Blanket Purchase Agreement – Request for Quote Specialty and Compressed Gases Supplier for NPTEC and SSF

BACKROUND

The Consumer Product Safety Commission (CPSC) intends to award a single-award Blanket Purchase Agreement (BPA) for a supplier of specialty and compressed gases for the CPSC National Product Testing and Evaluation Center (NPTEC) and the Sample Storage Facility (SSF). The CPSC has jurisdiction over a massive array of consumer products, which needs a similarly wide variety of scientific and mechanical equipment and procedures during product safety testing. This equipment often requires specialty or compressed gases for proper operation. For example, the ICP-OES requires high purity argon; carbon monoxide alarm testing requires specified custom carbon monoxide mixtures; and the forklift uses liquid propane tanks. The CPSC requires a supplier capable of providing and maintaining our supply of gases throughout the year to ensure uninterrupted product safety testing.

BRIEF DESCRIPTION OF SUPPLIES OR SERVICES

The purpose of this Request for Quotation (RFQ) is to establish a Federal Acquisition Regulation (FAR) 13.303, Blanket Purchase Agreement (BPA) with one quoter for a supplier of specialty and compressed gases for our CPSC National Product Testing and Evaluation Center (NPTEC) and the Sample Storage Facility (SSF).

EXTENT OF OBLIGATION

The Government estimates, but does not guarantee, that the volume of purchases through this the BPA could reach $400,000.00 throughout the life of the BPA.

NO FUNDS ARE OBLIGATED WITH THIS BLANKET AGREEMENT. FUNDS WILL BE OBLIGATED AT THE TIME THAT INDIVIDUAL BPA PURCHASE CALLS ARE PLACED BY AN AUTHORIZED PURCHASING OFFICIAL (APO) (SEE ATTACHMENT A) OR CONTRACTING OFFICER. THE GOVERNMENT IS OBLIGATED ONLY TO THE EXTENT OF THE OBLIGATION OF ANY ISSUED BPA CALL ORDERS THAT ARE PLACED UNDER THIS BPA.

CONTRACT TYPE

This procurement is a firm-fixed contract via a BPA call number as needed.

DESCRIPTION OF WORK

Independently, and not as an agent of the Government, the Contractor must furnish all necessary personnel, materials, services, and facilities to perform the work set for the below.

1. Supplier must provide the commonly used gases and cryogenic liquids listed in Table 1 below. Orders are placed on an as needed basis, not a set schedule. Orders placed no later than 5:00 PM ET, must be delivered on the next business day

1.1. Provide a cost per cylinder/dewar of each in Table 1.

1.2. Provide a rental cost per month for one cylinder/dewar of each in Table 1.

2. Supplier must provide the specialty (low consumption single constituent) gases and custom gas mixtures listed in Table 2 below. Orders are placed on an as needed basis, not a set schedule. Orders must be delivered within six weeks from the date of order.

2.1. These “specialty” gases are used in small quantities for instrument calibrations, non-routine product testing, and unique applications. One cylinder is often sufficient for years of service.

2.2. A certificate of analysis (CoA) must be available for custom mixtures and show the actual concentration of constituents as measured by an appropriate analytical technique such as Gas Chromatography (GC) or Non-Dispersive Infrared (NDIR). Single constituent gases sold at a specific grade (i.e. “5.0 Ultra High Purity”) do not need a CoA.

2.3. Similar, but as yet unknown gases or mixtures, may be required over the five year period being sought in this solicitation. The quantity would likely be one cylinder of a particular mixture with CoA in five years. Mixtures differing from Table 2 may be sought once or twice a year in frequency.

Provide a cost per cylinder of each in Table 2, considering one cylinder ordered over five years.

2.4. Provide a rental cost per month for one cylinder of each in Table 2.

3. Deliveries are made approximately four times per month, as necessary. There is no scheduled routine. The range of visits per month is a minimum of two and a maximum of eight.

3.1. Provide the estimated delivery cost and/or any anticipated recurring line item cost per delivery.

4. Substitutions can be made on a case by case basis in order to complete an order in a timely fashion. Cylinder size or an increase in gas purity will almost always be acceptable for substitution. A decrease in purity (when one was specified) will almost always not be accepted.

5. Please provide the estimated delivery cost and/or any anticipated recurring line item cost per delivery.

6. Additions and changes to Item List: It may be necessary to add or change the gases or canister sizes available during performance of this BPA in order to carry out the services described in the Scope of Work. If new items are added, or existing items revised, the parties will negotiate the rates prior to the incorporation into the BPA.
