inspected. The radar dome was also not inspected to avoid interfering with radar operations. The inside of the water entry vault was not inspected because it is a confined space. Inspection findings and analytical results for suspect ACM are included in Section 3.0.

1.3.1 Statement of Inaccessibility

Many ACM are in concealed areas, such as wall cavities, the ceiling plenum, inaccessible parts of the roof, below ground level, or in other hidden spaces. Some materials are not sampled to avoid damaging construction systems and are considered suspect until a sample can be extracted. While every effort was made to detect asbestos sources, without extensive demolition work, there is the potential for unidentified ACM to be present.

1.4 Suspect Materials Summary

The following suspect materials were identified:

2 17 April 2018

• Black caulking

• White caulking

• Tan caulking

• Gray duct sealant

• White duct sealant

• White foundation coating

• Tan mottled floor tile with tan mastic

• White caulking

• Gray perlitic ceiling tile

• Black pipe patch

• White seam sealant between plywood

Sampling locations are depicted on the Facility Diagram in Appendix 1, and a Photo Log showing each sampling location is included in Appendix 2.

1.4.1 Suspect Material Not Sampled

Fire doors – One metal fire door was identified on the northern side of the Fan Room (Appendix 1). The door was not sampled because the door insulation could not be accessed without causing substantial damage.

1.5 Asbestos-Containing Materials

One ACM was identified, including:

• Exterior Roof between Equipment Room and Office and Garage and Office, non-friable, tan caulking, 7 percent (%) chrysotile, unknown quantity, behind sheet vinyl where two buildng sections adjoin (17APR18QPKARSR-07, 17APR18QPKARSR-08)

The laboratory report is included as Appendix 3.

Previously sampled ACM were not re-sampled during this re-inspection. The materials listed below were previously identified as asbestos-containing and were still present at the time of 2018 inspection:

• Equipment Room, non-friable, green 9”x9” floor tile, 10-15% chrysotile 1875 square feet (sampled in 1996)

• Equipment Room, non-friable, black mastic beneath green 9”x9” floor tile, 3-5% chrysotile (sampled in 1996)

• Exterior Roof, non-friable, pipe coating on roof, 5% chrysotile, 2 square feet (sampled in 2012)

1.6 Non-Asbestos Containing Materials Summary

The following suspect materials were sampled and did not contain asbestos.

• Exterior- Water Entry Vault, black caulking on top of water entry vault cover (64 square feet)

3 17 April 2018

• Exterior- Water Entry Vault, white caulking on water entry vault at membrane interface (32 linear feet)

• Exterior- Garage, gray duct sealant (1 puck, less than 0.5 square feet)

• Exterior- Engine Generator Room and Equipment Room, white duct sealant where grounding wire enters conduit (less than 3 square feet)

• Exterior- Engine Generator Room and Equipment Room Perimeter, white foundation coating (448 square feet)

• Work Room, tan mottled floor tile with tan mastic (224 square feet; note that this flooring material was labeled as asbestos containing although the laboratory confirmed that it does not contain asbestos)

• Engine Generator Room, white caulking, engine/generator pipe exit from building (less than 1 square foot)

• Equipment Room, gray perlitic ceiling tile (1320 square feet)

• Equipment Room Restroom, black pipe patch (less than 1 square foot)

• Motor Alternator Room, white seam sealant between plywood panels (2 linear feet visible)

2.0 RECOMMENDATIONS

The ACM identified at this facility is non-friable. The tan caulking is located behind sheet vinyl on the outside of the building. The previously identified pipe coating is also located on the exterior roof. The previously identified green 9”x9” floor tiles were observed beneath the electronic equipment in the Equipment Room. These floor tiles are almost completely encapsulated by 12”x12” tan mottled floor tile.

These ACM should not be disturbed or removed unless the FAA intends to conduct renovations or repairs.

Periodic condition inspections are recommended until all identified ACM are removed. A site-specific Operations and Maintenance Plan should be developed for ACM at the facility.

In the Work Room, the asbestos label should be removed from the tan mottled floor tile because this material did not contain asbestos, and the asbestos containing green 9”x9” floor tile with black mastic was not present in this room.

