About this file

This document is a Bid Addendum issued by the University of North Carolina System Office for Request for Proposal (RFP) Number 68-SOFAFB0825, which will serve a convenience contract for all 17 constituent institutions of the University of North Carolina. The addendum, dated August 26, 2025, changes the bid opening date and time to September 8, 2025, at 10:00 a.m. EDT and provides clarifying answers to vendor questions. The RFP seeks services with a focus on identifying vendors that are minority-owned or have a strategic plan to support the State's Historically Underutilized Business program.

The addendum clarifies several key aspects of the procurement, including the evaluation criteria for "Best Value," which will be determined by considering the total cost of ownership, technical merit, vendor experience, and probability of performance. The 10% Historically Underutilized Business (HUB) utilization goal is not mandatory for proposal submission but is encouraged. Vendors are instructed to provide a single blended hourly rate for services and complete various attachments, including a Customer Reference Form and a HUB Supplemental Vendor Information form. Each of the 17 constituent institutions will work with the Department of Health and Human Services for fringe rate approvals on an annual basis, with each institution having a different base year for their F&A arrangements.

3.4 Evaluation

Criteria

Can you please clarify how “Best Value” will be assessed?

Specifically, how will technical merit and vendor experience be weighed against pricing?

Best value is determined based on a determination of which proposal offers the best trade-off between price and performance, where quality is considered an integral performance factor.

The award decision is made based on multiple factors, including: total cost of ownership, meaning the cost of acquiring, operating, maintaining, and supporting a product or service over its projected lifetime; the evaluated technical merit of the vendor's proposal; the vendor's past performance; and the evaluated probability of performing the requirements stated in the solicitation on time, with high quality, and in a manner that accomplishes the stated business objectives and maintains industry standards compliance. Factors such as as technical merit, vendor experience, and pricing, are not weighted but are considered in relationship with one another.
