Memorandum

Subject: BLRI 1E10 – Parkway Rehabilitation

MP 27.24 to MP 37.49 Date: December 20, 2016

From: Lisa Landers

Environmental Protection Specialist Eastern Federal Lands Highway Division

To: File

The subject project to rehabilitate and reconstruct approximately 10.25 miles of the Parkway mainline Section 1E10 from milepost 27.24 to milepost 37.49 and rehabilitate or reconstruct Stillhouse Hollow Overlook (milepost 31.84) and Yankee Horse Ridge Overlook (milepost 34.67) was categorically excluded from further National Environmental Policy Act analysis by the National Park Service on January 12, 2016. The Federal Highway Administration categorically excluded the project on January 14, 2016.

The categorical exclusion (CE) was revised on November 4, 2016 to correct the site area to state that 10.25 miles of mainline Parkway will be rehabilitated rather than 10.29 miles.

During final design of the project it was found that at the Stillhouse Hollow Overlook the asphalt sidewalk and paved waterway could not both be constructed as initially planned and stated in the CE. There is only enough space at this location to reconstruct a 4-foot by 48-foot sidewalk, and so the construction of a paved waterway was removed from the project.

This area associated with this work, 21.3 square yards, was rounded up to 25 square yards in the plans. The removal of this work from the project reduces the ground disturbance associated with the project and reduces the overall increase in impervious area associated with the project. This change in the scope of the project is negligible, and the analysis and coordination completed for the project remain valid.

Project: PRA-BLRI 1E10 (Resurface Deteriorated Parkway Road Section 1E)

PEPC Project Number: 10353

Description of Action (Project Description):

PMIS 173020 consists of pavement rehab and reconstruction of the parkway from MP 27.2 to MP 37.5. Work will be contracted by FHWA. Project scoped on 4/23/14. Work includes rehab and reconstruction of approx. 10.29 miles of Parkway mainline Section 1E from MP 27.2 to MP 37.49. During scoping review, it was observed that first half mile of the roadway is in very poor condition and will probably require full depth pavement reclamation (FDR) with aggregate base stabilization followed by asphalt concrete pavement overlay. The rest of road will probably need asphalt pavement mill and overlay. However, exact pavement rehabilitation will be determined by pavement engineers during design. Project also includes rehab or reconstruction of 2 parking areas and overlooks.

Specific work required follows:

Blue Ridge Mainline Parkway - RIP Route # 0001AA:

a) Perform FDR with aggregate base stabilization followed by asphalt concrete pavement overlay on mainline road from MP 27.2 to MP 27.7. Determine required pavement reclamation depth and overlay pavement thickness. This section will not have an option of just doing deep patching in worst sections, since doing only 1/2 mile of FDR may be too expensive.

b) Mill and asphalt overlay of mainline road from MP 27.7 to MP 37.49. Determine required mill and overlay pavement thickness.

c) Bridge over VA Rt. 603 (structure No. 5140-162P) (MP 29.47): Deep pavement patch (Type 4 with underdrain system at both bridge approaches approximately 22 wide x 40 long.

d) Bridge over ravine (structure No. 5140-003P) (MP 35.67): Mill and asphalt overlay up to bridge expansion joint at both bridge approaches. Do not perform any work over the bridge deck.

e) Regrade shoulders, provide aggregate-topsoil, and/or turf establishment as required.

f) Evaluate pipe culvert condition for cleaning, repair, or replacement. Evaluate all culvert appurtenances for condition and need for repair or replacement, including end sections, headwalls, and inlets.

g) Evaluate paved ditches for repair and/or replacement and overlay all asphalt-paved ditches in good condition.

h) Stripe Parkway using pavement markings, Type L (polyuria).

PMIS 172840: This contract work will be done in conjunction with repaving the mainline roadway section 1E.

Project will reset curbstone, repair drainage devices, and resurface sidewalks in the overlooks along roadway section 1E using R/R funding.

Parking Areas/Overlooks:

a) Stillhouse Hollow OL/RIP Route 1239 (MP 31.84) - Reconstruct overlook, evaluate if curb can be raised up to 6" in the middle by keeping existing elevations as is at the start/end of existing curb section, replace 145' of existing slate stone curb with granite curb, salvage existing stone curb and deliver to NPS maintenance yard near MP 30.4, reconstruct existing 4' wide x 47' long asphalt sidewalk with a 4' wide x 30' long asphalt sidewalk, construct approx. 30' of new asphalt paved waterway adjacent to sidewalk. Replacement of stone curbing will not be funded by FLTP funds. FHWA will not perform any design work on this item before acquiring an Interagency Agreement with the park for the transfer of some NPS funds for this area of work. Recommended that Cyclic Repair Rehab (CRR) funding be requested to replace this slate stone curb with Virginia Mist Granite stone.

Categorical Exclusion Form - PRA-BLRI 1E10 (Resurface Deteriorated Parkway Road Section 1E) - PEPC ID:

b) Yankee Horse Ridge OL/RIP Route 0916 (MP 34.67) - Reconstruct overlook, replace 155' of existing slate stone curb with granite curb, evaluate if existing stone curb can be raised by 4" at southern end of curb section and can be lowered by 4" in the middle in order to drain water properly from overlook, and reconstruct asphalt sidewalk 10' wide x 27' long.

Replacement of stone curbing will not be funded by FLTP funds. FHWA will not perform any design work on this item before acquiring an IA with the park for transfer of some NPS funds for this area of work. Recommend CRR funds be requested to replace this slate stone curb with VA Mist Granite stone.

Project Locations:

Location County: Nelson State: VA District: Ridge Section: 1-E Geo. Marker: 27.2 - 37.5 (Milepost) Other:

Mitigation(s):

Historic stone guardwalls at the bridge locations shall not be replaced.

Existing slate stone curb shall be replaced with granite stone curb at Stillhouse Hollow Overlook and Yankee Horse Ridge Overlook. Need to match existing stone for proposed culvert headwall repairs/replacements.

Replacement or relining of culverts and/or repair/replacement of culvert headwalls shall follow culvert assessment report and shall meet requirements of COE permits attained by FHWA, if required.

Care shall be taken not to disturb any wildlife species (reptiles, migratory birds, raptors, or bats) found nesting, hibernating, estivating, or otherwise living in, or immediately nearby, worksites.

It is recommended that nighttime work (between dusk and dawn) not be performed on this project. If this becomes a necessity, park natural resource staff shall be consulted to determine further mitigations.

Park natural resource staff shall be consulted prior to any tree removal.

Contractor access from the north shall be via VA route 56, located at MP 27.2. On the south end, access shall be via US Route 60, intersecting the Parkway at MP 47.

Ridge District Office paved parking area, located near MP 29.2, shall be used as a staging area for materials and equipment half at a time. The two overlooks within the project area shall not be used for staging. Contractor vehicle or equipment staging along the parkway shall be permitted only in approved mowed areas.

Sources of soil used in project shall be inspected and approved by park natural resource staff prior to project start.

All erosion and sediment control measures shall follow Virginia DEQ Handbook guidelines.

Single lane closure with flaggers shall be used; however, single lane closures shall not be allowed in the month of October.

CE Citation: C.9 Repair, resurfacing, striping, installation of traffic control devices, repair/replacement of guardrails, etc., on existing roads.

Decision: I find that the action fits within the categorical exclusion above. Therefore, I am categorically excluding the described project from further NEPA analysis. No extraordinary circumstances apply.