There is one intact fire door that is assumed to contain asbestos. This door was not sampled to avoid damaging door components. Intact fire doors pose relatively minimal asbestos exposure risk. Asbestos hazards can develop when fire doors are damaged by heat or water, or from normal wear and tear. The fire door was not damaged at the time of this inspection. If damage is identified in the future, the damaged part of the fire door should be encapsulated until the door can be replaced.

SAMPLING PROCEDURES

1.0 INSPECTION AND SAMPLING PROCEDURES

Inspection and sample collection procedures were developed using AHERA and State of Colorado protocols. Inspections were completed by an Asbestos Hazard and Emergency Response Act (AHERA) and Colorado State certified inspector in accordance with federal and state-specific training requirements.

Samples were analyzed by a National Voluntary Laboratory Accreditation Program (NVLAP) accredited laboratory.

Prior to conducting the inspection, facility-specific documents provided by the Federal Aviation Administration (FAA) were reviewed, including As-Built drawings, previous asbestos surveys, any information related to remodeling or structural changes, and documentation of previous abatement work (when available).

The AHERA inspector investigated the building’s structural, mechanical, electrical, and roofing systems and walked through the facility to determine suspect asbestos containing material (ACM). Suspect ACM were evaluated for the following characteristics:

Condition

• Good

• Damaged

• Significantly Damaged

Friability

• Friable. Friable ACM is defined as ACM that can be crumbled into a powder (when dry) by hand pressure alone. Popcorn ceilings, spray-on fireproofing, and damaged thermal system insulation are examples of friable ACM.

• Non-Friable

Potential for Disturbance

• Low Potential

• Potential for Damage

• Potential for Significant Damage

Disturbance Source

• Contact

• Vibration

• Air Flow

• Water

Based on the evaluation, the suspect ACM was categorized as one of the following:

1. Damaged or significantly damaged thermal system insulation.

2. Damaged friable surfacing materials.

3. Significantly damaged friable surfacing material.

4. Damaged or significantly damaged friable miscellaneous material.

5. Material with potential for damage.

6. Material with potential for significant damage.

7. All other friable material.

1.1.1 Bulk Sample Collection Procedures

After identifying suspect ACM and homogenous areas, bulk samples were collected under the Occupational Safety and Health Administration’s Class III asbestos operations protocol, which includes the following steps:

• Labeling sample containers with identification numbers and recording the sample information on field forms.

• Recording the sample locations and identification numbers on the facility diagram.

• Photographing the sample location (close-up and location overview).

• Donning protective equipment (respirator, gloves, and protective clothing as needed).

• Dampening the sample collection area by spraying with water or a water and detergent mixture (as needed).

• Extracting all layers of material using a clean knife or other hand tool.

• Tightly sealing the sample in the sample container.

• Wiping the sample container with a wet wipe to remove residual material.

• Decontaminating sample tools with a wet wipe and vacuuming the sample collection area with a high efficiency particulate arresting vacuum if materials were dislodged.

• Filling the sample location with caulking, putty, or other patching material.

• Collecting disposable protective equipment, wet wipes, towels, etc. in a trash bag for disposal.

Collected samples were placed into separate, sealed plastic bags. Each sample was individually numbered, and sample information was entered onto the chain-of-custody form. The samples and accompanying chain-of-custody forms were delivered to FRS Geotech, Inc. for laboratory analysis.

1.1.2 Method of Laboratory Analysis

Samples were analyzed in accordance with AHERA requirements using the following reference method:

• Polarized Light Microscopy (PLM) EPA Method 600/R-93/116

Progressive analysis with a positive stop procedure was used for homogenous areas requiring multiple samples (i.e. ceiling tiles and wall board with joint compound).

1.1.3 Quality Control Procedures

Samples were analyzed by FRS Geotech, Inc., an accredited NVLAP laboratory. This laboratory also participates the American Industrial Hygiene Association Proficiency Analytical Testing Programs.

Quality assurance samples were collected at an approximate frequency of 5% of primary samples (i.e. one per 20 samples). The quality assurance samples were collected immediately adjacent to the primary samples to check variability within the laboratory. Each quality assurance sample was assigned a unique identification number and submitted blind to the laboratory.

Field forms, chain-of-custody forms, and laboratory results were cross-referenced for accuracy.

