About this file

This is a New Mexico Resident Preference Information form establishing requirements for bidders and offerors on state and local contracts in New Mexico, specifically applicable to a re-bid for modular home contractor and construction services for teacher housing sites within a school district. The form mandates that all bidders and offerors must submit a valid Resident Preference Certificate issued by the New Mexico Taxation and Revenue Department with their bid or proposal to qualify for preference consideration. Eligible preferences include Resident Business/Contractor, Resident Native American Business/Contractor, Resident Veteran Business/Contractor, or Native American Veteran Business/Contractor designations, with certificates issued effective January 1, 2012.

The form specifies that preferences are not cumulative and bidders are entitled to only one preference category. For joint bids or proposals submitted by both resident and nonresident businesses, the resident business preference is proportionally reduced based on the percentage of contract work to be performed by the nonresident business, calculated as a percentage of total contract dollar amount. Failure to include a valid Resident Preference Certificate with the bid response will result in no preference being applied. Bidders seeking preference information and applications should contact the New Mexico Taxation and Revenue Department or visit www.tax.newmexico.gov. The form provides a template for joint bid submissions requiring identification of each firm, work location, and percentage of work performed compared to the total contract amount.
