Learjet 60 Maintenance Checks
Solicitation No. 6973GH-19-R-00077
Questions & Answers
1. Item #12 are you asking to replace the ACM? Will we be providing the part? If so, can you confirm the part number you are needing for this task? Are there any pipes being replaced of just removed and reinstalled to gain access to change the ACM?
CLIN 0012- N55 Remove & Replace ACM and Piping has been removed under SIR Modification
0002. The removal and reinstallation of the ACM and piping, if needed, will be considered an O&A item under the 12,000 hour inspection O&A CLINs. Please note the removal and reinstallation of
ACM and piping applies to all aircraft not only N55. SIR Attachment 2 provides the N55 ACM information for reference only. The FAA will provide additional ACM information for each individual aircraft, if needed.
2. What is the maximum time frame in which the COR will have to approve an O & A to the contractor?
All non-routine discrepancies will be routed through the COR. The Contracting Officer (CO) must approve all obligations prior to the commencement of work. The CO will render a decision within
24 to 48 hours.
3. What records will come with each a/c... or what access to records will the contractor have for each a/c..?
The records needed for performing the necessary work should be in the provided work package and supplemental aircraft manuals upon request in addition to the Aircraft Manufacturers Manuals that they vendor should already have.
4. How will discrepancies that will involve Learjet engineering be handled by the FAA (Is this handled between the Contractor and LJ Engineering as it would a commercial customer)...?
The discrepancies that will involve Learjet Engineering should be treated the same as any other
Over and Above. When discovered as a need to utilize them, we should notify COR and relay the information to the appropriate lines of business within the Flight Program Operations group. Our
Engineering may need to work with Learjet Engineering to correctly document the discrepancy in case it involves one of our STC’s.
5. Section H.1 allowable fee of 15% for all contractor ordered/ supplied parts and freight handling for
O & A items... Is this based off the contractors cost or retail price?
The base price for Contractor ordered and supplied parts is the discretion of the Contractor. Please keep in mind that the provided base price will be reviewed for price fair and reasonableness.
6. What maintenance program are these aircraft linked to such as 91.409(f)3...??
The maintenance program that the aircraft are maintained under is 14 CFR Part 135
7. Current documentation provided for N55 ACM system is incomplete. In reviewing the ACM documentation provided, 29-00-01 calls out to reference 21-50-00 for the illustrations for the R&R of the ACM system, it also references figure 201 and also calls out specific identifiers (ex: D33, MM50, RP1440) the parts involved with this unit.... Request that the FAA provide an illustrated breakdown along with an ICA for the ACM, as the provided documentation of the ACM system is not enough data to fully understand the removal and re-installation of this system. Will the FAA provide an IPC with complete breakdown illustration...?
The requirement for the ACM should be, as needed only, if there is work on the aircraft that requires its removal and reinstallation. The documentation for the necessary work on the ACM, can be provided as requested. This is an as needed basis (this is why it will be an O&A cost). If removal of the ACM is needed the same ACM system will be reinstalled. If this is required additional data can be provided to complete the work by the FAA.
8. Who is the manufacture of the ACM system and does the STC holder have part availability for items needed to reinstallation or replacement parts for squawks that may be identified..?
This will be provided on an as needed basis since any ACM system work will be completed as
O&A (ACM is not required as part of the 12,000 hour checks).
9. If the contractor has questions about the ACM during R & R... Will Learjet engineering field those question or the STC holder?
See questions 7 & 8.
10. Is the FAA responsible to function test the ACM once reinstalled? If not will the FAA provide function testing documentation?
See questions 7 & 8.
11. In reviewing the new pricing structure we see the O&A CLINs for the 12,000 hour inspection and the 3,000 Landing inspection BUT we do not see an O & A CLIN for the 6,000 landing Major LG
Inspection.
O&A Not to Exceed (NTE) CLINs for the 6,000 Landing Major LG Inspections have been added under SIR Modification 0002.