1.1.4 Determination of ACM Classification

Asbestos in a material or product can only be identified through laboratory analysis. Visual inspection or common knowledge about a material cannot substitute for analytical testing. The asbestos content of a suspect material is determined by collecting and analyzing a bulk sample by PLM. The PLM technique determines both the percent and species of asbestos in the bulk sample (i.e. Chrysotile, Amosite, Crocidolite).

The EPA National Emission Standards for Hazardous Air Pollutants (NESHAP) - National Emission Standard for Asbestos (40 CFR Part 61, Subpart M) defines a non-friable asbestos-containing material as any material with an asbestos content greater than one percent as determined by PLM analysis. To be classified as a regulated ACM, a friable material estimated to contain less than ten percent asbestos as determined by PLM-visual area estimation must be analyzed by PLM point counting and determined to contain greater than one percent asbestos.

A clarification memorandum issued by the EPA regarding the NESHAP regulation included the following statement:

"The parties legally responsible for a building (owner or operator) may take a conservative approach to being regulated by the NESHAP. The responsible party may choose to act as though the building material is an asbestos- containing material (greater than 1%) at any level of asbestos content (even less than 1% asbestos). Thus, if the analyst detects asbestos in the sample and estimates the amount to be less than 10% by visual estimation, the parties legally responsible (owner or operator) of the building may (1) elect to assume the amount to be greater than 1% and treat the material as regulated asbestos-containing material, or (2) require verification of the amount by point counting.”

EXECUTIVE SUMMARY

An asbestos building re-inspection was conducted at the Federal Aviation Administration (FAA) – Long Range Radar Facility in Aurora, Colorado on April 23, 2012. This re-inspection was completed at the request of the FAA in an effort to provide an updated inventory of asbestos containing materials at the facility.

A prior asbestos inspection report performed by Pacific Rim Environmental, Inc. dated March 26, 1997 was available for use during our re-inspection. Suspect building materials that had been sampled previously were not re-sampled during this re-inspection unless there was concern as to the accuracy of the data.

The re-inspection was completed by qualified and accredited Asbestos Building Inspectors under the direct supervision of a Certified Industrial Hygienist that has over twenty years of asbestos inspection and abatement experience.

One (1) additional suspect asbestos containing material (ACM) was identified by this re-inspection to be associated with the structure. Laboratory analysis determined that the identified suspect material is a regulated asbestos containing material (RACM).

The additional asbestos containing material identified during the re-inspection:

Light-gray pipe coating material located on the roof of the building; non-friable; 5% chrysotile

The following ACM’s had been previously identified at the facility and continue to exist:

9” x 9” green vinyl floor tile with black mastic located in the equipment room and the equipment room bathroom. The tile is found under newer 12” x 12” tan vinyl tile; non-friable.

All ACM’s will need to be properly handled if they are to be disturbed.

A cost estimate to abate the ACM that has been identified by this inspection is included at the end of this report.

INTRODUCTION

This re-inspection/assessment report presents data which describe the condition and location of asbestos containing material identified at the FAA Long Range Radar facility in Aurora, Colorado. In addition, the asbestos inspection report produced by Pacific Rim Environmental, Inc. on March 26, 1997 was utilized to identify asbestos containing material (ACM). ACM is identified as any material containing one percent (1%) or greater asbestos by calibrated visual estimation. This report is to be used as a planning tool for construction, demolition, renovation and maintenance activities at this facility location.

The purpose of the re-inspection, visual assessment, and sampling activity, conducted at this facility was to:

Identify all ACM at the facility and document the condition, location, and quantity of each asbestos material identified;

Coordinate observations and sample data information obtained from site inspections into usable report form; and Provide a cost estimate to abate ACM identified at this facility.

INSPECTION & SAMPLING PROCEDURES

All on-site inspection activities including the collection of bulk samples were conducted in accordance with Environmental Protection Agency (EPA) procedures utilizing modified AHERA guidelines. Certified asbestos inspectors conducted observations and collected samples of all identified suspect asbestos building materials associated with each structure inspected.

An initial walk-through of the structure was conducted to familiarize the inspectors with the structures layout. Drawings of the structure were reviewed for accuracy or a sketch of the structure was completed to be used during the inspection process. Suspect asbestos materials were identified, located, quantified, and photographed. The condition, accessibility, and friability of the materials were assessed.

