Procurement Request No. V3332094
DEPARTMENT OF TRANSPORTATION
OFFICE OF THE ASSISTANT SECRETARY FOR RESEARCH AND TECHNOLOGY
VOLPE NATIONAL TRANSPORTATION SYSTEMS CENTER (VOLPE CENTER)
INFRASTRUCTURE SYSTEMS & TECHNOLOGY
STRUCTURES AND DYNAMICS DIVISION, V-333
BRAND NAME JUSTIFICATION
A. Description of Supplies/Services.
The Structures and Dynamics Division seeks renewal of license to run the Abaqus software package from April 1, 2024 through March 31, 2025. The renewal will be included 1 year maintenance of 2 existing licenses for SIMULIA Abaqus/CAE Extended, 2 1-year licenses for SIMULIA Abaqus/CAE Extended, 1-year license for SIMULIA Abaqus/Viewer, 42 1-year licenses for SIMULIA Abaqus Extended Tokens, and 1-year maintenance of 24 existing licenses for SIMULIA Abaqus Extended Tokens. Abaqus is proprietary software of Dassault Systemes and is required for ongoing project work that uses computer-aided engineering. Ongoing project demands in the Division necessitate continued availability of this software.
Market Research.
Market research was conducted by Jon LeBlanc in February of 2024. Licenses/maintenance for Abaqus are available through the vendor Dassault Systemes as well as from the large business immixTechnology. immixTechnology offers GSA pricing. Based on the collective knowledge of Volpe Center Engineers, different software packages will each make unique modeling and dynamic assumptions which differ from Abaqus, so no other available software package can serve as an equivalent substitute.
B. Supporting Rationale.
(1) Sole Source: Only one responsible source and no other supplies or services will satisfy agency requirements.
N/A
(2) Brand Name. N/A Volpe engineers require access to the Abaqus software package on a daily basis. They have developed, and are currently creating, and extensive library of models that are only compatible with Abaqus. An enormous effort and project disruption would be required to convert and validate the existing library models files created by Volpe Center engineers for use with another software. The time and cost involved in modifying existing models and results using a different software package would be of considerable cost to the Government and would negatively impact the Volpe Center’s ability to meet the goals of its sponsors include the potential delay/cancellation testing full-scale or component-level vehicle tests.
(3) Unusual and Compelling Urgency. N/A
