The solicitation requests bids for medium-voltage pad-mounted electrical switches comprising seven 4-way air-insulated switches rated at 600 amperes continuous and 12.47 kV nominal voltage, and one 6-way solid dielectric switch with identical electrical ratings. All equipment must comply with IEEE, ANSI, and OSHA safety standards. Bids are due September 10, 2026 at 11:00 a.m. ET via the Bonfire electronic portal, with bid opening at 11:30 a.m. ET the same day via Microsoft Teams. Written questions were due August 17, 2026. The University reserves the right to award to a single vendor for all line items or make separate awards to different vendors.
The addendum clarifies critical specifications and addresses vendor inquiries regarding manufacturer approvals, authorized reseller requirements, subcontractor identification, and delivery timelines. Pricing shall include all shipping, delivery, handling, and assembly costs delivered FOB Destination to 1200 Murchison Road, Fayetteville, North Carolina 28301, with delivery required within 120 consecutive calendar days after purchase order receipt, though this timeline may be waived at the discretion of the procuring agency. Equipment warranties must cover a minimum of 24 months from the date of operation or the manufacturer's warranty, whichever is longer, with optional extended warranties available for an additional two years. Vendors must be North Carolina registered and in good standing, provide three customer references for exact equipment models offered, and demonstrate financial stability through certification. No estimated contract value, set-asides, or incumbent contractor information is identified in the solicitation.

M1. ATTACHMENT I, CAMPUSWIDE UTILITY INFRASCTRUCTURE PACKAGE B- SWITCH EQUIPMET
PREPURCHASE PACAKAGE PROJECT SPECIFICATIONS
CLARIFICATION FOR 6-WAY PAD MOUNTED SOLID DIELECTRIC SWITCH
o Section 261329.2 of the specification requires a single solid dielectric padmounted switchgear with six ways. One way will be a load break switch (utility input), and the other five will be fault interrupter ways (campus distribution protection).
o The load break switch will interface with the utility input, while the five fault interrupter ways will be used to protect the downstream distribution equipment and cables. Two fault interrupters will be used for the west campus loop, an additional two will be used for the east campus loop, leaving a single spare way to give flexibility for future campus development.
3. FOLLOWING ARE QUESTIONS RECEIVED REGARDING THE SOLICITATION AND THE STATE’S ANSWERS TO THE
QUESTIONS.
Q # DOCUMENT
SECTION VENDOR QUESTION RESPONSE
1 Specifications Could you please clarify whether the listed manufacturers are the exclusive approved sources, or if alternative brands of equal quality will be considered?
The manufacturers listed in the specification are not necessarily the solely approved sources for the equipment. Consideration may be extended to manufacturers whose products meet the project application and
Solicitation Number: 58-IFB2720001 Page 2 Addendum Number: 1 comply with all requirements outlined in the specification.
2 Section 4.11, References/Past Performance
If the prime Vendor has not previously supplied the exact model of equipment offered, may the Vendor satisfy the three-reference requirement using the past performance and customer references of a proposed subcontractor that has supplied the exact model, provided the subcontractor is identified in the bid and will support performance of the contract?
Yes, the three-reference requirement may be waived if all conditions outlined below are met:
Prime Vendor has fewer than three previous instances of supplying the model of equipment proposed. Equipment in a manufacturer’s product-line that have variations in catalog numbers due to features that are optional or cosmetic in nature, or due to added suffixes to catalog numbers, are not considered distinct models. For example, S&C’s PME-9 or Federal Pacific’s PSE-9 will be considered as models, irrespective of specific catalog number variation.
Past performance and customer references of a proposed subcontractor are used to supplement Prime Vendor’s quantity of references due to lack of experience supplying the proposed model of equipment.
Minimum quantity of references is three.
Prime Vendor shall supply all references to the extent of their experience, and then the references of the proposed subcontractor may be appended. All supplemental references are to be from a single subcontractor.
Proposed subcontractor is identified in the bid and supports performance of the contract.
3 Section 4.6, Authorized Reseller:
Will a manufacturer authorization letter issued specifically for this procurement satisfy the authorized reseller requirement, or must the Vendor have an existing reseller/dealer agreement with the manufacturer?
An authorization letter from the manufacturer that specifically identifies this procurement will satisfy the authorized reseller requirement if the Vendor does not have a current reseller/dealer agreement with the manufacturer. The Using Agency (Fayetteville State University) and the bid number is to be indicated on the authorization letter from the manufacturer.
4 Section 4.6, Manufacturer Authorization:
If the equipment is sourced through an authorized distributor, what documentation is required to satisfy the manufacturer authorization requirement?

Alternatively, the document outlined in the response above may be provided satisfy this requirement.
Solicitation Number: 58-IFB2720001 Page 3
5 Section 5.0 / Attachment I, Equipment:
May Vendors offer any of the manufacturers/models identified in Attachment I, provided the proposed equipment meets or exceeds all required specifications?
See response to Question #1. Additionally, the procured models for each line item must be from a single manufacturer (the full quantity of products in a line item shall be sourced from a single manufacturer).
Procured equipment in separate Line Items may be produced by distinct manufacturers.
6 Scope: Please confirm that this solicitation is for the purchase and delivery of the specified switch equipment only and that offloading, field testing, installation, electrical connections, and commissioning are not the Vendor’s responsibility?
This solicitation is for the purchase and shipping of the indicated equipment. The Vendor will be responsible for the purchase of the approved equipment, the shipping of the equipment to the job site (Fayetteville State University’s campus or an agreed upon NC bonded warehouse), provision of pallets for the switches to be stored on, product data, factory testing data, shop drawings, wiring diagrams, material test reports, operation and maintenance data, nameplates, ratings, factory labels, and connection diagrams. This solicitation is not for the following: the offloading of the equipment, the installation or field testing of the equipment, installation or procurement of medium voltage distribution cables, NFPA 70E Arc Flash Labels with system-specific short circuit or incident energy ratings, installation or procurement of cable accessories (dead break elbows, bushing adapters, tap plugs, insulated bushing caps, surge arresters), installation of items that is indicated as “field installed” or “ship loose” on approved wiring diagrams, or procurement of items indicated as “by owner” on approved wiring diagrams.
7 Section 4.5, Delivery
Will a bid be considered if the manufacturer’s current lead time exceeds 120 calendar days, or is the 120-day delivery timeframe a firm requirement?
The requirement for the 120-calendar day delivery is waived. Bids indicating maximum consecutive days between receipt and delivery more than 120 days will NOT result in the disqualification of a bid. However, bids that do not contain a value for the maximum number of consecutive days between receipt and delivery in Section 4.5 Delivery will not be considered. Promptness of delivery may be used as a factor in the award criteria.
8 Section 4.16, Subcontractors:
If a manufacturer or distributor is only supplying the equipment and/or providing manufacturer warranty support, must that company be identified as a subcontractor?
