Introduction The Contractor must provide all necessary labor, materials, equipment, services, and facilities for the SIR Section C, Statement of Work (SOW), which stipulates the requirement to provide for the design, development, production, test, implementation and management of the MSBRS.
Type and Term of Contract The contract uses Firm Fixed Price (FFP), Time and Materials (T&M), Cost Plus Fixed Fee (CPFF), and Cost-Reimbursable Contract Line Item Numbers (CLINs).
The period of performance for this contract is 144 MONTHS from the date of contract award if all option periods are exercised. The base period will be 48 MONTHS from the date of contract award. There will be four (4) 24-month option periods as illustrated below:

The Government may, at any time during the term of this contract, exercise any or all options in accordance with the contract. All unexercised CLINs are optional.
Maximum Contract Price The estimated maximum ceiling price for the entire performance period of this contract is TBD.
CLIN NUMBERING STRUCTURE
The table below demonstrates the CLIN structure. The first digit in each CLIN series indicates the Option Period in which the CLIN may be ordered. The Base Period is denoted by 0XXX. Option Period 1 is denoted by 1XXX. Option Period 2 is denoted by 2XXX. Option Period 3 is denoted by 3XXX. Option Period 4 is denoted by 4XXX.

This section lists all CLINs for the supplies and services, which can be ordered under this contract for the contract period of performance including the base and all option periods. References are included with each CLIN to the requirement described in the SOW. Summary descriptions are also provided in Section B.

CLIN Descriptions CLIN Descriptions are as follows, see the specific references provided in the tables above for the location in the SOW of the complete descriptions of all requirements:
X001 Program Management: Products and services required for Contractor management, control and reporting for the planning and implementation of all program management functions for the entire program. This includes program management; configuration management, quality management, meetings, reviews, conferences and evaluations; subcontract management; cost, schedule, performance and risk management and reporting; commercial products management; data management; and Risk, Issue, Opportunity (RIO) management, phase-out & close-out activities.
X002 System Engineering & Design: Systems engineering design, System development, Software design, Software development, Hardware design, Hardware development, Contractor support for Functional Configuration Audit (FCA), and Physical Configuration Audit (PCA).
X003A-X003E First Article Systems: All labor, materials, and services required to deliver and install at designated sites a total of Five (5) First Article systems; Four (4) systems for DT and One (1) system for First Article training.
X003A First Article Systems - Contractor Facility for In-Plant DT: Delivery at Contractor Facility for In-Plant DT. The First Article In-Plant DT system must include the following components:
· MSBRS system (as defined by the Contractor’s proposed solution)
· Two (2) Maintenance Terminals
· Two (2) Air Traffic Terminals
· Two (2) Position Adjustable Range Reference Orientation Transponders (PARROT).
X003B First Article Systems - Beacon-only/Adjacent Sensor On-Site DT: Delivery and Implementation Activities for the Beacon-only/ Adjacent Sensor on-site DT at First Article site at the Tech Center. The First Article Beacon-only On-Site system must include the following components:
· MSBRS system (as defined by the Contractor’s proposed solution)
· Two (2) Maintenance Terminals
· Two (2) Air Traffic Terminals
· Two (2) Position Adjustable Range Reference Orientation Transponders (PARROT).
X003C First Article Systems - ASR-9 On-Site DT: Delivery and Implementation Activities for the ASR-9 on-site DT at First Article site at the Tech Center. The First Article ASR-9 On-Site system must include the following components:
· MSBRS system (as defined by the Contractor’s proposed solution)
· Two (2) Maintenance Terminals
· Two (2) Air Traffic Terminals

X003D First Article Systems - Common Air Route Surveillance Radar (CARSR) On-Site DT: Delivery and Implementation Activities for the CARSR on-site DT at First Article site at the Mike Monroney Aeronautical Center. The First Article CARSR On-Site system must include the following components:
· MSBRS system (as defined by the Contractor’s proposed solution)
· Two (2) Maintenance Terminals
· Two (2) Air Traffic Terminals
· Two (2) Position Adjustable Range Reference Orientation Transponders (PARROT).
X003E First Article Systems - Contractor Facility for Training: Delivery at Contractor Facility for First Article training. The First Article Contractor facility for Training system must include the following components:
· MSBRS system (as defined by the Contractor’s proposed solution)
· One (1) Maintenance Terminal
· One (1) Air Traffic Terminal
· One (1) Position Adjustable Range Reference Orientation Transponder (PARROT).

