About this file
This document is a contract change notice file containing fourteen sequential change notices to Michigan State Police Contract No. 551B7700006 between the State of Michigan, Michigan State Police, and contractor Arrowhead Scientific, Inc. (later assumed by Thomas Scientific following an acquisition in October 2023). The contract involves the supply and management of forensic evidence collection kits and related services for law enforcement and medical facilities throughout Michigan.
The contract covers three primary product categories: Sexual Assault Evidence Collection Kits (SAEKs), Blood/Urine Alcohol Test Kits, and DNA Database Collection Kits. Pricing is quoted on a per-case basis with firm pricing for the initial three-year period, with annual adjustments thereafter as approved by the State Administrative Board. Current pricing includes $137.80 per case for SAEKs (10 kits per case), $31.50 per case for Blood/Urine Alcohol kits (6 kits per case), and $394.00 and $157.60 per case for DNA Database Collection Kits in 50-kit and 20-kit configurations, respectively. Beginning in November 2022, the contract expanded to include storage and distribution services for SAEKs at $78.45 per case. The contract operates on a Net 45 payment term with F.O.B. destination delivery and all transportation costs borne by the contractor. The initial contract term ran from September 1, 2017, through August 31, 2020, with seven one-year renewal options. As of the most recent change notice (effective September 1, 2025), the sixth option year has been exercised, extending the contract through August 31, 2026, with an estimated aggregate contract value of $3,618,221.35. The contract includes no set-asides and requires the contractor to fulfill orders within specified timeframes, maintain inventory compliance, and utilize Michigan's Track-Kit system for tracking kit distribution and serial numbers.

Storage and Distribution of Sexual Assault Evidence Collection Kits
STATEMENT OF WORK
BACKGROUND
Standardized sexual assault evidence collection kits (SAEKs) are provided to hospitals, police agencies, rape crisis centers, and other medical facilities throughout the State of Michigan for the purpose of collecting and preserving forensic evidence in cases of sexual assault. The Contractor will serve as the storage center for newly manufactured SAEKs, the point of contact for medical facilities and police agencies to request shipment of SAEKs, and the distributor of the kits based on the requests received.
Michigan Public Act No. 318 of 2014 requires the establishment and use of a statewide SAEK tracking system. Along with medical facilities, law enforcement, and the laboratory, manufacturers and distributors of SAEKs will be expected to comply in using the system. The Contractor will use the system to document the manufacture of SAEKs, as well as their distribution to medical facilities.
SCOPE
The Contractor will serve as the storage center for newly manufactured SAEKs, the point of contact for medical facilities and police agencies to request shipment of SAEKs, and the distributor of the kits based on the requests received. Tracking of the SAEK serial numbers, number of SAEKs requested by facility/agency, and the destination facility/agency of each shipment of kits must be documented. When available, this will be documented using the STACS Track-Kit system.
REQUIREMENTS
1. General Requirements
1.1. Product Specifications
The Contractor must provide Deliverables/Services and staff, and otherwise do all things necessary for or incidental to the performance of work, as set forth below:
SAEK Storage:
• 550 cases of SAEKs, each containing 10 kits, are produced annually
• SAEKs are to be stored in a climate-controlled, dry, enclosed, and secure facility.
The Contractor must contact the Michigan State Police (MSP) Forensic Science Division (FSD) Program Manager in writing, via email, within two business days when inventory falls below 50 cases.
Ordering Point of Contact:
• The Contractor will receive orders for shipment of SAEKs, currently through the submission of form, and eventually through the Track-Kit system. Medical facilities and police agencies currently submit orders via a standardized form (FSD-056). Forms may be received by e-mail or by fax.
• The Contractor will be expected to comply with utilization of the web-based system for tracking the number of SAEKs received from the manufacturer, the serial numbers of the SAEKs received, the serial numbers of the SAEKs shipped to medical facilities and police agencies, and the destination facilities/agencies of the SAEKs to be shipped. The MSP FSD will arrange for Contractor training on the usage of the system.
SAEK Distribution:
Version (6/2016) 17
• The Contractor must be able to ship cases of SAEKs to any requesting medical facility or police agency in the State of Michigan.
• SAEK order receipt confirmation must be provided to the medical facility or police agency via automated response within 48 hours.
• SAEK orders must be filled within three business days from receipt of order.
• The Contractor must reply to inquiries regarding SAEK distribution within two business days from receipt of inquiry, referring inquiries to the MSP FSD when necessary.
• SAEKs are only shipped by the case, and cases must not be broken up to ship less than a full case.
• Any orders received via the FSD-056 form must be accounted for in the Track-Kit system.
Distribution Tracking and Inventory Records:
• The Contractor must work in conjunction with the MSP Grants and Community Services to populate manufactured SAEKs into the Track-Kit system, as well as assigning unique passwords prior to the distribution of any newly manufactured kits.
• The Contractor must contact the MSP FSD Program manager in writing, via email, within two business days when inventory falls below 50 cases, or if a shipment of SAEKs is damaged upon receipt by the medical facility or police agency.
2. Service Levels
2.1. Time Frames
All Contract Activities must be delivered within three business days from receipt of order. The receipt of order date is pursuant to Section 2, Notices, of the Standard Contract Terms.
2.2. Delivery
Delivery will be expected within three business days upon receipt of order. Delivery will be made to the listed address of the facility/agency submitting the order.
2.3. Reporting
Reporting will be done quarterly or in conjunction with invoicing and will include the number of cases remaining in inventory, the number of cases distributed during the reporting period, the agencies/organizations which requested kits during the reporting period, and the number of cases distributed to each those agencies/organizations. Reporting will no longer be necessary when the receipt of orders is fully implemented using Track-Kit system. The Contractor is subject to audits for compliance as conducted by the MSP Grants and Community Services Division and the Michigan Department of Health and Human Services.
