Synopsis for Solicitation 693JJ920R000003 “Technical Support Services for NHTSA Traffic Records Program”
Introduction
The National Highway Traffic Safety Administration’s (NHTSA) mission is to save lives, prevent injuries and reduce economic costs due to road traffic crashes. The agency develops, promotes, and implements effective educational, engineering, research, safety standards and enforcement programs with the goal of ending vehicle crash tragedies and reducing economic costs associated with vehicle use and highway travel.
The NHTSA National Driver Register and Traffic Records Division (NSA 221) provides technical assistance to States’ Traffic Records Systems, which includes the hardware, software, personnel, and procedures that capture, store, transmit, analyze, and interpret traffic safety data. Traffic records system collect, manage and analyze data from several sources. While crash, data is central to traffic safety, other important data sources includes the driver licensing and history, vehicle registration and titling along with commercial motor vehicle, roadway, injury control, and citation/adjudication records. Traffic records systems are usually collaborative efforts spread across many agencies and organizations.
NHTSA supports the development of State traffic records systems by providing technical assistance to States through the crash data improvement program and Go Teams, assessing States’ traffic records systems, maintaining the Model Minimum Uniform Crash Criteria (MMUCCC) guidelines and helping States to adopt this standard by measuring their alignment to MMUCC, and supporting the annual International Traffic Records Forum.
Synopsis
This synopsis, in accordance with FAR 5.203(a), issues a 15-day public notification prior to the issuance of a solicitation 693JJ920R000003. NHTSA intends to issue a solicitation for a Full and Open Competition in support of the Technical Support Services for NHTSA Traffic Records Program.
Contract Type and Period of Performance
NHTSA intends to issue one Indefinite Delivery, Indefinite Quantity (IDIQ) contract, whereby Cost Plus Fixed Fee (CPFF), Time and Materials and Firm Fixed Price (FFP) Task Orders shall be issued in accordance with FAR 16.5.
The applicable NAICS code and size standard for this acquisition are as follows:
541519 (Other computer Related Services) and not greater than $27.5M
The anticipated period of performance is one (1) base year and (4) four option years to be exercised at the government’s discretion. The maximum total period of performance will be for five (5) consecutive years if all options are exercised.
Scope of Work
The objectives of this acquisition are to:
1. Assess state traffic records systems.
1. Provide technical assistance to state traffic records programs.
1. Facilitate training for managers and staff of State traffic records systems.
1. Provide user support for NHTSA’s Traffic Records Improvement Program Reporting System (TRIPRS) portal that States use to participate in a traffic records assessment, the crash data improvement program and the pedestrian and bicycle safety assessment.
Offerors may be required to have an approved accounting system to be eligible for award of Cost Type contract.
Note: Contractors must be registered in the System for Award Management (SAM) database located at www.sam.gov in order to receive an award in response to the solicitation.
THIS NOTICE OF INTENT IS NOT A REQUEST FOR PROPOSAL. This notice is for informational purposes only and is not to be construed as a commitment by the Government.
The solicitation will be released electronically via this Government Point of Entry (GPE) otherwise known as Federal Business Opportunities or www.beta.SAM.gov. As such, no written, telephonic or other type of request for an advance copy of the solicitation will be entertained. Potential offerors/vendors are encouraged to register on www.beta.SAM.gov to receive any further information in reference to the subject action inclusive of any announcements, and/or amendments to the solicitation after its release.
The solicitation will be issued on or about January 20, 2020. The anticipated award date is May 22, 2020.
