The purpose of this Amendment is to:

1. Provide a summary of responses to questions/clarifications asked by potential contractors.

2. Bid due date remains unchanged. Bids are due July30, 2020 at 2:00PM EST.

Questions / Clarifications:

The following questions were submitted to Eastern Federal Lands Highway Division regarding the project name NP MACA 15(3). The Government response or clarification is provided.

The Government’s responses are as follow:

Question/Comment:

1. QUESTION: SCR 401.03 permits that “an alternate state department of transportation asphalt concrete pavement mixture that has the same nominal maximum size aggregate, traffic level (design ESAL), asphalt binder grade as specified, and conforming to Table

401-1 may be submitted for approval.”

We have a current (within the past 12 months) state DOT (Kentucky Transportation

Cabinet) JMF that will conform to Table 401-1. This JMF is typical for what would be specified by the state DOT if this particular project were a state DOT project, based on state DOT warrants for mix type selection and compaction. However, this mix does not conform to section 703.07 of FP 14:

“For the surface course, do not use aggregates known to polish or carbonate aggregates containing less than 25 percent by mass of insoluble residue when tested according to

ASTM D3042.”, as the aggregates in the current JMF are not subjected to the insoluble residue test. Would the current state DOT JMF described in question

#1 be accepted for use on this project without conforming to section 703.07? If not, and section 703.07 would overrule the SCR, then please see question #2.

2. QUESTION: There are no local aggregate sources that perform the insoluble residue test on their materials. A regional source of dolomite is used on state DOT projects where increased polish resistance is specified, based on state DOT warrants for mix type selection and compaction. As with the locally sourced aggregates, this material is not

Amendment No. 0001 Page 3 of 3 tested for insoluble residue either. Additionally, asphalt mixtures with aggregate from the regional source have shown to provide increased polish resistance. We have a current (within the past 12 months) state DOT JMF that will conform to Table 401-1 utilizing 40% of the dolomite material and providing a higher ESAL class than specified for this project. Would the current state DOT JMF described in question #2 be accepted for use on this project without conforming to section 703.07? If not, then please see question #3.

3. If the response to question #1 and question #2 are both “No”, then please provide information as to the polish resistance values the FHWA will require so that we can source aggregate material for the asphalt mix.

4. Would the FHWA consider including a SCR for “Escalation Factors” for fuel and asphalt

(FP-14 section 109.06)?

Government Response:

1. GOVERNMENT’s RESPONSE: A polishing resistant asphalt mix is required for the project.

2. GOVERNMENT’S RESPONSE: Asphalt mixes cannot be evaluated for approval until after the project award, however, utilizing 40% dolomite would provide sufficient polishing resistance.

3. GOVERNMENT’S RESPONSE: See response for Question 2.

4. GOVERNMENT’S RESPONSE: No escalation factor will be added to the contract.
