The purpose of this Amendment is to:

1) Provide a summary of responses to questions/clarifications asked by potential bidders.

2) Provide revision to plan sheets.

3) Provide government furnished information soil boring logs.

4) Provide government furnished information NEPA document.

5) Bid Opening date of November 2, 2021 at 2:00 p.m. EST remains unchanged.

Questions / Clarifications

The following questions and issues were submitted to EFLHD at eflhd.conracts@dot.gov. The Government response or clarification is provided. The Government’s direct response to the sender may also have been updated below for better clarity.

1. For Schedule B, what is the anticipated/assumed bond capacity of the rock bolts? Can a smaller drill hole diameter that is typical for #8 rock bolts (3 to 3.5” diameter drill hole) be utilized if pullout capacity can be confirmed with field verification or proof tests?

Response: We recommend that a minimum of 16 kips which is approximately 20 percent of the anchor design strength be post-tensioned and locked in. Anchors should have a design load of 80 kips. Refer to Section 260 of FP for the construction and submittals requirements for the Rock Bolts.

2. Is there geotechnical information available for Site C? If not, what information was used to determine estimated bedrock?

Response: Geotech soil borings will be provided as part of amendment.

3. Are there existing Geotech reports available for the 3 work area’s encompassing the project locations? Site observations by our engineer who has completed work along the Parkway raised the concerns of the potential presence of bedrock.

Response: Schedule A: See answers to previous questions. The borings were done in the vicinity of the landslide. Bidder must understand the borings attached might not represent the entire site condition and therefore must exercise caution when using the information presented in the boring logs.

Response: Schedule B: No Geotech exploration was done.

Response: Schedule C: Geotech exploration for MP 323.25 were done in 2004.

4. Does the government plan to conduct such investigations? Bedrock could significantly impact the budget and period of performance for this project. Would it be prudent for the Govt. to consider such conditions existing given cursory observations? Furthermore, an allowance for a pre-defined quantity of such excavation could be considered since such excavation would clearly be expensive and time consuming.

Response: See answers to previous questions. The presences of bedrock that might require excavation is unlikely based on the boring logs.

5. Are 3rd party inspections required for the installation of rock bolts, anchor’s, etc.?

Response: Refer to Section 256 and 260 of the FP for Anchor and Rock Bolt installation and testing requirement.

6. Are the cross sections on Drawing pages T01-T26 estimated, or, actual?

Response: Cross section were developed from survey obtain at the site.

7. Is there a Phase I Environmental report addressing items, such as protected flora and fauna, species?

Response: NEPA Categorical Exclusion document will be included as part of the amendment.

8. Where will be the designated site for mobile office, latrine, staging/lay-down areas for each location? Since the entire road will be closed for Schedule A and B, can we use any of the road surface for material or equipment staging?

Response: Refer to Subsection 157.07(d) of the Special Contract Requirement for staging location.

9. What about unstable soils? Should allowances be considered for a predefined quantity?

Response: Refer to Subsection 2014.16(a) of the FP-14 for Roadway excavation.

Schedule B

10. Plan view shows 1548 SQYD of mesh but “Schedule” quantity table says 2200 SQYD, which is correct?

Response: The correct quantity for Anchored Wired Mesh System is the rounded total shown on Plan Sheet C05 of 2200 SQYD.

11. For the #8 all-thread bar, may a diameter of 3” be utilized that is more standard for rock bolt installation? Is there a reason for the 5.5” diameter drillhole? Is there a specified pullout capacity? The pullout capacity at 3” diameter can be confirmed with field testing as needed. A diameter greater than 5” is hard to achieve in rock and puts a great amount of torque and stress on equipment which often leads to much higher instances of rock fracture/breakage and also equipment damage.

Schedule C

12. Are there as-builts available from Schedule 3/location #3 at MM 323.25 from the original slope repair/stabilization? Is there any geotechnical information or previous drill logs from the existing anchors available for the site? How was the depth to bedrock determined?

Response: See answers to previous questions

13. Could the existing anchors and anchor blocks be left in place? Although they have shifted and moved over the years, it’s possible they’re contributing to the overall slide stability, removal could further release the slide. Has this been considered/investigated?

The import of 775 CUYD unclassified borrow could bury the anchor blocks.

Response: We believe that several anchor blocks are not functioning as intended.

Several of the blocks don’t have contact with the ground; however, the bidders must do their due diligence and perform necessary analysis to confirm stability during construction.

14. How does the government plan to mobilize the equipment at MM 323.25? Mobilizing equipment within the limits of the disturbance doesn’t seem practicable. However, there is an old overgrown logging road/trail (east of the slide), that is outside of the slide area and was possibly used during the original repairs that is adjacent to, just above and outside the “limits of disturbance”. Would it be possible to utilize that trail?

