About this file
This file is a final draft application template for the Fiscal Year 2026 Competitive Highway Bridge Program (CHBP), administered by the Federal Highway Administration under the Department of Transportation. The CHBP is a discretionary grant program offering up to $350 million in FY 2026 cost-reimbursable funding to eligible states for highway bridge replacement or rehabilitation projects on public roads. Eligible states must have a population density below 115 individuals per square mile and either fewer than 26 percent of bridges in good condition or at least 5.2 percent of bridges in poor condition. States with greater than 14 percent of bridges in poor condition are guaranteed a minimum award of $32.5 million if they submit qualifying applications totaling at least that amount, while all states face a maximum award cap of $55 million. Eligible project phases must include construction, with applications potentially encompassing environmental clearance, preliminary engineering, and final design work; projects must demonstrate cost savings through bundling of multiple bridge projects.
The template establishes application requirements and submission procedures for prospective applicants seeking CHBP funding. Applicants must satisfy minimum non-Federal cost-share requirements to remain eligible for consideration. The Federal share of costs is governed by 23 United States Code Section 120. This template document provides the standardized format and guidance that eligible states must follow when preparing and submitting their FY 2026 CHBP applications to compete for available grant funding.

Fiscal Year 2026 Competitive Highway Bridge Program Application Template
This is the Application Template for Fiscal Year (FY) 2026 Competitive Highway Bridge Program (CHBP).
Submission of this Application Template is required as part of a complete application package. The Application Template, in conjunction with the allowable attachments and standard forms, must provide all information necessary for the U.S. Department of Transportation (DOT), Federal Highway Administration (FHWA) to determine if the project meets the eligibility requirements described in the Notice of Funding Opportunity (NOFO) Section B and to evaluate the criteria specified in NOFO Section F. FHWA will consider applications submitted without the completed template as incomplete and will not review the submission. FHWA encourages applicants to review the NOFO in its entirety to ensure their project is eligible and the application includes all required information and documentation.
Expand the response blocks as necessary but limit the total Application Template to a total of 25 pages not including attachments. [Applicants: delete instructions shown below in italic prior to submittal.]