X004A-X004C All labor, materials, and services required to deliver and install at designated sites up to a total of Three (3) systems for designated Key Sites.
X004A First Article Systems - Key Site Systems: Delivery and Implementation Activities for the following key site:
· ASR-9/Mode S – Phoenix, AZ.
The First Article Key Sites system must include the following components:
· MSBRS system (as defined by the Contractor’s proposed solution)
· Two (2) Maintenance Terminals
· Two (2) Air Traffic Terminals
· Two (2) Position Adjustable Range Reference Orientation Transponders (PARROT).
X004B First Article Systems - Key Site Systems: Delivery and Implementation Activities for the following key site:

X004C First Article Systems - Key Site Systems: Delivery and Implementation Activities for the following key site:

· Two (2) Air Traffic Terminals

X005A Support System Technical Data - Depot: All labor, materials, services, hardware, software, tools, documentation, test equipment to stand up the FAA Depot capability, including the provision of depot test procedures, tools and test equipment. This does not include MSBRS equipment. The system will be purchased under CLIN X006.
X005B Support System Technical Data - Program Support Facility (PSF): All labor, materials, services, hardware, software, tools, documentation, test equipment to stand up the FAA Program Support Facility (PSF), including the provision of manuals, tools, and test equipment. This does not include MSBRS equipment. The system will be purchased under CLIN X006.
X006 Production Systems: Production MSBRS systems, including any production testing at the factory, with any one of the specified configurations as required by site, including support & test equipment, site level spares, technical manuals and consumables and shipping to designated site.
The Production Systems must include the following components:
· MSBRS system (as defined by the Contractor’s proposed solution)
· One (1) Maintenance Terminal
· One (1) Air Traffic Terminal
· Two (2) Position Adjustable Range Reference Orientation Transponders (PARROT).
X007 Site Implementation/ Activation Services: All labor, materials, and services required for: conduct of Implementation and Activation services, including, but not limited to: Site Preparation; Site Surveys and development of the Site Engineering Report (SER); developing planning CDRLs associated with Implementation; Site Preparation activities; Installation, Checkout, and Optimization activities; conducting Site Acceptance Tests (SAT); conducting Contract Acceptance Inspections (CAI); and delivering Acceptance Data Packages (ADP).
X008 Test & Evaluation: All labor, materials, and services associated with development of test CDRLs and execution of test related activities identified in the Test and Evaluation section of the SOW. FAA Test Team Familiarization training is covered under CLIN 013E.
X009 Engineering Services: All labor, materials, and services required to support Government-defined engineering requirements incidental to any other CLIN. This includes First Article OT support.
X010 Interim Contractor Depot Level Support (ICDLS): All labor and services required to support ICDLS for all implemented systems, until transition of support to FAA personnel.
X011 Integrated Logistics Support Data: All labor, materials, and services required to develop data and documentation for system support.
X012A – 00012E Training Development: All labor, materials, and services required to support training development for FAA Field Maintenance, FAA Second Level Engineering Support, FAA Depot Level Support, FAA Air Traffic Control, and FAA Test Team Personnel.
X012A Training Development for FAA Field Maintenance Personnel: All labor, materials, and services required to support training development for Maintenance personnel.
X012B Training Development for FAA Second Level Personnel: All labor, materials, and services required to support training development for FAA Second Level Engineering personnel.
X012C Training Development for FAA Depot Level Personnel: All labor, materials, and services required to support training development for Depot Level personnel.
X012D Training Development for FAA Air Traffic Control (ATC) Personnel: All labor, materials, and services required to support training development for Air Traffic personnel.
X012E Familiarization Training Development for FAA Test Team Personnel: All labor, materials, and services required to support training development for FAA Test Team personnel.
X013A-X013E Course Conduct: All labor, materials, and services required for course conduct for FAA Field Maintenance, FAA Second Level Engineering Support, FAA Air Traffic Control, FAA Test Team Personnel and FAA Depot Level Support, The Contractor must provide Training Facilities in accordance with Section C.
