Attachment# 2 Evaluation Factors

TECHNICAL EVALUATION FACTORS FOR AWARD

The Government intends to award a single contract to the responsible offeror whose technically acceptable proposal offers the ‘Best Value’ to the Government, price and other factors considered. For this requirement, ‘best value’ will be determined based on technical approach, staffing plan and qualifications of personnel, past performance, and price. For this requirement, technical is more important than price.

I. Technical Approach In responding to this Request for Quote (RFQ), the offeror’s proposal shall describe a detailed approach to accomplishing the tasks of the Statement of Work (SOW).

II. Staffing Plan and Qualifications of Personnel Offerors shall provide a staffing plan of all individuals to be utilized in providing services as stated in the SOW. Offerors shall have previous experience in providing services similar in nature to the work specified in the SOW. The Offeror shall possess relevant experience with the maintenance and updating of representational state transfer (RESTful) web services, as well as maintenance and configuration of a network that utilizes cloud-based servers. The Offeror shall submit a resume demonstrating relevant qualifications and experience as detailed in this requirement.

III. Past Performance The Offeror’s past performance will be evaluated on existing and prior contracts/subcontracts/orders for provided services similar to that described in the SOW. Offerors shall include a total of three (3) references for whom the offeror has established past performance through the execution of similar contracts and subcontracts completed during the past three years. For each contract/subcontract/order, offerors shall include in their proposal: 1) contract number; 2) name of the agency, department, or organization to whom services were provided; 3) brief synopsis of services provided to include dates work was performed; and 4) point-of-contact (name, telephone number and email addresses).

IV. Price The offeror shall propose fixed labor rates for the 24-month period of performance of this requirement. These rates shall be fully burdened and inclusive of all expenses including, but not limited to, wages or salaries, labor costs, fringe benefits, overhead, general and administrative expenses, and profit. The rates shall apply for the duration of the period of performance. The Government reserves the right to require additional pricing information, in necessary, to determine that the proposed price is reasonable.
