About this file
This is an Invitation to Bid (ITB) document issued by the State of New Mexico for the procurement of promotional items. The solicitation requests bids for various promotional merchandise including items such as pens, notepads, t-shirts, hats, drinkware, and other branded materials. The ITB specifies quantities for multiple item categories, with bidders required to provide unit pricing for each promotional product line. The deadline for bid submission is indicated in the document, with awards anticipated following the evaluation period. The contract term and any renewal options are outlined in the solicitation documents, allowing for the state's procurement of promotional items to support agency marketing and outreach initiatives.
The pricing structure requires bidders to submit competitive unit prices for all requested promotional items, with evaluation based on cost-effectiveness and compliance with specifications. The solicitation does not reference specific set-asides or incumbent contractor information in the available documentation. Funding for this procurement is provided through the State of New Mexico's general budget allocation for promotional materials and marketing supplies. Bidders must meet all technical specifications and delivery requirements as outlined in the ITB, with the state retaining the right to award to the most responsive and responsible bidder based on the evaluation criteria established in the solicitation.

NOTE TO BIDDERS:
All bids must be made completely independent of all other bids submitted. Where multiple bids are submitted by bidding entities owned by the same person or persons, those bids will be presumed to not be made independently of one another, and may be disqualified.
It is the Bidders’ responsibility to ensure all documents are completely uploaded and submitted electronically via the eProNM system by the deadline set forth in this ITB. The eProNM system will automatically cease uploading data at the date and time of the deadline. Please ensure that you, as the Bidder, allow adequate time for large uploads and to fully complete your submittal by the deadline. A submission that is not both: (1) fully complete; and (2) received, via the eProNM system by the deadline, will be deemed late. Further, a submission that is not fully complete and received via the eProNM system by the deadline because the response was captured, blocked, filtered, quarantined or otherwise prevented from reaching the proper destination server by any anti-virus or other security software will be deemed late. In accordance with statute and rule, NO LATE BID CAN BE ACCEPTED.
