Mini Drill Replacement Truck Beds (CBTT) Program
1. Introduction and Overview
This Statement of Work (SOW) will be issued under a Service Order Agreement (SOA) between the Department of Homeland Security (DHS) and the Federal Aviation Administration Logistics Center (FAALC) for the purpose of the Mini Drill Trailer System (MDTS) Replacement Truck Bed procurement for the Cross Border Tunnel Threat (CBTT) program. This effort will be funded under an Inter-Agency Agreement (IAA).
1.1 Background
As a component of DHS, US Customs and Border Protection (CBP) is responsible for protecting our Nation’s borders to prevent terrorists and terrorist weapons from entering the United States, while facilitating the flow of legitimate trade and travel.
CBP is also responsible for apprehending individuals attempting to enter the U.S.
illegally, stemming the flow of drugs and other contraband. USBP has established the National Subterranean Operations (NSO) group within the Law Enforcement Operations Directorate (LEOD). This group identifies critical mission tasks that include detecting cross-border tunnels and subterranean activity, responding to illegal activities associated with the tunnel to support law enforcement actions, and resolving final tunnel status by remediating the tunnel. This requires a unique set of tools and technology used to mitigate this extreme issue.
1.2 Scope of Work
The United States Border Patrol (USBP) National Subterranean Operations (NSO) requires the procurement of two (2) commercial off the shelf (COTS) replacement truck beds with toolboxes and all its supporting equipment. The procurement of these replacement beds will require a detailed understanding of the operation, transportation, and components of the mini drill. The beds and the associated mini drill are to be used for investigative purposes and during remediation projects. The contractor shall deliver the replacement beds described in Section 1.3 of this SOW.

1.2.1 Optional Scope of Work
Procurement and installation of two (2) commercial off the shelf (COTS) replacement truck beds with toolboxes, headache racks, and a 100+ gallon diesel transfer tank system for field refueling that will be used to transport a tactical mini drill to meet government requirements for hauling two (2) gooseneck trailers. The contractor shall deliver the COTS systems described in Section 1.3 of this SOW.
1.3 Objectives
USBP requires the delivery and optional installation of two (2) COTS replacement drop-in truck beds to support the procured (2) Government Furnished Equipment (GFE) 4500 Heavy Duty series trucks.
Secure the requirements as outlined in Attachment 1 (Cross Border Tunnel Threat (CBTT) – Mini Drill Drop-In Beds Procurement Specification Sheet).
The details of Government Furnished Equipment (GFE) 4500 Heavy Duty series trucks:
1. 2025 Chevrolet K4500 Crew Cab/Chassis – 8cyl 6.6L 4x4 Truck (Standard 79D).
2. Cab to Axle Length – 84”
3. GVWR Minimum – 14,001

The Contractor shall ship two (2) replacement truck beds with toolboxes, headache racks, and a 100+ gallon diesel transfer tank system for field refueling of the drilling equipment to the address below:

The Contractor shall provide FAA with a minimum of 48 hours advance notice of shipping to coordinate the delivery.
Acceptance of these deliveries occurs when the COR or the COR’s designee signs off on the delivered fabrication/procurement package.
4.0 Progress/Compliance
The FAA Logistics Center will require the Customer to monitor progress.

5.0 Period of Performance
The Contractor shall deliver the design package within 90 calendar days of award.
