February 20, 2025 Questions and Answers

1. Does WFLHD have any small business and or even more specifically ISBEE owned

A&E goals for these projects?

Yes, we do have small business. We do not have any specific set-aside for Indian Small Business Economic Enterprises.

2. Have there been any decisions made yet on how many AE's will be sought for this next IDIQ solicitation? If so, how many?

WFLHD is currently working on the market research for this project but anticipate 4 – 6 contracts may be awarded.

3. If A/E contractor is a WFLHD IDIQ contract holder for both construction management & inspection services and this design services IDIQ, is that contractor allowed to provide CM&I services for projects they design?

WFLHD will make that determination on a case-by-case basis. Please email WFL.AE@dot.gov for specific questions or concerns about your contracts. Historically we have not allowed this.

4. What will the ceiling amount per contract be? Or is it a shared total contract ceiling?

There will be a shared total contract ceiling (4-6 contract holders will be awarded), with a minimum contract guarantee of $10,000.

5. Can the list of attendees from today's call be shared with all in attendance?

Yes, please see attached for a list of attendees.

6. Are all solicitations for specific projects? or does any solicitation relate to staff augmentation (e.g., biologist)?

Task Order solicitations are typically for project specific delivery support.

7. Does WFL exclusively use their IDIQ for all projects or are you open/able to using other federally awarded contracting vehicles such as AEMAC & MATOC contracting vehicles from DOI?

WFLHD typically uses our current MATOC for task order needs, however, other Federal Lands Division contracts have been used on occasion in the past. In those instances, the MATOC would need to allow for a shared contract and doing so would be determined to be in the best interest of the Government.

8. How do you determine which A&E firm gets selected for specific projects once you have your consultants selected.

Historically, the selection of A/E firms for projects has been based on internal evaluation for project specific delivery needs following FAR 36.602-1 Selection Criteria.

9. Should we expect the solicitation to be released Summer or Fall 2025?

WFLHD anticipates releasing the Request for Qualifications (RFQ) for the IDIQ in the fall of 2025. The next notification that vendors will receive will be a synopsis posted at least 30 days prior to the formal RFQ solicitation release.

10. Once you have awarded IDIQ contracts and you have a need for A/E consultant services, can you describe the process to select a specific A/E to support a specific project? Is it through a project specific RFQ process or is one of the IDIQ holders selected based on their IDIQ qualifications submittal?

11. What is the typical goal for SB disadvantage?

The Small Business Disadvantage goal is 5%.

12. Is there a particular program focus you see coming in the next few years?

Programs and projects that are identified for needing A/E consultant support will be in support of the funding programs managed by WFLHD. WFLHD routinely completes capacity planning and resourcing to identify support needed through A/E firms.

Historically, around 70% of work has been completed by WFLHD and 30% by our A/E firms. More recently, however, there has been closer to a 50/50% split of the projects due to increased delivery support needs.