Response: Refer to Section 151 of the FP for Mobilization.

Project Name: Repair of 3 Slopes at Milepost (MP) 276.8, MP

277.1 and MP 323.25

Project Description This project includes the permanent repair and stabilization for the following failed slopes; fill slope at MP 276.8, cut slope at MP 277.1 and cut slope at MP 323.25.

Repair of the fill slope at MP 276.8 will be the base schedule for the project. The slope failure is approximately 125 ft long. The failure has been active for several years, and several interim repairs have been made to the site in the past. Within the past 6-8 years, the cracks and dips have resulted in road closures due to safety concerns. While the interim asphalt patches installed have allowed the road to be re-opened, the cracks and dips have returned. FHWA geotechnical engineers have assessed the site and observed that the site continues to show movement and instability. Specific work under this project may include one or more of the following (to be determined by a geotechnical analysis and value analysis): • mechanically stabilized earth wall or slope • soil nails • other stabilization measures as appropriate.

For MP 277.1, slope failures in early 2017 and again in 2018 led to Parkway closures. After each failure, rock scaling and debris cleanup emergency work allowed the Parkway to be reopened and temporarily mitigated the risk of additional failures in the short-term. The intent of this project is to mitigate the risk of additional slope failures in the long-term. Specific work under this project may include one or more of the following (to be determined by a geotechnical analysis and value analysis): • rock bolts • slope netting • catchment ditch • other stabilization measures as appropriate. The length of slope to be assessed for repair is approximately up to 225 ft.

For MP 323.25, slope failure is approximately 100 ft long and 50 ft high. An initial failure occurred in 2004 after an intense rainfall and was repaired with an anchor block stabilization system. In 2018, after a 5 inch rainfall, soil and rock slid into the motor road, resulting in a full Parkway closure in this area. Upon investigation by FHWA, it was determined that the previous slope stabilization measures had failed and the slide had reactivated. The project may include one or more of the following (to be determined by a geotechnical analysis and value analysis): • mass grading-removal of material • soil nails and slope netting • recondition/reusing the existing stability system • Other stabilization and/or slide impact mitigation measures, as appropriate.

Environmental Commitments and Mitigation Measures Trees to be removed shall be cut outside of time of year restrictions, between September 30 and April 15 Please ensure that the project includes revegetating the disturbed areas of the APE so that the stablilization measures (incl. soil nail wall) are not as visible from the Parkway road.

Please also preserve any potentially historic small scale features within the APE, including curbing, headwalls/tailwalls, and wooden or stone guard rails.

If previously unknown archeological resources are discovered during construction, all work in the immediate vicinity (600 feet) of the discovery shall be halted until the resources are identified and documented and an appropriate mitigation strategy developed, if necessary, in accordance with pertinent laws and regulations, including the stipulations of the 2008 Programmatic Agreement Among the National Park Service (U.S. Department of the Interior), the Advisory Council on Historic Preservation, and the National Conference of State Historic Preservation Officers.

All workers will be informed of the criminal penalties for illegally collecting artifacts or intentionally damaging any archeological or historic property. Workers will also be informed of the correct procedures should previously unknown resources be uncovered during construction activities. Data recovery excavations will be carried out under NPS guidance to mitigate adverse affects as outlined in the section on environmental consequences.

Please ensure that the project includes revegetating the disturbed areas of the APE so that the stabilization measures (incl. soil nail wall) are not as visible from the Parkway road.

Please also preserve any potentially historic small scale features within the APE, including curbing, headwalls/tail walls, and wooden or stone guard rails.

Summary of Section 7 of the Endangered Species Act Compliance Section 7 compliance is a component of the NPS CE. Work will take place in consultation with the NPS natural resource staff to monitor and mitigate any impacts to natural resources; impacts are not expected to be significant.

Summary of Section 106 of the National Historic Preservation Act Compliance NPS conducted Streamlined Review under the 2008 Servicewide Programmatic Agreement for Section 106 consultation.

Additional Agency Coordination and Compliance NPS prepared a Categorical Exclusion for the project on 3/5/2021 (PEPC PIN 95684)

FHWA contacted the US Army Corp of Engineers regarding the need for a Clean Water Act, Section 404 permit at MM 277.1 ‐ Because the proposal involves the installation of wire mesh and rock anchors, the seeps will not be filled, and the existing hydrology will be essentially preserved.

Similarly, the ditch would be maintained and restored to its existing condition. A determination of jurisdiction is not needed at this time, and an Army Corp permit is not required.
