L.6 TECHNICAL PROPOSAL- VOLUME II

The Technical Proposal (Volume II) shall include information/documentation in sufficient detail to clearly identify the offeror's overall qualifications to provide the required services and to demonstrate the offeror's complete understanding of the requirement.

The technical proposal shall not include price/cost or any pricing information. The technical proposal must validate the factors described herein.

(1) Offerors must submit technical proposals (original plus three copies). The technical proposal must be specific and in sufficient detail to enable an evaluation team to make a thorough evaluation to determine if the proposed services meet the requirements of the Government and to determine that the offeror has a thorough understanding of the requirement.

(2) Offerors are advised to submit proposals, which are clear and comprehensive without additional explanation or information. Additional information may be requested from offerors whose proposals are considered to be reasonably susceptible to being made acceptable; however, the Government reserves the right to award an agreement based on initial offers received, without discussions or negotiations.Once a vendor has been determined to be technically acceptable the determination of award will be based onprice.

(3) Statements that the offeror understands, can, or will comply with all statements in the Statement of Work (SOW) and statements paraphrasing the SOW requirements or parts thereof, are considered insufficient. Phrases such as "standard procedures will be employed," or "well-known techniques will be used," etc. will be considered insufficient.

(4) Content is more important than quantity. The technical proposal is limited to no more than 50 pages.

Unnecessarily elaborate brochures or other presentations beyond that sufficient to present complete and effective proposals are neither necessary nor desired and may be construed as an indication of the offeror's lack of cost consciousness. To expedite review of the proposals, the responses for each evaluation factor shall be provided in a separate section and the section shall be tabbed for ease of reference.

(5) The technical proposal must provide complete information to address the technical evaluation factors, which are evaluated on an acceptable or unacceptable basis.

(b) Technical Factors Minimum Submission Requirements:

FACTOR 1: APPROACH & METHODOLOGY

FACTOR 2: FACILITY(S) -MAINTENANCE, REPAIR, OVERHAUL

FACTOR 3: EXPERIENCE

FACTOR 4: SCHEDULING

Factor 1: Approach & Methdology

SUBFACTOR 1.1 CRITERIA: Provide Drawings: Provide Original Equipment Manufacturer (OEM) written confirmation from OEM with detailed capability, process, and time required to obtain all required drawings from the OEM with all applicable Supplemental Type Certificates (STC) required for work to be accomplished as listed in the SOW.

Provide a comprehensive specialty tool list along with written verification from outside resource as proof of capability and process to rent any specialty tooling required, or proof of current ownership and condition of specialty tooling. Fully describe tooling resource capability, process, and time required to obtain all tools required for work to be accomplished as listed in the SOW.

Factor 2: Facility (s)- Maintenance, Repair, Overhaul

CRITERIA: The offeror must have an authorized maintenance facility(s) with the capability to provide maintenance, repair, overhaul, Non Destructive Testing (NDT) (to include x-ray, ultrasonic, fluorescent penetrant, and Eddy-Current), and back shop capabilities which complies with Part 145 of the Federal Aviation Regulation appropriate for the subject work requirements in accordance with the technical specifications.

Factor 3: Experience

CRITERIA: The offeror must demonstrate their experience in providing like or similar maintenance, repair, and overhaul as a certified FAA Repair Station under Part 145 in accordance with the SOW. A minimum of two (2) customer references are required to verify experience in maintenance, repair, and overhaul for like or similar work. Customer information must include Contract Number and Customer Name; Aircraft type and work accomplished; List of services provided by Non Destructive Testing (NDT) shop, Service Rendered and Dollar Value; Contract Specialist or Program Manager Name, Title, Telephone No., & Email.

The offeror shall use the "Experience Information" form, attached to the SIR (Section J), in response to this factor. All blocks must be filled in and all data should be accurate, current, and complete. If any of the information required is not included in the form then the Offeror will be considered non-responsive and evaluated as not acceptable. All projects submitted must have been underway or completed within the last 3 years through the closing date identified on the SIR. If the Offeror does not have prior prime contracts to cite, then the Offeror may cite instances on which it has served as a primary subcontractor.

Failure to demonstrate the minimally acceptability standards under this factor will result in an "NOT ACCEPTABLE" rating and possible elimination from further consideration for contract award. Offerors with no experience information will receive an “NOT ACCEPTABLE” rating for this factor.

Factor 4: Scheduling

CRITERIA: The offeror must demonstrate their ability to meet the required performance schedule of 45 calendar days after aircraft induction in accordance with the SOW.

Section M provides the Standards for acceptability for each of the technical evaluation factors above.

L.7 PRICE PROPOSAL – VOLUME III

This section shall contain Contractor price/cost information to a level of detail sufficient for the Contracting Officer to determine that offered prices are reasonable.

The data submitted shall include, as a minimum, the following:

(a) A Completed Section B (The Schedule). The offeror is required to provide pricing for each contract line item number (CLIN) in Section B, a subtotal for each induction period/aircraft, and a calculated proposal total.

(b) Please ensure all of the proposed rates are calculated to two decimal places.

(c) The offeror shall describe any assumptions used to develop the proposed prices

Unrealistically low initial or revised submissions, possibly indicating the offeror’s failure to comprehend the contract requirements, may be grounds for elimination from further competition.

Note: The Government anticipates that pricing of this action will be based on adequate price competition; therefore, offerors are not required to submit with their offer, in support of the price, man-hours, material costs and any other recurring or non-recurring costs. If however, competition does not materialize, the Contracting Officer may require upon request “other than certified cost and pricing” deemed necessary to adequately evaluate the reasonableness of the price after receipt of proposals. Examples of “other than certified cost and pricing” include: competitive published lists, published market prices, similar quote and/or copies of actual vendor quotations received.

L.8 COMMUNICATIONS WITH OFFERORS

All reference documents for this solicitation are available on the FAA Contract Opportunities web site at http://faaco.faa.gov. Potential offerors are encouraged to subscribe for real-time e-mail notifications when information has been posted to the website for this solicitation. Specific attention is invited to AMS paragraph 3.2.2.3.1.2.2, Communications with Offerors. The FAA may communicate with one or more Offerors at any time during the SIR process. Communications with one offeror does not necessitate communications with other offerors, since communications may be offeror-specific. Information determined to have common application and not considered prejudicial to offerors will be communicated to all offerors.

L.9 PROPOSAL PREPARATION AND SUBMITTAL COSTS

This SIR is not to be construed as a contract or a commitment of any kind. The Government and/or the FAA shall not be liable for payment of, nor reimburse offerors or contractors for any and all costs incurred in the preparation and/or submittal of a proposal in response to this SIR or resultant task order.

All proposal preparation and submittal costs are at the risk of the offeror or contractor. Submitted Proposals will not be returned to the offeror. Proposal originals will be retained in the contract file.
