CLAUSES AND PROVISIONS INCORPORATED BY FULL TEXT
This Screening Information Request, Request for Offer (RFO), or contract, as applicable, incorporates the provisions or clauses listed below in full text.
3.2.2.8-2 Variation in Quantity (April 1996)
(a) A variation in the quantity of any contract item will not be accepted unless the variation has been caused by conditions of loading, shipping, or packing or allowances in manufacturing processes, and then only to the extent, if any, specified in paragraph (b) below.
(b) The permissible variation shall be limited to: a 10 % increase.
3.11-34 F.O.B. Destination (April 1999)
(a) The term "f.o.b. destination," as used in this clause, means--
(1) Free of expense to the Government, on board the carrier's conveyance, at a specified delivery point where the consignee's facility (plant, warehouse, store, lot, or other location to which shipment can be made) is located; and
(2) Supplies shall be delivered to the destination consignee's wharf (if destination is a port city and supplies are for export), warehouse unloading platform, or receiving dock, at the expense of the Contractor. The Government shall not be liable for any delivery, storage, demurrage, accessorial, or other charges involved before the actual delivery (or "constructive placement" as defined in carrier tariffs) of the supplies to the destination, unless such charges are caused by an act or order of the Government acting in its contractual capacity. If rail carrier is used, supplies shall be delivered to the specified unloading platform of the consignee. If motor carrier (including "piggyback") is used, supplies shall be delivered to truck tailgate at the unloading platform of the consignee, except when the supplies delivered meet the requirements of Item 568 of the National Motor Freight Classification for "heavy or bulky freight." When supplies meeting the requirements of the referenced Item 568 are delivered, unloading (including movement to the tailgate) shall be performed by the consignee, with assistance from the truck driver, if requested. If the Contractor uses rail carrier or freight forwarded for less than carload shipments, the Contractor shall ensure that the carrier will furnish tailgate delivery, when required if transfer to truck is required to complete delivery to consignee.
(b) The Contractor shall--
(1) (i) Pack and mark the shipment to comply with contract specifications; or
(ii) In the absence of specifications, prepare the shipment in conformance with carrier requirements;
(2) Prepare and distribute commercial bills of lading;
(3) Deliver the shipment in good order and condition to the point of delivery specified in the contract;
(4) Be responsible for any loss of and/or damage to the goods occurring before receipt of the shipment by the consignee at the delivery point specified in the contract;
(5) Furnish a delivery schedule and designate the mode of delivering carrier; and
(6) Pay and bear all charges to the specified point of delivery.
F.O.B destination will apply to all CLINs.
TERM OF CONTRACT
Periods of Performance for this contract and its options are listed in Section B.2. The period of performance of individual Delivery Orders/Task Orders will be specified in each order.
PLACE OF DELIVERY FOR CONTRACT ADMINISTRATION DOCUMENTATION
All deliverable reports, associated delivery order documentation, or related correspondence being shipped to the FAA Contracting Officer, including copies of all correspondence transmitting required documentation to the Technical Officer, shall be addressed as follows:

The contractor shall reference the CDRL number and any correspondence, information, label and/or title on deliverable packages.
Delivery Schedules
The contractor shall deliver supplies and perform services in accordance with the following schedules, the destinations identified in Appendix A, and the milestones delineated in Section G.8.
Delivery Schedules for CLINs The following tables contain the delivery periods for the Contract Line Item Numbers (CLINs) described in Section B for the Base Period of 4 years and the ensuing four 24-month options. In the below tables, CLINs are listed in order for each contract period: Base Period and 4 Option Periods.
The Effective Ordering Period for all Time and Materials (T&M) services is the Date of Contract Award through 144 Calendar Months after Contract Award. The Period of Performance (POP) commences at Date of Award (DOA). When possible, delivery dates are expressed as DOA plus a defined number of days (DOA + # DAYS).
Delivery Orders / Task Orders will stipulate the specific delivery dates and/or Periods of Performance and quantities for the CLINs contained in each order.
Note the following terminology within the POP Start Date and POP End Date columns:
