Questions/Clarifications
Questions/Clarifications
Bidders can send written questions or inquiries for clarification to: eflhd.contracts@dot.gov.
Questions can be submitted at any time, however questions submitted within 10 days of the proposal due date may not be answered in time for the bidder to properly incorporate the responses into their bid.
Question 1: Plan sheet B02 specifies Type V geogrid. Page 10/42 of the Geotechnical report specifies Type IV geogrid. Please clarify if type IV or Type V geogrid is required?
Response: The geogrid that is specified on the plans. Type V.
Question 2: Plan sheet D03 shows 140 LF of Geogrid reinforced wall with vertical banks at STA 100+60 of 24’ and 20’ at STA 102+00. There are also vertical steps along the length of the wall. The side slope will need to be laid back to provide access to the bottom for placement of stone and to comply with OSHA regulations. Please clarify if this over excavation will be measured for payment.
Response: There are different means and methods options to access the area that are determined by the Contractor. All work is to be performed in a safe and secure manner.
Over excavation should not be measured for payment.
Question 3: Please clarify the required backfill material for this over excavation and if this material will be measured for payment.
Response: Backfill with material complying with Unclassified Borrow specified in 704.06. If contractor uses over excavation for backfill, must comply with specs in 704.06. Backfill material according to Subsections 204.09 and 204.11. Additionally, if the contractor’s means and methods are to use over excavation to access the area, the over excavation requires backfill and compaction operations which is an incidental item to their chosen path forward and is not a separate pay item for either removal or reinstallation.
Question 4: Please clarify if the 18” granular backfill and separation stabilization fabric will be required in the over excavation area and if it will be measured for payment.
Response: The 18” is only behind the RSS as shown on the typical.

Questions/Clarifications
Question 5: Plan Sheet M05 provides approximate 2:1 slopes for access to the bottom of the excavation. Can the limits of disturbance at the access point from the existing parkway road be increased such that the access from the road surface to bottom of excavation can be flattened to allow access for trucks/compaction equipment?
Response: No. The limits of disturbance are within the approved limits. If additional limits of disturbance are required, Contractor is responsible of seeking all necessary permits and approvals by VDEQ.
