Proposal Format and Submission Instructions :
(a) Proposals, signed by an official authorized to bind the offeror, shall set forth full, accurate, and complete information as required by this solicitation. Failure to furnish full and complete information requested may cause an offer to be determined unacceptable.
(b) In responding to this two-phase solicitation, offerors must prepare and submit the following documents, which constitute the offeror's complete proposal:
Phase 1:
(1) Standard Form 1449, cover page containing offeror fill-ins;
(2) Signed acknowledgement copy of solicitation amendments (if any);
(3) Phase 1 documents, in accordance with the Comparative Evaluation document, will include: Technical Capability and Compliance with USGS/NIST/Pearce and International Standards, Narrative Technical Approach, and Past Performance;
Phase 2:
(1) Upon completion of Phase 1 evaluations, successfully performing contractors will be invited to participate in Phase 2. A separate Statement of Work specific to sample analysis evaluation will be provided to contractors, who will then provide pricing for the analysis.
(2) Phase 2 documents, in accordance with the Comparative Evaluation document, will include: Accuracy and Precision to Legacy Data, delivery schedule, and Exhibit A: Pricing Sheet.
(3) Statement of Exceptions and Conditions. Provide a listing of any exceptions, conditions, clarifications or other potentially conflicting interpretations of contract clauses, specifications, or other requirements that the offeror makes in the proposal. The listing should identify the nature of the exception or condition and provide a cross-reference to the location in the technical, business, or other part of the proposal where the exception or condition is more fully described or explained.
Comparative Evaluation:
The solicitation will be conducted in two phases. Phase 1 will require contractors to show that their laboratory’s Technical and Analytical Capabilities can produce good analyses of USGS and International Standards. It also requires an explanation of the practices and procedures used in the laboratory for sample processing (Narrative Technical Approach), as well as providing relevant past performance. Contractors with technical and analytical capabilities determined to meet USGS requirements and satisfactory past performance will be invited to participate in Phase 2 of the solicitation requirements: Accuracy and Precision to Legacy Data, Delivery Schedule, and Price.
Evaluation of Quotations and Submission Instructions. It is the prospective contractor’s responsibility to submit sufficient information to allow a meaningful evaluation in each of these areas. Failure to do so will negatively impact our evaluation of your quotation.
A. Overview. The Government may perform a comparative evaluation (comparing offers to each other) to select the contractor that is best suited and provides the best value, considering the evaluation factors in this solicitation. The following factors will be used to evaluate quotations:
140G0323Q0002 Page 4 of 22
• Technical Capability and Compliance with USGS/NIST/Pearce and International Standards
• Narrative Technical Approach
• Past Performance
• Accuracy and Precision to Legacy Data

