SECTION C – DESCRIPTION/SPECIFICATIONS/STATEMENT OF WORK
C.1 BACKGROUND
United States Department of Transportation (USDOT) has sponsored the development of
Intelligent Transportation Systems (ITS) standards to promote the deployment of interoperable systems since 1994. Part of the standards development process has included standardized test procedures. This is necessary to achieve consistency in verifying conformance to ITS standards and off-the-shelf interoperability. The National Transportation Communication for ITS Protocol
(NTCIP) industry has not been able to provide verification consistency, and it has become necessary for the USDOT to promote standardized test procedures. Standardized test procedures have already been developed and verified for several NTCIP standards (e.g. NTCIP 1203 v3 and
NTCIP 1204 v3). Standardized test procedures provide a baseline for local agencies and vendors to determine if a product or system is conformant to the standard; it also provides a benchmark for confirming off-the-shelf interoperability.
With this project, USDOT continues to develop standardized test procedures to meet the needs of the industry and have identified more ITS standards for this purpose. Specifically, for this project, two standards have been identified as ready for standardized test procedures. At present, the NTCIP 1202 v2 (Actuated Signal Controller) standard is widely deployed but not implemented consistently, and off-the-shelf interoperability has not been achieved. In addition, a new version of NTCIP 1202 v3 is expected to be released in September 30, 2018. For the purposes of this project, testing can be developed using the Standards Development
Organizations (SDO) ballot version. The NTCIP 1209 v2 (Transportation Sensor Systems) standard has been completed, but local agencies have not consistently implemented it due to the lack of standardized test procedures. Testing tools do exist in the market place for the above devices. However, there are no standardized test procedures to support consistent testing results and to encourage off-the-shelf interoperability. Until deployments can be implemented consistently (and verified for conformance), off-the-shelf interoperability will not occur. Off-the-shelf interoperability is also required for Vehicle-to-Infrastructure (V2I) application implementations supported by these two standards.
This Statement of Work (SOW) covers development of test cases/procedures and verification of those test procedures for NTCIP 1202 v3 and NTCIP 1209 v2. The development of verification of test cases/procedures is organized in multiple project parts (each part is designated as Part [n] where [n] designates the project part number to be executed). Each part includes a set of requirements from the mentioned standards until all requirements have been addressed. Priority will be given to the NTCIP 1202 v3 standard first. The NTCIP 1209 v2 standard will be addressed once all requirements in the NTCIP 1202 v3 standard have been completed. It is
USDOT’s intent to submit the completed test cases/procedures to the Standards Development
Organizations (SDOs) so they can be added to their respective standards. The requirements will be grouped and prioritized in a cooperative effort between the local agency partner and USDOT.
Each part will be individually proposed based on the requirements assigned to that Part. Since there is a risk that not all assigned requirements will be addressed with test cases/procedures and verified, each Part will need to be proposed prior to the start of a new Part.
C.2 OBJECTIVE
The objectives of this contract are to promote the development and verification of standardized test procedures to meet the needs of the industry, as well as assess and validate the NTCIP
Standards requirements and identify any gaps that need to be presented to the SDO’s for consideration.
C.3 SCOPE OF WORK
The scope of this contract covers development of test cases/procedures and verification of those test procedures for both standard (NTCIP 1202 v3 and NTCIP 1209 v2). This contract will be established for three (3) parts (phases), with the options of USDOT to extend up to two (2) additional Parts. Each Part will need to meet the objectives and requirements described below.
The focus for each Part will be based on the assigned requirements (mutually agreed to by the
Contractor and USDOT). The number of requirements completed in a Part is dependent upon the funding available for that Part.
The Contractor shall build the test cases/procedures and test devices. The test cases/procedures will be developed and tested in phases consistent with available funding for each Part. USDOT will use the ITS Standards Deployment Support contractor to work with the Contractor to develop the Protocol Requirements List (PRL), prioritize the requirements into parts, and support the technical oversight. The Contractor shall manage the development and testing efforts, conduct the testing in their own facility, provide feedback, and be responsible for generating the test documentation indicated below. USDOT will provide independent Verification and
Validation (IV & V) via its existing ITS Standards Deployment Support task order (as described in USDOTs role for Task 1 in Table 1 below).
