Replacement of Miners River Bridge Solicitation: 693C73-24-B-000006
The purpose of this Amendment is to:
1) Provide a summary of responses to questions/clarifications asked by potential bidders.
The Bid Opening date of Tuesday February 20, 2024, at 2:00 p.m. EST remains unchanged.
Questions / Clarifications
The following questions and issues were submitted via email. The Government response or clarification is provided.
1. On previous bridge projects we have worked on for the Hiawatha National Forest, “in stream work” according to the FWS can only occur between 5/15 and 9/15, due to concerns of water levels.
Additionally, the Categorical Exclusion Form noted that work is to be performed between Sept. 2024 and April 2025, many of the months being during heavy snowfall and access to the site being very limited due to road closures. Often times in these remote locations, roads are also not plowed, and soil conditions do not allow for adequate working conditions. Can the construction period of performance be adjusted to only allow work during the 5/15 – 9/15 period?
Response: The period of September 2024 to April 2025 in the categorical exclusion is a tentative duration for the overall construction project. In accordance with Subsection 108.01, construction activities may begin August 15, 2024. The contract provided 350 calendar days to complete the work. See Subsection 156.04 of Special Contract Requirements for road closure restrictions.
2. Shall the traffic control sign locations be determined by the prime contractor or does the Department of Transportation have an MUTCD plan already in place?
Response: See Plan sheets N01, N02 and S15 for traffic control sign locations. The contractor stakes the locations of the signs in the field. Final location and spacing of signs may be changed to fit field conditions as approved by the CO.
3. If an endangered species does come in close contact to the job site, or breeding does occur which may impact further construction efforts, shall the prime contractor demobilize from the site until the site is clear of the species? If so, will costs and efforts of demobilization and remobilization be reimbursed to the prime contractor?
Response: Section 7 consultation indicated that there are no critical habitats for threatened or endangered species within the project area. The Categorical Exclusion Form indicates that there are no expected impacts to endangered or threatened species. If an endangered species is observed on site notify the CO. Do not demobilize without written directive from the CO. Every effort will be made to continue work on the project in compliance with applicable regulations. If
Amendment 0001 the Government orders a stop work order for endangered species, impacts to time may be evaluated under Subsection 108.03 and costs may be evaluated under Subsection 109.06.
4. Section 9A of the ADV Bidders Qualification form requires the prime contractor to provide information of all active contracts the prime contractor holds. Many general contractors currently hold up to 25 or more contracts at a time. Can this requirement be limited to only “active bridge contracts” or 5 active contracts that are similar in scope, as this requirement seems very extensive and beyond what may be required to deem a contractor fit for award.
Response: Contractors are to provide the detailed information as requested on the form for as many active contracts deemed necessary, as long as the listed projects are similar in size and scope to the project being advertised.
5. Does the VETS4212 reporting form attached with the solicitation still need to be filled out if the prime contract already reported for the 2023 cycle? Sinc the filing period is only from 8/1 through 9/30, are we to assume this does NOT need to be included in the proposal package.
Response: Contractors are to include with their bid submission a copy of their most current completed Form VETS-4212 that is on file with the Veteran’s Employment and Training Service Center at the Department of Labor National Contact Center.
6. The supplemental spec states under 108.01C that the project may undergo a winter shutdown from 11/1/24 through 4/30/25, which is immediately within the contractual period the government is suggesting. If a winter shutdown does occur, will a no cost time extension be added to the contract?
Response: No time extension will be provided for a winter shutdown from 11/1/24 to 4/30/25.
The current contract duration of 350 calendar days already accounts for this winter shutdown.
7. Per the supplemental specifications, a field office trailer is required for the project. Please advise if this is applicable.
Response: The contract includes pay item 63701-0000 Field Office. See Section 637. Locate the Government field office within 15 miles of the project site and where high-speed Internet service is available. The field office may be a mobile field office or a rental office space. Obtain approval from the CO before delivery of a mobile field office or any rental agreements are signed.
