About this file

This is a Scope of Services document for a Request for Proposals (RFP) issued by the City of Fort Worth, Texas for an Online Backflow Testing Management Solution. The City seeks a qualified vendor to provide a comprehensive, cloud-based compliance management platform combined with implementation services and ongoing operational support for managing backflow prevention assemblies across the water system. The solution must support secure online submission of test reports by certified testers, automate customer notifications and compliance workflows, validate tester qualifications and calibration records, and provide real-time reporting and analytics. The City currently maintains records for approximately 50,000 backflow prevention assemblies located at approximately 15,000 facilities, with anticipation of integrating an additional 40,000 or more residential assemblies in the future. The system must integrate with existing City systems including utility billing, work order management, GIS, customer communication platforms, and the MyH2O water management platform. The vendor must provide weekly implementation status reports, detailed implementation schedules, data migration procedures, testing and validation procedures, and customer communication transition plans. The selected vendor will be responsible for validating all submitted backflow test reports, maintaining tester qualification records, verifying insurance coverage and gauge calibration records, and providing real-time compliance reporting with customizable analytics.

Vendors must submit transparent, scalable pricing proposals based on the number of active backflow prevention assemblies, with separate identification of costs including initial implementation, data migration, system configuration, annual software licensing, hosting infrastructure, operational support, customer notification services, reporting, training, and cost per test report. The City has established a 30 percent Small Business participation goal, with vendors required to submit a Small Business Utilization Form and current certification from the North Central Texas Regional Certification Agency. Proposals will be evaluated on a "best value" basis across five criteria: cost (up to 35 points), approach to perform services (up to 20 points), qualifications and experience (up to 10 points), small business participation (up to 20 points), and ability to meet the City's needs (up to 15 points). Proposals receiving less than 50 percent of total available points, excluding price points, will not be considered for award. The vendor must comply with all federal, state, and local cybersecurity requirements, maintain data encryption and multi-factor authentication, and provide comprehensive audit logging. Upon contract termination, the vendor must provide complete export of all City data in a structured, machine-readable format, with the City retaining full ownership of all data and records generated under the contract.