Although the test environment will require necessary NTCIP protocols, the protocol standards used are not the subject of this contract for development of test cases/procedures and verification.
The Contractor shall, at a minimum, perform the following:
a. Participate in a kick-off meeting with USDOT, and its representatives, to ensure that all parties have a clear understanding of the requirements of this SOW and what
USDOT’s expectations are.
b. Identify a set of prioritized needs and requirements as the focus of this Part. Selection of prioritized needs and requirements shall be made from the NTCIP 1202 v3 (or
NTCIP 1209 v2 if NTCIP 1202 v3 is not completed) that match the Contractor’s identified needs and requirements for that standard. This set will be known herein as the Contractor NTCIP 1202 v3 (or NTCIP 1209 v2) Needs and Requirements
Specification for Part [n] (where [n] designates the Part number to be executed). The draft prioritized needs and requirements for the respective Part will be presented at the kick-off meeting by the Contractor. Any lower priority needs and requirements that are not satisfied during the execution of this Part will be reconsidered for a future
Part. Extensions to the standard, that may exist in the Contractor’s system or in vendors equipment, may be identified but no test cases/procedures will be developed, nor will verification be conducted on the extensions.
c. Develop an Overall Project Schedule to reflect the test case/procedures, testing and modification, and retesting activities based on the prioritized needs and requirements identified in the Contractor NTCIP 1202 v3 Needs and Requirements Specification for Part [n]. The draft project schedule shall be presented for discussion at the kick-off meeting.
d. Provide, or acquire, the resources to develop the test cases/procedures and to conduct the verification at the Contractor site. Verification will be conducted in two (2) stages. The First Stage will be an initial test of accepted vendor equipment that claims to be conformant to the prioritized needs and requirements from the selected standard for this Part. A period will be provided for equipment vendors to modify their equipment based on the output from the First Stage. The Second Stage will be a final test of the vendor equipment that claims to be conformant to the prioritized needs and requirements from the selected standard for this Part. Test reports shall be provided to individual vendors and USDOT after the First Stage and after the Second Stage.
All test cases/procedures shall be developed using USDOTs Test Procedure
Generator (TPG).
e. Acquire or arrange for donations/loans of vendor equipment that meet the specific needs and requirements for this Part. If determined to be necessary, modify the
Contractor’s central software to be conformant with the specific needs and requirements for this Part. Modifications may be needed prior to the start of the first stage of vendor verification and between the first and second stage of vendor verification. When the Contractor is satisfied that the required modifications have been made to the vendor equipment (and central software if necessary) and the system is operating properly, provide notice to USDOT that the Contractor is ready to continue testing for the second stage.
f. Verifications (first and second stages of vendor equipment verification) shall be performed by the Contractor with support from the testing contractor and the equipment manufacturer. The testing Contractor is at the verification activities to participate in the testing, ensure the test plan is correctly followed, to verify test equipment is functioning correctly (includes test cases/procedures), and to acknowledge any anomalies found in the test equipment and test cases/procedures.
The equipment manufacturer(s) are present at the verification activities (one for each vendor), to help make sure their equipment is communicating correctly for the test setup, to verify equipment is functioning correctly, and to acknowledge any anomalies found in their equipment.
g. Deliver test reports after each stage of testing to each vendor and to USDOT describing what was tested and any anomalies found. These test reports shall be used to modify their equipment to be conformant, and in the case of the testing Contractor to modify the test cases/procedures to correct for any anomalies.
h. Prepare a final paper for NTCIP 1202 v3 testing describing the process used and the benefits of using the standardized test procedures. Deliver the final paper to USDOT for review and comments. Make corrections as needed to the final paper, based on
USDOT comments. Participate in the development of outreach materials
(professional paper and presentation) for use at a to-be-determined conference.