X013A Course Conduct for FAA Field Maintenance Personnel: All labor, materials, and services required for course conduct. The Contractor must provide Training Facilities in accordance with Section C.
X013B Course Conduct for FAA Second Level Engineering Personnel: All labor, materials, and services required for course conduct. The Contractor must provide Training Facilities in accordance with Section C.
X013C Course Conduct for FAA Depot Level Personnel: All labor, materials, and services required for course conduct. The Contractor must provide Training Facilities in accordance with Section C.
X013D Course Conduct for FAA Air Traffic Control (ATC) Personnel: All labor, materials, and services required for course conduct. The Contractor must provide Training Facilities in accordance with Section C.
X013E Familiarization Course Conduct for FAA Test Team Personnel: All labor, materials, and services required for course conduct. The Contractor must provide Training Facilities in accordance with Section C.
X014A FAA Depot Spares:
All labor, materials, and services required for procurement and delivery of FAA depot level spares necessary for depot operations in support of implemented MSBRS systems, to include LRUs, sub-LRUs, piece parts, and consumables. Offerors are instructed to develop and submit an itemized list of anticipated spare parts required for depot support and a FFP for each item listed therein in accordance with Section C. The specific parts to be ordered and quantity of each will be determined after the Provisioning Conference and during development of the Depot Support Transition Plan.
X014B Additional LRUs for Site Level Spares:
Upon exercise of this Option, effort must include all labor, materials and services required for additional LRUs for site level spares. The Government reserves the right to order individual LRUs which form a part of the MSBRS. Offerors are instructed to develop and submit an itemized list of MSBRS LRUs and a FFP price for each item listed therein in accordance with Section C. Additional LRUs may be ordered for each production system to supplement resources available for site level maintenance. Specific LRUs to be ordered and quantity of each is TBD.
X015 Information System Security Services: Upon exercise of this Option, all labor, materials, and services required for on-going/annual systems security assessments including vulnerability assessments, risk and requirements analysis, documentation updates, and resolution to system vulnerabilities or additional security requirements.
X0016A-X016E Other Direct Costs (ODCs): All ODCs required in support of travel for First Article Systems, Key Site Systems, Production Systems, Program Management, and Testing; and Travel and Material for Equipment Removal & Disposition. The Government must reimburse the Contractor for travel and per diem costs incurred only in the performance of this contract. Reimbursement will be at cost only and in accordance with Government Travel Regulations (GTRs).
X016A Travel -First Article & Key Site Systems: Travel costs in support of delivery and installation at the site.
X016B Travel -Production Systems: Travel costs in support of delivery and installation at the site.
X016C Travel – Program Management (CLIN X001 TIMs, PMRs, etc.): Travel required in support of TIMs, PMRs during the contract period of performance.
X016D Travel – Testing: Travel required in support of Test & Evaluation activities under CLIN 0008.
X016E Travel/Material - Equipment Removal & Disposition: Upon exercise of this Option, effort must include all ODCs, material, and services required to disassemble, remove, package, ship and/or dispose of legacy equipment replaced by MSBRS in support of CLIN X018 Equipment Removal & Disposition.
X017 First Article Unit Refurbishment: Upon exercise of this Option, effort must include all labor, materials, and services required to: remove systems from previously installed location; refurbish as necessary to maintain contracted warranty and delivery; conduct and document the results of the PAT.
X018 Equipment Removal & Disposition: Upon exercise of this Option, effort must include all labor, materials, and services required to disassemble, remove, package, ship and/or dispose of legacy equipment replaced by MSBRS.
X019A Additional Maintenance Terminal: The Option for the purchasing of Additional Maintenance Terminals and installation them at sites. This CLIN may be exercised multiple times during the contract, up to the maximum order quantity specified.
X019B Additional Air Traffic Terminal: The Option for the purchasing of Additional Air Traffic Terminals and installation them at sites. This CLIN may be exercised multiple times during the contract, up to the maximum order quantity specified.
X020 MSBRS Antenna: The Government, upon exercise of this Option, will define the quantity of MSBRS antennas to be delivered under this contract. All labor, materials and services required to qualify the Form Fit Function replacement secondary antenna.
