6933A219Q000032 Amendment 0002 TS KENNEDY – FY19 Topside Repairs Response to Questions from Potential Offerors
QUESTION: In FBO, Amendment 0001 has a SOW Index that includes 3 Work Items for In Port Feed Pump, WI 206 which is the Q Deck, WI 207 which is VCT in Mess, WI 304 which is batteries, and WI 3-5 which is Bilge Valves.
ANSWER: Corrected. See the revised SOW.
QUESTION: In the SOW, the 200 series Work Item numbers are blacked-out.
ANSWER: Corrected. See the revised SOW.
QUESTION: Under the Cargo Hatch Work Item, the SOW requires all the corroded steel to be replaced, including the wasted sections of the hard to replace sealing bar. Please confirm that all steel and all welders will need to be ABS approved and certificates will be required.
ANSWER: Yes, note made on SOW.
QUESTION: Under the Cargo Hatch Work Item, the SOW requires a hose test to be performed for the COR. Will the hatch be tested for the Reg Bodies as well at some point and will need to pass those tests at those times, or we subject to a warrantee item?
ANSWER: Yes.
QUESTION: Under the SVDR Work Item, the SOW includes new cabling. Please confirm that if the Contractor installs new or replaces old cable, any new cable that is run through a bulkhead or deck must pass through an appropriate transit for that rating. An example would be passing through a watertight bulkhead or deck, where even though a non-watertight collar is available, use of that collar would be considered “disturbing” its contents and would therefore require the Contractor to bring all cables in that collar up to present regulations.
ANSWER: Existing cabling can be re-used if it is suitable for the newly installed equipment.
All cable that can now be re-used shall be removed and replaced by the contractor.
QUESTION: Under “The Replacement of Joiner Panels” Work Item, the SOW states a number of panels. At the site visit, at least six (6) panels were identified in two (2) different locations in that space.
Please confirm that In Kind replacement would include Progressive Panels that may require the Contractor to remove all the panels on each bulkhead back to a corner to remove and replace the damaged panels.
ANSWER: The contractor shall replace panels “in-kind” to what is existing. If during the disassembly the contractor discovers site conditions that could improve the serviceability of the joiner system, the contractor shall present that by CFR.
QUESTION: Under the “Security Gates” Work Item, how high does the gate need to be, as the forward vertical clearance is twice the aft vertical clearance?
ANSWER: See SOW, the gates need to be designed and constructed as to not be easily defeated, (including climbing over the gate).
QUESTION: Under the “Security Gates” Work Item, these two (2) statements are made: “The Government will conduct inspections during the installation process to ensure that the contractors are adhering to the referenced standards. The Government will participate in the final test procedures. Any work deemed to be not compliant with the referenced standards and practices shall be re-worked at the contractor’s expense.” Please note that under this Work Item’s References, the item states “None”.
ANSWER: There are no references specific to this item but the requirements of “General Provisions”, and “General requirements” apply to all items.
QUESTION: Under the “Security Gates” Work Item, will a Marine Chemist’s certificate be required for exterior welding?
ANSWER: This will depend on the design, and location of welding, generally exterior welding that is to structure that fully exposed in all areas to the weather deck does not require a marine chemist certificate but would require a “hot Work” permit from the ship.
QUESTION: Under the Anchor Windlass Work Item, the SOW states “In addition to the overhaul, the contractor shall clean and flush the hydraulic systems and convert the hydraulic oils to an appropriate Environmentally Acceptable Lubricant (EAL).” Please confirm that the flush requires a complete fill and operation of the system with the new fluid, then draining of all that fluid, and the refilling with new fluid again, and operating the system again.
ANSWER: The flush shall meet the requirements of the lubricant manufacture (EAL).
QUESTION: Under the Anchor Windlass Work Item, the SOW states “All valves shall be cleaned, repacked and tested. The relief valves shall be tested and adjusted to relieve at the prescribed pressures.” Does “cleaned” include dismantling?
ANSWER: Yes, disassembly is required for cleaning and inspection of the valve components.
QUESTION: Under the Anchor Windlass Work Item, the SOW states “All components not specifically listed shall be inspected and the condition documented on a condition report, additional repairs will be addressed by delivery order.” Does the Government expect the Contractor to open components such as the Stroke Centering Device and shafts, the flex couplings, and the James Gearbox?
ANSWER: Yes, to the extent required for inspection in accordance with the technical manual.
QUESTION: Under the work item for “Installing Dedicated Suction and Fill Lines for the #6 Port and Stbd DB’s”, the Abstract states “ It is the INTENT of this ITEM for the Contractor to install dedicated tank penetrations/valves for suction and fill lines into each tank top #6 DB tanks retrofitted from freshwater ballast to distilled water for reserve feed. The ship currently is using the sounding tubes for suction/fill.”
At the site visit, the COR discussed the piping installed shall provide the water through the piping, forward to the vicinity of the In Port Feed Pump. This is about 200 to 250 feet forward of the #6 DB’s.
Please verify that this is the intent of the Government.
ANSWER: Yes.
QUESTION: Under the work item for the PROVIDE PLC UPGRADES AND LAN REDUNDANCY, the SOW states that “All DRWS of the existing systems shall be revised to reflect the upgrades and shall be submitted to ABS and the USCG for approval prior to the installations. This includes the annual test procedures and the PSTP. The contractor is responsible for meeting any additional requirements of the ABS or USCG.” Can the Government provide a copy of the Test Procedures currently in use?
ANSWER: Yes.
QUESTION: Under Work Item 301, In Port Feed Pump, the SOW states “Preliminary steps and pump removal.” It also discussed the “Perform an in-place inspection to include but not be limited to:
foundation/bed-plate, ….” Please clarify the intention. Is it the intention to remove the pump from its foundation to allow preservation of the pump foundation?
ANSWER: No. The pump shall remain in place.
QUESTION: Under Work Item 301, In Port Feed Pump, the SOW states that the Contractor shall be responsible for the cost of replacing the bearings, bushings, seals and other parts listed in the SOW. At the last overhaul, many of those same parts had to be fabricated, such as the special seals. Should the Contractor specify a lead time for the long lead time items in cases such as these?
ANSWER: Yes, if available.
QUESTION: Under Work Item 302, the “Location” description does not seem correct.
ANSWER: Corrected in the SOW to read “Various locations on the ships weather deck. “
