About this file

This Addendum No. 1 modifies RFP 26-0127 issued by the New Orleans Public Schools (NOLA-PS) Procurement Department on June 17, 2026, for municipal and community affairs services to support the Orleans Parish School Board (OPSB) and NOLA Public Schools. The contractor will provide comprehensive municipal affairs and community relations services including cultivating relationships with municipal elected officials and key stakeholders, serving as OPSB representative to community organizations, developing written communications, engaging stakeholder groups, advising on municipal affairs priorities, supporting strategic approaches to address district issues, coordinating meetings between OPSB administration and elected officials, and providing additional municipal and governmental relations support as requested. The virtual pre-proposal meeting is scheduled for July 2, 2026 at 11:00 a.m. CST. Written questions must be submitted electronically to procurement@nolapublicschools.com no later than 4:00 p.m. on Wednesday, July 8, 2026, with no addenda issued later than Friday, July 10, 2026 or 72 hours prior to the proposal due date. Proposals are due July 21, 2026 at 11:00 a.m. CST. Oral presentations via Zoom will be held August 20-21, 2026 for the top two to four proposers. The contract has an annual value of $55,000 with a one-year initial term and options to renew for two additional one-year periods.

The Addendum substantially modifies the evaluation criteria from the original RFP, shifting focus from state legislative experience to municipal stakeholder engagement. The revised evaluation criteria allocates 25 points for experience working with the City of New Orleans and key municipal stakeholders; 20 points for qualifications of assigned personnel; 15 points each for comprehensive understanding of NOLA-PS and OPSB historical and operational landscape, and firm methodology and approach; 15 points for cost; and 10 points for Disadvantaged Business Enterprise (DBE) participation with a goal of 35%. A Code of Silence remains in effect, prohibiting proposers from contacting NOLA-PS representatives or district staff except through written questions to the Executive Director of Procurement or at pre-proposal conferences and evaluation presentations. Failure to acknowledge receipt of this addendum on the applicable form may subject proposals to disqualification. Proposers must submit three to five client references from school districts and disclose any litigation filed against the company or its employees in the past three years related to services provided, as well as any litigation filed by the company against any entity in the past ten years.
