Amendment 000006 RFP No: 693JK418R900001, STB Case Management System
Response to the Questions
Question 1: Can we have an extension? Say 10 days?
Government Response: The proposal due date shall not be extended.
Question 2: Please confirm that Offerors are to price labor services within the specific labor category CLINs, and then invoice on a monthly basis based on fixed labor hour rates. A deliverable-based CLIN summary can be provided, however, pricing labor services under both a deliverable CLIN as well as a labor category CLIN would duplicate the cost of that labor. In addition, labor services priced under deliverable-based CLINs might indicate a contract type other than one which is based on a fixed labor hour rate. For example, if an Application Developer is responsible for Data Migration (CLIN 10003), and this is priced in both the labor category CLIN (to be “billed on a monthly basis”) and the Data Migration CLIN (to be “paid based on the task accomplished”), there will be duplication in the quote and in invoicing.
Government Response: Offerors are to price labor services within the specific SLINs. The labor categories are under the Sub line item numbers (SLINs) within the Contract Line Item Numbers (CLINS) for the Base Year and all Four (4) option years. The total cost for all labor categories and CLINs shall match the total cost for Deliverables/Payment Schedule in Section B.2. Moreover, the CLINS are based on fixed labor hour rates while the payment schedule is based on the percentage (%) for each deliverable. There should be no duplication in the quote or the invoicing.
Question 3: Our clarification is around if we are to list MORE THAN the minimum 3 past performances “no less than three” for relevancy to the effort, will a Past Performance Questionnaire be required for EVERY past performance OVER the three provided?
Also – May we assume that 3 past performance questionnaires will be required along with the 3 past performance references requested to be described? The language in the RFP was not clear on the correspondence between how many questionnaires were needed and if they needed to match specifically to the list of Past Performance references.
Government Response: A minimum of three past performance questionnaires are required. Completed questionnaires must be submitted by current (within the last five years) customers involving similar or related services. Questionnaires from commercial and/or Government customers are acceptable. (See attachment G, Past Performance Questionnaire).
