Notice of Intent

General Information:

Solicitation Number: 68HE0220Q0002

Classification Code: 66 – Instruments and Laboratory Equipment

Set Aside: N/A

NAICS Code: 334513– Instruments and Related Products Manufacturing for Measuring, Displaying, and Controlling Industrial Process Variables

Contracting Office Address:

U.S. Environmental Protection Agency (EPA), Region 2, Contracts Management Branch, 290 Broadway, New York, NY 10007.

Description:

The US Environmental Protection Agency (EPA), Region 2 intends to issue a purchase order, on a Sole Source basis, to YSI, Incorporated for two (2) EXO2 multiparameter water quality sondes, each with five sensors (Conductivity/Temperature, Dissolved Oxygen, Turbidity, pH, and a Total Algal sensor), anti-fouling features, associated accessories and service coverage, under the authority of FAR 6.302-1. This procurement will be in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. Quotes are not being requested and a written solicitation will not be issued.

The EXO2 multiparameter water quality sondes will support the monitoring of ambient waters for indicators of Harmful Algal Blooms (HABs) in partnership with our states and other federal agencies. The USGS has developed a QAPP and field protocols for this project which requires the use of the EXO2 multiparameter sonde with the capability to measure the following parameters in freshwater systems:

Chlorophyll-a, phycocyanin, pH, conductivity, dissolved oxygen, temperature, depth, and turbidity. The EXO2 is used for similar purposes by the state of New Jersey’s Department of Environmental Protection (NJDEP). The NJDEP has existing telemetry infrastructure, including buoys and continuous data management, that are only currently compatible with YSI’s EXO line of sondes. To keep consistency and compatibility with hardware and data collection in future projects with NJDEP, the EXO2 is required.

EPA has a need for a Water Quality Sondes with the following mandatory minimum requirements which are essential to the government’s needs.