Phase 1:
(1) Non-Price Factors:
(a) Technical and Analytical Capability using USGS and International Standards.
Prospective contractors will provide analytical results of X-ray fluorescence (XRF) and inductively coupled mass spectrometry (ICPMS) analyses of the USGS and International instrument calibration standards used by their laboratory. Analytical results will be provided on an excel spreadsheet with concentrations of major and minor elements in weight percent and trace and rare earth elements in parts-per million or parts-per-billion (ppm and/or ppb).
(b) Narrative Technical Approach. Prospective contractors will describe their capabilities, scope of their services, and how the USGS stated objectives and Statement of Work requirements will be fulfilled. Essentially, how will the work be planned, carried out, and tracked? Explain how the analytical results will be produced. Narrative will address the following practices at a minimum:
i. Sample Submission: The laboratory will be required to provide a detailed description of the sample submission process, including:
a) Sample condition: What degree of pre-processing is required? (For example:
Does the lab accept samples in whole rock, chipped and powdered forms?)
b) Sample submission: How are sample submissions handled? (For example: Does the lab provide an online portal for sample submission, what shipping methods are accepted?)
c) Order tracking: How will the USGS Volcano Science Center scientists and technical liaison be informed of orders received and completed? If unexpected situations arise (e.g., unexpected sample processing delays), how will those be communicated?
d) How will the data be delivered to the scientists?
ii. Grinding Methodologies and Materials: The laboratory will be required to provide a detailed description of the following:
a) What types of equipment are used for sample chipping and pulverizing, and what are they made of (For example: hardened steel, tungsten carbide, agate)?
b) How does this lab conduct its sample processing?
Explain all processing steps used to turn a rock sample into an XRF and ICPMS sample.
c) How is sample fractionation prevented during processing?
d) What is the smallest sample size that your laboratory is capable of analyzing?
Please provide answer in grams.
iii. Cross-Contamination Prevention: The laboratory will be required to provide a description of the established cleaning protocol for all processing equipment and for the lab environment in which the processing is done.
140G0323Q0002 Page 5 of 22
Please limit this narrative to no more than ten (10) single-sided pages with normal size font and spacing (i.e. not less than 10 point, not less than single spacing with normal paragraph, line, and page breaks).
(c) Past performance. Past Performance is the measure of how well the prospective contractor has performed similar work before. Recent and relevant past performance within the last five years is preferred. Please provide information concerning previous customers or clients’ evaluation of your recent and relevant performance, to include named references, contract numbers and amounts, and point of contact information (phone/email) as applicable. We may utilize your provided references; government past performance databases; and reserve the right to use any other source of past performance or customer references information available.
Phase 2:
(1) Non-Price Factors:
(a) Accuracy and Precision to Legacy Data. Contractors will be required to analyze a suite of volcanic rocks provided by VSC, using USGS and select international standards, within the timeframe expected by the contract (3 – 8 weeks). The results of these analyses will be reviewed comparatively to prior (legacy) analyses to assure the laboratory awarded the contract is capable of providing chemical analyses with the closest accuracy and precision to the legacy data. Samples to be analyzed by the lab are a set of (20) volcanic samples ranging in composition from low silica basalt to high silica rhyolite, including two hydrothermal samples. The suite of samples to analyze will be submitted to the prospective laboratories either as powders, chips, or whole rocks. The laboratory will conduct XRF analyses of the major and minor element concentrations (reported in weight percent), including loss on ignition (LOI) values, as well as conduct ICPMS analyses of trace and rare earth element concentrations (reported in ppb or ppm). Contractors are required to return samples after analyses are complete.
Upon invitation to Phase 2, a separate Statement of Work specific to Phase 2 will be provided and contractors shall be prepared to provide pricing for the Accuracy and Precision to Legacy Data sample analysis evaluation.
The Government will use the appropriate instrument (Purchase Order or Government Charge Card) to pay for the sample analyses.
(b) Delivery Schedule. Laboratories providing fast turnaround times are best suited to USGS project requirements, therefore laboratories will provide projected time ranges for analytical turnaround time of both standard and rushed samples.
(2) Price Factor:
(a) Regarding price, it will be a firm-fixed price award. Pricing should be submitted separate and apart from the non-price submissions using the attached Exhibit A: Pricing Sheet.
B. Comparative Evaluation/Best-Value Selection. The evaluation will result in an evaluated price for each quotation (price factor), and an evaluated “most advantageous” quotation for each of the non-price
140G0323Q0002 Page 6 of 22 factors (non-price factors). Subsequently we will perform a comparative evaluation between the price and non-price factors to determine the offer that is most advantageous to the government for award.
Note that our comparative evaluation and judgement as to which quotation offers the best value to the government, price and non-price factors considered, is necessarily subjective in nature. It should also be noted that the comparative evaluation may result in award to a superior technical proposal that is not the lowest price.

