Amendment No. 0001

U.S. DEPARTMENT OF TRANSPORTATION

FEDERAL HIGHWAY ADMINISTRATION

EASTERN FEDERAL LANDS HIGHWAY DIVISION

GA ERFO NPS CUIS 2017-1(1)

Solicitation: 693C73-20-R-000006

The purpose of this Amendment is to:

1) Provide a summary of responses to questions/clarifications asked by potential contractors.

2) Notify offerors that the proposal due date remains unchanged. Proposals will be due

March 13, 2020 at 2:00 PM EST.

Questions / Clarifications:

The following questions were submitted to Eastern Federal Lands Highway Division regarding

Project GA ERFO NPS CUIS 2017-1(1). The Government responses or clarifications are provided. The Government’s responses are as follow:

Question/Comment:

1. Do the resumes of the key personnel proposed for this contract count against the 30 page limitation for the proposal submission?

2. Item 3. Quality Management Plan states, “The quality management plan Consists of the quality control plan (QCP) and quality assurance plan (QAP) for design and construction activities. Prepare a Quality Management Plan that establishes a clear distinction between QC and QA activities and specifies the personnel performing each function. The

Government will review and evaluate each Offerors' quality management plan to assess the soundness and reasonableness of the Offeror’s planned QA and QC for Design and

Construction of all materials on project. The plan should be specific to this project.” Is it your intent to have us submit a full quality management plan specific to this contract?

These plans are normally 30-45 pages for the plan itself. Will this plan count toward the

30 page limitation as well?

Government’s Response:

1. No, the resumes of Key Personnel do not count towards the 30-page limitation.

2. Yes, the Quality Management Plan counts towards the 30-page limitation.

Offerors are reminded to submit any questions to eflhd.contracts@dot.gov. All questions should be submitted as early as possible so the proposal due date will not be delayed. Questions mailto:eflhd.contracts@dot.gov submitted within 3 days of the proposal due date have the potential of not being answered with enough time for offerors to finalize their proposals.
