The design and subsequent renovating will be based upon the functional layout plan provided in Attachment 1. The upgrades to the facility shall include the areas outlined in the functional layout plans and include but are not limited to the following building systems: heating, ventilation, and air conditioning (HVAC) and controls, electrical distribution system, architectural, structural, communication/data and fire protection systems. The designer shall also consider process flow when laying out the new space.
GENERAL DESIGN REQUIRMENTS
1. 5. The DB team shall completely survey all existing conditions at building 509 to include architectural, electrical, HVAC, plumbing, and structural systems.
6. The DB team shall meet with site staff to review the details of the concept/equipment drawings and to gather feedback after each design submission. The Contractor shall include Engineering Service, Safety and Physical Medicine and Rehabilitation (PM&R) service in all design meetings. The Contractor shall plan on a kickoff meeting with Engineering Service and PM&R to walk the site, pull as-built drawings, review design requirements and verify understanding of the full scope of the project.
7. New building automation controls shall be included in this project.
8. Design documents shall clearly show all demo, existing, relocated and new raceways, wireways and cabling to/from equipment, lights, smoke detectors, outlets, HVAC grills, etc.
9. Design documents shall clearly show all ICRA barriers. The DB team shall work with VA Infection Control staff to develop infection control measures and perform the ICRA.
10. Provide a phasing plan if feasible coordinated with the infrastructure modifications to keep each phase functional during construction. Discussions during the design will assist in the development of acceptable phasing areas of concern that may require off-hours work.
11. Energy savings is a goal for the VA. The design should incorporate energy saving features such as LED lighting, occupancy sensors and other efficient means of minimizing energy use.
DISCIPLINE SPECIFIC REQUIREMENTS
