About this file
This is a Statement of Work for the procurement of laser range finder systems by the 621st Contingency Response Group (CRG) at Joint Base McGuire-Dix-Lakehurst in New Jersey. The Government seeks nine handheld target locator systems with integrated laser range finder and day/night observation capability to support weather operations at austere and contingency airfields for visibility assessments and real-time reporting in dusty and humid environments.
The required systems must meet or exceed the performance envelope of the MOTI SHARPCROW or equivalent, with core specifications including a minimum 10,000-meter maximum range, day and night observation capability, and environmental robustness. Size, weight, and power requirements specify dimensions of approximately 130 x 185 x 80 mm, weight not exceeding 1.3 kg (2.87 lbs), and field-replaceable primary batteries (such as CR123A) supporting approximately 2,000 measurements and 24 hours of night-vision observation per battery set. Additional requirements include a clear reticle or digital display, tripod-mountable capability, eye-safe laser class compliance, and desired (but not required) data export or wireless interface capability. Deliverables include nine complete devices with protective cases, lens covers, cleaning kits, initial battery sets, operator manuals, quick reference guides, a Certificate of Conformance, and commercial warranty documentation. The contractor must provide a minimum 12-month parts and labor warranty with points of contact for troubleshooting and warranty claims. Delivery is required FOB Destination to 621 CRSS, 3422 Broidy Rd, JB MDL, NJ 08641, no later than 45 calendar days after award. Acceptance criteria include function checks, range verification to known distances, night/low-light capability verification, and documentation verification.

STATEMENT OF WORK
Laser Range Finder
621st Contingency Response Group (CRG)
1.0 Background
The 621 CRG at Joint Base McGuire-Dix-Lakehurst (JB MDL) requires compact, military-grade laser range finders to support weather operations at austere and contingency airfields. Devices will be used to establish accurate visibility reference markers and distances, day and night, to improve real-time weather observation and mission planning.
2.0 Scope
Provide nine (9) handheld target locator systems with an integrated laser range finder and day and night observation capability. Systems must be suitable for outdoor use in dusty and humid environments and support visibility assessments and real-time reporting.
3.0 Salient Characteristics (Brand Name or Equal)
A product meeting or exceeding the performance envelope commonly associated with MOTI SHARPCROW is acceptable, or an equal device with the same or better capabilities. The Government will evaluate equal products against the characteristics below.
3.1 Core Capability
• Ranging performance: at least 10,000 meters maximum range.
• Day and night observation suitable for visibility references.
• Environmental robustness for dusty and humid conditions.
3.2 Size, Weight, and Power (SWaP)
• Dimensions: approx. 130 x 185 x 80 mm (L x W x H) or similar compact form factor.
• Weight: ≤ 1.3 kg or 2.87 lbs or less than 5 lbs to enable sustained handheld operations.
• Power: field-replaceable primary batteries (for example, CR123A) supporting approximately 2,000 measurements and 24 hours of night-vision observation per set, or better.
3.3 Usability and Interfaces
• Clear reticle or digital display for quick ranging and marker confirmation.
• Tripod-mountable or compatible with common mounting accessories.
• Data export or interface capability is desired but not required (ex: physical or wireless)
• Eye-safe laser class that complies with applicable safety standards.
4.0 Deliverables
• Nine (9) complete devices, each including protective case, lens covers, cleaning kit, and initial battery set.
• Operator manual and quick reference guide for each unit.
• Certificate of Conformance stating compliance with Section 3 (Salient Characteristics).
• Commercial warranty documentation.
5.0 Performance, Support, and Warranty
Warranty: standard commercial warranty, minimum 12 months parts and labor. Provide points of contact for troubleshooting and warranty claims. Formal vendor training is not required. Provide short user guides or links to quick-start materials, if available.
6.0 Inspection and Acceptance
• Function check: device powers on, ranges to known objects, and displays range readings consistently.
• Range check: demonstrate accurate ranging to at least two known distances representative of operational use.
• Night or low-light check: Government verifies usable target identification under representative conditions.
• Documentation check: manuals, warranty, and Certificate of Conformance received and complete.
7.0 Delivery and Shipping
FOB Destination:
621 CRSS
3422 Broidy Rd, JB MDL, NJ 08641.
Required delivery: no later than 45 calendar days after award. Earlier delivery is encouraged.
Packaging: commercial packaging that protects against shock and moisture. Exterior marking must include contract number, CLIN, and shipment contents.
