HVAC Unit Replacement 718 Smyth Road, Manchester NH 03103
608-23-101
1.0 INTRODUCTION
Manchester VA Medical Center has several HVAC items that are past their serviceable life. This project will address the demo and removal of existing equipment and the reinstallation of like equipment, with the intent being to perform one-for-one replacements of the below-listed HVAC equipment (i.e., replace with units of identical specs) and therefore perform as few alterations as possible to piping, ducting, wiring, etc.
This project will also install new or remove and replace existing mini split units. The units should be properly sized for the rooms and be of the same brand as existing units. Additionally, this project will install up to 60 feet of TPA rooftop walkway mats to improve access to servicing rooftop units.
The work includes but is not limited to: provide all equipment, layout, material, testing, tools, labor, rigging, mechanical, electrical, and plumbing work as well as all safety requirements to perform work to fulfill the contractual obligations.
2.0 SCOPE
Below are the tasks that are required to meet the requirements of this contract. Submitted pricing will reflect a per-task basis, and tasks will be scheduled and completed independently.
2.1 Replace Evapco cooling tower S/N 9-368035, model LRW-29-2-2. Unit is located on north side of building 1.
2.1.1 Replacement cooling tower must include factory-mounted, weatherproof water treatment system. Installation will also require extension of a sanitary line from building 1 for drainage.
2.1.2 Replacement cooling tower must include installation of a Variable Frequency Drive (VFD) and subsequent connection to the local Building Automation System (BAS).
2.1.3 Flush return and supply piping.
2.1.4 Replace return and supply piping, as needed.
2.1.5 Replace pumps, valves, expansion joints, and strainers in room N74A.
2.1.6 Install pressure gauges and temperature gauges on supply and return piping.
2.1.7 Seal all penetrations.
2.1.8 Insulate supply and return piping.
2.2 Replace Liebert cooling unit S/N N08K740270, model BU067A-CAE14793. Unit is in room E38.
2.2.1 Replacement cooler must include installation of a VFD and subsequent connection to the local
BAS.
2.2.2 Flush and re-insulate refrigerant line sets.
2.2.3 Seal all penetrations.
2.3 Replace Liebert cooling unit S/N 143224A, model FE116G-C00. Unit is in room W59.
2.3.1 Replacement cooler must include installation of a VFD and subsequent connection to the local
BAS.
2.3.2 Replace circulator pumps, valves, flow switch, and expansion tank.
2.3.3 Flush Refrigerant line sets.
2.3.4 Insulate Refrigerant line sets.
2.3.5 Seal all penetrations.
2.4 Install new or replace multi head mini split air conditioners. Units are in rooms N130, N131, N132, N133, N134, N135, N136, N137, N138, N139, N140, N142.
2.3.1 Flush refrigerant line sets on existing units being replaced.
2.3.2 Outdoor units must have a service outlet and a disconnect at each unit.
2.3.3 Indoor units must have a condensate pump
2.3.4 Outdoor units and indoor units must be numbered with location.
2.3.5 All indoor units must have a shut off switch.
2.3.6 All roof penetrations must be sealed. Sealant must be compatible with TREMCO roofs
2.5 Replace existing multi head mini split units to rooms E621, E601, E603, E620, E619, E604, E605, E606, E607, N650, N651A, N652A, N651, N652.
2.4.1 Flush refrigerant line sets on existing units being replaced.
2.4.2 Outdoor units must have a service outlet and a disconnect at each unit.
2.4.3 Indoor units must have a condensate pump
2.4.4 Outdoor units and indoor units must be numbered with location.
2.4.5 All indoor units must have a shut off switch.
2.4.6 All roof penetrations must be sealed. Sealant must be compatible with TREMCO roofs.
2.6 Furnish and install 60’ TPA rooftop walkway mats. Exact paths to be discussed with COR upon installation.
3.0 PROJECT DELIVERABLES
All work (including warranty) will be performed with pre-approved interruption of associated air handling equipment. All work shall be coordinated with the Contracting Officer’s Representative (COR) and maintenance supervisor at least two weeks in advance of delivery.
Contractor shall conduct site visit prior to submitting pricing.
Contractor shall submit a safety plan outlining procedures/guidelines per OSHA requirements.
All material and equipment shall be submitted for VA review prior to the start of work.
All work to be in accordance with specifications. Hot work permits are required each day prior to brazing or welding operations
Attached to this package are a general overview of specifications for the project, not be considered all inclusive.
4.0 PERFORMANCE REQUIREMENTS
All work will be performed between the hours of 7:00am to 3:30 pm Monday thru Friday, excluding federal holidays and weekends. Off hours and weekend work will be allowed to accommodate utility/service outages, but as all units to be replaced are already out of service, VA does not anticipate utility outages.
All work shall be in accordance with the system manufacturer specifications and requirements.
Contractor must follow manufacturer recommendations on installation.
Vendor shall comply with all OSHA Safety Guidelines.
Contractor shall supply VA with as-builts of how the system was installed. Sizes, elbows, offsets etc. must be shown.
All O&M manuals shall be turned over at the completion of work, and contractor shall brief maintenance staff on the operation and maintenance of the equipment.
The period of performance (PoP) of this contract once mobilized is 45 calendar days. If additional time is needed (HVAC unit lead times vary wildly), contractor shall work with COR and Contracting Officer (CO) to find a more suitable PoP.
All installed work and equipment to be in accordance with VA standards, manuals and design guides -https://www.cfm.va.gov/til/index.asp.
If conflict exists between manufacturers recommendations and VA TIL specifications, the more stringent standards will take precedence.
5.0 CONTRACT REQUIREMENTS
Contract shall be a firm and fixed price.
Contractor will provide one-year warranty on all work.
Electrical work will be performed in accordance with the latest published edition of NFPA 70 and any related NFPA codes or VA design guides that apply.
HVAC Ductwork altered or installed by this project will be sealed to ASHRAE/SMACNA class A.
Any changes in the contract shall be brought to the attention of the CO. Though the COR will be the main point of contact for VA, only the CO and has authority to modify the contract in any way, and to obligate any funds on behalf of the government. COR has no such authority.

6.0 CONTRACT DELIVERABLES
Installation of three complete 100% functioning systems with all components, testing and training included.