Samples of suspect material were systematically collected, placed in separate sealed containers, and uniquely numbered. Each sample location was recorded on a sketch of the facility that is included as an appendix to this report. A chain of custody was generated to accompany and track the possession of all collected samples, and the samples were delivered to an accredited laboratory.

The quantity and location of samples collected was based on EPA guidelines for the type of suspect material identified. The goal is to insure statistically reliable data that identifies all ACM’s present. The judgment of the experienced inspectors was relied upon to accomplish this goal as well as to minimize damage caused by destructive sampling to facility structures and finishes.

All accessible interior rooms and spaces were inspected for asbestos containing materials.

Where applicable, facility roofs and exterior surfaces of the structure were also inspected. If possible, samples were collected from all suspect material, however, samples would not have been collected from materials (roofs, fire doors, wiring, etc.) if structural integrity or warranties would have been compromised. These materials would be classified as assumed asbestos containing material. Underground or buried materials, concealed spaces, and other inaccessible materials would not have been inspected or sampled.

METHOD OF SAMPLE ANALYSIS

Samples were analyzed in accordance with 40 CFR 763 requirements by a laboratory accredited by the National Voluntary Laboratory Accreditation Program (NVLAP). The bulk samples of suspect building materials were analyzed by polarized light microscopy (PLM), the EPA-recommended method for the determination of fibrous constituents in building materials.

All samples of suspect material were:

Analyzed according to EPA “Method for the Determination of Asbestos in Bulk Building

Materials” (EPA/600/R-93/116);

Submitted to and analyzed by FRS Geotech, Inc. in Denver, Colorado – NVLAP

Accredited Lab #102078-0 and AIHA Accredited Lab #101557;

Included in analysis reports attached as an appendix along with a signed and completed Chain of Custody.

FINDINGS

This section discusses the inspection findings and analytical results for suspect asbestos containing materials (ACM) identified at the facility. All accessible locations and materials were inspected and sampled.

The Long Range Radar facility in Aurora, Colorado is a single-story structure built on a concrete slab. The structure is constructed of concrete masonry units (CMU’s) and is finished with poly-vinyl siding on the exterior. The facility consists of offices, kitchen, restroom, work-repair room, furnace room, engine room, garage, equipment room, motor room and the radar structure.

In addition to the suspect ACMs identified by the previous inspections, the following materials were identified and sampled.

Suspect ACM identified and sampled at this facility during the re-inspection included:

Wallboard and associated joint compound located in the restroom, kitchen, work-repair room, furnace room and offices; Wallboard – ND / Joint Compound - ND Lined duct – ND Pipe coating on roof – ACM - 5% chrysotile Roof drain sealant – ND Sink undercoating – ND Duct sealant – ND Roofing material – ND

ND – No asbestos detected, therefore the material is not regulated ACM – Asbestos Containing Material, material is a regulated asbestos-containing material TR – Trace amounts of asbestos detected, in Colorado will require point counting to determine if it is under 1% and therefore the material would not be regulated.

Asbestos Containing Material’s (ACM) identified during the re-inspection performed at the Long Range Radar facility located in Aurora, Colorado include:

Pipe coating – This material is located on the roof of the structure. The material was in good condition and was non-friable at the time of the inspection. The pipe coating covers approximately 2 square feet. Sample analysis indicated this material contains 5% chrysotile asbestos; therefore it is considered a Regulated Asbestos-Containing Material (RACM).

Floor Tile – 9”x 9” green vinyl asbestos floor tile exist at the facility within the Equipment room and the equipment room restroom. The tile was in fair - good condition and was non-friable at the time of the inspection. There is approximately 1,875 square feet of 9” x 9” floor tile that still exists and considered to be RACM.

(No Photograph – ACM tile is under 12x12 tan tile)

ASBESTOS ABATEMENT COST ESTIMATE

The following estimated removal and disposal costs are for the asbestos containing materials identified during this re-inspection and those identified during previous asbestos inspections.

These costs are based on our extensive experience as asbestos project designers and industry consultants as well as current published industry averages. Actual abatement costs may vary depending on the logistics of the removal of the material. This estimate assumes that all asbestos containing material will be removed from the structure in one mobilization.