U.S. Geological Survey Volcano Science Center
Statement of Work
I. GENERAL INFORMATION
A. Introduction.
The U.S. Geological Survey (USGS) requires a laboratory vendor to provide geochemical analytical services. The vendor will provide major and trace-element rock sample geochemical analyses via two methodologies: the X-ray fluorescence method (XRF with the option of LOI) and the inductively coupled plasma mass spectrometer method (ICP-MS). Both will be done according to established USGS sample processing protocols. Additionally, the vendor is to provide the USGS with data that is consistent with Volcano Science Center's legacy data.
B. Background.
The geochemical data provided under contract for X-ray fluorescence (XRF) and inductively coupled plasma-mass spectrometry (ICP-MS) analyses are essential to the work done by Volcano Science Center (VSC) geologists and has been relied upon for decades to fulfill our mission work.
These analyses provide data on the composition of rock samples that are critical in making geologic maps and in constructing eruptive histories of volcanoes. These data are used by VSC geologists to assess potential hazards posed by particular volcanoes, including eruption frequencies, types of eruptions, eruption durations and more. All of this information is fundamental to the many types of publications produced by the Volcano Science Center that inform emergency response planning and the general public about volcanoes and the hazards they pose.
Continuity of our data as we change analytical providers has long been a challenge, as VSCs mission goal requires our current data to be consistent with legacy data. Processing of samples must be consistent with USGS requirements to maintain the high quality, accuracy, and precision of our chemical database (or provide improvement), and to provide consistency with prior analyses.
C. Scope.
1. The laboratory will provide chemical analyses of rock samples by the X-ray fluorescence method for USGS Volcano Science Center (VSC) scientists. Each sample analysis will determine and report the weight concentrations of at least 29 major and trace elements (Si, Al, Ti, Fe, Mn, Ca, Mg, K, Na, P, Sc, V, Ni, Cr, Ba, Sr, Zr, Y, Rb, Nb, Ga, Cu, Zn, Pb, La, Ce, Th, Nd, U). Major element concentrations will be reported as oxides: SiO2, TiO2, Al2O3, total Fe as either FeO or Fe2O3, MnO, MgO, CaO, Na2O, K2O, P2O5.
Concentrations of the remaining elements are to be reported as weight parts per million (ppm).
2. The laboratory will also provide inductively coupled plasma mass spectrometer (ICP-MS) chemical analyses of the weight concentrations of 27 elements for selected rock samples, as requested by VSC scientists. Elements to be measured and reported include the 14 rare earth elements (REE: La, Ce, Pr, Nd, Sm, Eu, Gd, Tb, Dy, Ho, Er, Tm, Yb, Lu) and Ba, Th, Nb, Y, Hf, Ta, U, Pb, Rb, Cs, Sr, Sc, Zr.
3. As requested, samples will be analyzed for loss on ignition (LOI: percent weight change upon heating above about 950° C, for sufficient time for sample weight to stabilize), with LOI results included along with major element concentrations.
4. Samples can be submitted as hand samples, picked chips, or ground powders for no difference in price and will be ground by contract lab personnel (if necessary). Lab must be able to process sample sizes as small as 1.5 grams, additional charge for processing small sample sizes is acceptable. The lab will provide the following options of types of grinding equipment used to process rock samples: agate, tungsten carbide, 140G0323Q0002 Page 8 of 22 hardened steel, or alumina (99.5 weight %) to be specified by the requestor. Processing methodologies must not fractionate the samples, and equipment and environment must be cleaned thoroughly between samples to ensure no cross-contamination. Excess sample will be returned for no extra charge.
II. WORK REQUIREMENTS
A. Technical Requirements.
1. Samples will be sent to vendor by any delivery service (US mail, UPS, FedEx, etc.). Samples received as rock or powder are prepared for analysis by chipping, grinding to a very fine powder, weighing with di-lithium tetraborate flux, fusing at 1000° C in a muffle oven, and cooling to glass; the glass bead is then reground, refused, and polished to provide a non-contaminated, smooth flat analysis surface.
2. Samples are analyzed for major and trace element concentrations by an X-ray fluorescence spectrometer yielding consistent research-grade precision and accuracy (precision of ca. 1% relative for major oxides, ca. 5-10% relative for trace elements), and/or by an ICP-MS quadrupole mass spectrometer that provides data precision from ppm (parts-per-million) to ppb (parts-per-billion).
3. The laboratory will maintain records of standardization results establishing analytical accuracy and precision, including international rock standards analyzed as unknowns, and will provide tabular summaries of such results to the USGS annually.
B. Criteria for acceptance of service.
Contractor’s service will be measured by the following criteria:
1. Analytical data of rock samples by XRF and ICPMS methods must remain at stated level of accuracy and precision.
2. Sample processing must be free of cross-contamination and fractionation effects.
3. Processing must be consistent with USGS requirements to maintain consistency (or provide improvement) on the accuracy and precision of prior analyses.
4. Pricing must be maintained as specified in the contract.
5. Turn-around time of analytical results should stay within the contract parameters
6. Results should be delivered to individual scientists in an excel spreadsheet.
C. Deliverables.
1. Results will be reported in an Excel spreadsheet via email to individual USGS requestors upon completion of each batch of submitted samples. A reasonable turnaround time is expected, (typically 3- 8 weeks for a batch of 50 samples).
2. Rush analyses will be available upon request with short turnaround time (<2 weeks).
*Contractors are required to return samples after analyses are complete. *

(a) Any supplies and services to be furnished under this contract shall be ordered by issuance of delivery orders or task orders by the individuals or activities designated in the Schedule. Such orders may be issued from date of award through five years thereafter.
(b) All delivery orders or task orders are subject to the terms and conditions of this contract. In the event of conflict between a delivery order or task order and this contract, the contract shall control.

(b) Maximum order. The Contractor is not obligated to honor --
(1) Any order for a single item in excess of $50,000.00;
(2) Any order for a combination of items in excess of $50,000.00; or

(c) If this is a requirements contract (i.e., includes the Requirements clause at subsection 52.216-21 of the Federal Acquisition Regulation (FAR)), the Government is not required to order a part of any one requirement from the Contractor if that requirement exceeds the maximum-order limitations in paragraph (b) of this section.
(d) Notwithstanding paragraphs (b) and (c) of this section, the Contractor shall honor any order exceeding the maximum order limitations in paragraph (b), unless that order (or orders) is returned to the ordering office within 10 days after issuance, with written notice stating the Contractor’s intent not to ship the item (or items) called for and the reasons. Upon receiving this notice, the Government may acquire the supplies or services from another source.

The Contractor shall furnish to the Government, when and if ordered, the supplies or services specified in the Schedule up to and including the quantity designated in the Schedule as the “maximum.” The Government shall order at least the quantity of supplies or services designated in the Schedule as the “minimum.”
