About this file
This is a U.S. Coast Guard Justification for Other Than Full and Open Competition document for a commercial product procurement under FAR 12.102(a) and FAR Class Deviation 25-21 Rev. 1. The requisition number is 2126406B with an estimated total value of $25,500.00, which falls over the micro-purchase threshold but within the simplified acquisition threshold (SAT).
The Coast Guard seeks to procure fifteen (15) Panels, Alarm Monitoring, part number FGD-6700 (ACN: 6320-01-F21-6407), designed and manufactured by Phonetics Inc. DBA Sensaphone (CAGE: 3P1P5). These panels will be installed as part of Technical Compliance Technical Order (TCTO) TE7090-0 on 87-foot Coastal Patrol Boat (WPB) vessels. The justification is based on Brand Name restriction, as the particular OEM product is essential to government requirements, and the Government does not own the proprietary technical data, tolerances, or manufacturing drawings necessary for full and open competition. The Coast Guard contends that sourcing non-OEM alternatives would require costly, months-long system reengineering and could render the fleet unseaworthy. Three suggested sources are identified: Chand, LLC (UEI: J8ATNVMEGLK1, estimate $32,500.00, Large business); SIT Corporation (UEI: U4CGHHHKG2R5, estimate $28,500.00, Large business); and Kay Kay LLC (UEI: QFYKY4UL5XP3, estimate $28,500.00, Minority-Owned Business, Small Disadvantaged Business, Women-Owned Small Business, and Subcontinent Asian American Owned). The contracting officer did not select any fair and reasonable price determination method, leaving that section blank. The document was last updated March 3, 2026, and includes digital signatures from technical, requirements, and contracting officer personnel dated May 20-21, 2026.

The procurement of original equipment manufacturer (OEM) Monitoring Panels, designed and manufactured by Phonetics
Inc. (DBA Sensaphone), is critical to executing Time Compliant Technical Order (TCTO) TE7090.0 for the 87’ Coastal
Patrol Boat (WPB) fleet. These highly complex panels must be procured as complete systems because the Government does not own the proprietary technical data, tolerances, or manufacturing drawings required to solicit full and open competition.
Sourcing aftermarket or non-OEM alternatives would necessitate a formal engineering change in accordance with CGTO PG-
85-00-900-G (Joint Surface Forces Engineering Change Process Guide). This would require costly, months-long system re-engineering, design reviews, and operational testing, diverting critical logistics funds. During this protracted evaluation period, the 87’ WPB fleet would likely be rendered unseaworthy or forced to operate at a significantly reduced capability, actively degrading the Coast Guard’s ability to execute primary missions such as Search & Rescue, Law Enforcement, and
Homeland Security operations.
Most importantly, the reliability of these Monitoring Panels is vital to the security of the cutter and the preservation of crew life during both moored and underway operations. Because 87' WPBs routinely moor in foreign or unsecured ports, the panels serve as a critical defense against unauthorized entry; an undetected failure could lead to severe equipment sabotage or the theft of government property. Furthermore, should a non-OEM or untested equivalent component fail during active vessel operations, the sudden loss of system monitoring could jeopardize the immediate safety of the vessel and crew. An underway failure degrades crew situational awareness and operational response, carrying an unacceptable risk of personal injury, loss of life, catastrophic property damage, or environmental hazard. To prevent these outcomes and comply with Commandant
Instruction M4130.6B (Coast Guard Configuration Management Manual), strict adherence to the proven OEM configuration is mandatory to guarantee safe, reliable cutter operations. Equipment Specialists will continue to conduct market research to locate other vendors capable of meeting these strict OEM standards; however, without the technical data needed for full and open competition, this will remain difficult.
