VENDOR QUESTIONS AND ANSWERS

Solicitation No.:

Project Name:

# General Technical Question Answer Date

1 X

Could you inform me if this is a new requirement or a follow-on to an existing contract? If the latter, could you please provide me with the Contractor Name and Contract #?

This is a new requirement. 27-Jul-2021

2 X What scheduling software will be required for the schedule support? (MS Project and/or Primavera)

Anticipate Bentley Synchro (a free software), Primavera P6, and Microsoft Project

29-Jul-2021

3 X Is the evaluation Factor 1 - Subfactor 1 requirement (current certification as a PMI or PSP professional) required at the time of submission or contract award?

Assuming this question relates to Evaluation Factor 2, Subfactor 1, refer to the last paragraph under Evaluation Factor 2 which states “… subfactor (1) will be evaluated on a pass/fail.” Therefore, all of the Scheduling Professional’s submitted with the RFQ will require a current certification at the time of submission.

29-Jul-2021

4 X

Evaluation Factor 1 – Technical Compliance with Solicitation Requirements states, “… Offerors must submit ALL items identified in Part I of the solicitation.”. Please clarify whether or not there is a particular writeup requested for Factor 1 within the proposal or will it be determined by FHWA whether or not Evaluation Factor 1 has been met following review of all the other evaluation factors of the proposal?

There is no “particular writeup” for Factor 1. The preceding paragraph states “Quotations shall be submitted in two parts consisting of a (1) non-price and

(2) price section.” So, to pass Factor 1, a quotation must include:

• Non-Price Section o Resume(s) not-to-exceed ten (10) single-sided pages for a maximum of three (3) Scheduling Professionals (see Factor 2); and o Narrative describing the methods, techniques, and tools to be used to schedule and accomplish the work (see Factor 3); and o A minimum of three (3) customers complete the Past Performance Reference Questionnaire (Attachment 0001) and submit such surveys to FHWA (see Factor 4);

• Price Section o Completed Cost Schedule (see Factor 5); and o Completed copy of the representations and certifications at FAR 52.204-24, FAR 52.204-26, FAR 52.209-11, and FAR 52.212-3 as applicable -OR- if updated after 10/26/2020, a copy of the Contractor’s FAR Report from SAM.gov; and o Completed copy of the certification at TAR 1252.237-71.

5-Aug-2021

5 X When does FHWA anticipate the baseline scheduling meeting occurring for the 24 separate projects?

Between December 2021 and June 2022 (See amendment 0001 posted to SAM.gov on 8/09/2021 which increases the approximate number of projects to 34).

10-Aug-2021

6 X

If the baseline scheduling meeting for each project is planned to take place around the same time as the preconstruction meeting, in what months have the preconstruction meetings generally occurred in the past?

Preconstruction meetings are typically held within 21 days of project award.

10-Aug-2021

7 X Is there an estimate of the maximum number of baseline schedules that will be submitted in one month?

Currently we estimate February through May 2022 will have somewhere between a maximum of 6 and 13 Initial (baseline) meetings each.

10-Aug-2021

8 X

Is it possible that all 24 baseline schedules could be submitted in a one or two month window, or will the baseline schedule submissions be spread out over the course of several months?

No, they will be distributed over the months of December and June.

10-Aug-2021

9 X Can WFLHD share an Internet link to the “new Special Contract Requirement (SCR) for Section 155…” mentioned in Part III, paragraph 1B?

No, it is in the process of being finalized. 12-Aug-2021

VENDOR QUESTIONS AND ANSWERS

10 X

The wording of subfactor 1 in Part I seems overly restrictive given the overall contract value will most likely be in the range of $100K +/- 20K. Would WFLHD be amenable to changing the wording from “(1) Current certification as a Project Management Institute Scheduling Professional (PMI-SP) or Planning & Scheduling Professional (PSP) is mandatory for this subfactor;” to ““(1) Current certification as a Project Management Institute Scheduling Professional (PMI-SP) or Planning & Scheduling Professional (PSP) will be given preference for this subfactor;” or “will be looked upon more favorably…”?

The "mandatory" requirement will not be revised at this time but may be reconsidered prior to the RFQ closing.

12-Aug-2021

11 X

Can WFLHD share the rough order of magnitude (ROM) of the two projects with the least and greatest values?

This is to ensure that the estimate of 495 hours of scheduling work (See Part II, Cost Schedule) is realistic when compared to the requirements and expectations to fulfill this RFQ?

The ROM of the 34 (max.) construction contracts are estimated to range between 0.5M and 25M.

12-Aug-2021

12 X

Is there a WFLHD software requirement for the construction contractors? If so, what software is required for use? If not, will the winning bidder of the RFQ have to purchase software licenses for its own use?

The specification will require the contractor to use a software that is compatible with the Bentley’s Synchro program. The Offeror would need to either own and be experienced with the software used by the contractor or Synchro.

12-Aug-2021

13 X

Do you want to receive one (1) PDF file for the Non- Price Section, and one (1) PDF file for the Price Section?

Or do you want to receive a SINGLE PDF file that contains two sections, one Non-Price Section and one Price Section?

It should be a separate PDF for each section submitted together in a single email which does not exceed 20MB.

16-Aug-2021

14 X Does the e-Authorization Application Form need to be submitted as a part of our response to this RFQ?

No. This will only be required after contract award. 16-Aug-2021

15 X

Is the Offeror required to perform 100% of the work by the Scheduling Professional(s) proposed in Evaluation Factor 2, or may work be distributed to others within the Offeror’s Organization and overseen by the Scheduling Professional(s) proposed in Evaluation Factor 2?

See Part III (SOW), paragraph 3 (Work Performance And Quality Standards)

17-Aug-2021

16 X Regarding Part II – Cost Schedule, are we limited to providing one rate or can we insert multiple rates as long as the total estimated hours equal 495?

See Part III (SOW), paragraph 3 (Work Performance And Quality Standards). . If differing rates apply to the qualified Scheduling Professionals to be assigned, then the varying rates should be listed in the Cost Schedule

17-Aug-2021

NOTE: The actual meeting schedules are based on estimated contract award dates and therefore the exact number of meetings to be attended in any given month is not known at this time. In addition, Amendment 0001 revised the SOW to include participation in the initial (baseline) scheduling meeting and one schedule update meeting on each project. The table below reflects the maximum meetings to be anticipated. Some of the update meetings may be shifted to later months in the contract (verses Jan thru July as shown). This will depend on project needs. Several update meetings may be attended on 1 project and none on another. Plan for no more than 2 meetings to be shifted to any given month (i.e. Aug to the end of the contract) in which case the numbers shown for Jan through July would be decreased accordingly. No more than 68 (Initial + Update) meetings will be attended.
