Vendor Question State’s Response two SMC2 condensers, and two 10-cubic-inch compressors. 28' LTV:

TA73HP rear evaporator plus FM55 flush-mounted evaporator, SMC3L plus SMC2 condensers, and one 15-cubic-inch plus one 13-cubic-inch compressor.

3.9.6 and 3.9.12 through 3.9.15

Continued:

The complete-system capacities include the contribution of the OEM driver’s dash air-conditioning system identified as Evaporator #1 in Section 3.9.10. The auxiliary passenger systems are separately controlled and sized based upon the actual interior dimensions, floor plans, passenger layouts, and expected thermal loads of the vehicles offered. The proposed 28-foot configuration provides combined evaporator airflow of approximately 2,422 CFM and therefore meets the Section 3.9.15 airflow requirement.

The TA77 proposed for the 23'/25' layouts is rated at 2,220 CFM at zero static rather than the nominal 2,400 CFM stated for the basis-of-design evaporator. The proposed condenser arrangements also differ from the single three-fan condenser configuration described in Section

3.9.13. The 23'/25' configuration

uses two SMC2 condensers, providing four condenser fans and greater combined heat-rejection capacity than the named basis-of-design condenser. The 28' configuration uses one SMC3L three-fan condenser together with one SMC2 two-fan condenser to support the dual-compressor system and the higher sensible and latent cooling load. Trans/Air’s proposed systems use matched evaporator, compressor, and condenser configurations selected to meet or exceed the vehicle-level cooling performance required by Section

3.9.6 at 95°F ambient temperature and 80% relative humidity. Complete HVAC performance under these conditions depends upon evaporator effectiveness, refrigerant mass flow, compressor capacity, condenser heat-rejection capacity, sensible and latent heat removal, and passenger-

9 2.3.2

2.3 Body Type B : 2.3.2 (page 72) :

We respectfully request a deviation from Section 2.3.2 requiring a fully welded body structure, as the Micro Bird design utilizes a combination of corrosion-resistant mechanical fasteners and advanced MMA structural adhesive to create a fully integrated body cage that meets or exceeds the intent of the specification in terms of strength, rigidity, and durability. This construction method provides superior performance over welded structures by ensuring continuous bonding (versus intermittent welds), improved vibration and fatigue resistance, and elimination of heat-affected zones that can lead to corrosion or structural weakness, while also delivering consistent, repeatable manufacturing quality independent of operator variability.

The structure incorporates high-strength materials such as aluminum, stainless steel, and galvanized steel, along with one-piece structural components and extrusions that enhance load

Page | 7

Solicitatio n Section

Vendor Question State’s Response distribution and rigidity, and has demonstrated proven performance with bonding strength of at least 1,200 psi, fasteners rated up to 5,000 N, and sidewall structures capable of withstanding loads up to 20,000 lbs. Additionally, the design fully complies with applicable FMVSS standards, including FMVSS 221, 216, and 222, and offers significant lifecycle advantages such as improved corrosion resistance, reduced maintenance, and easier repairability; therefore, this mechanically fastened and adhesively bonded structure should be considered an equal or superior alternative to the specified welded construction.

10 2.3.3

2.3 Body Type B : 2.3.3 (Page 72) :

We respectfully request a deviation from Section 2.3.3 requiring a jig-welded steel cage constructed from uniform steel tubing, as the Micro Bird body structure incorporates a fully unitized structural cage engineered through a combination of one-piece galvanized steel roof bows, longitudinal extrusions, and reinforced structural members mechanically fastened and adhesively bonded into a continuous framework. While not composed of welded 1½" x 1½" steel tubing, this design achieves the same functional objective of a unified load-bearing structure by ensuring effective load transfer throughout the body, including around all doors, windows, and openings, through integrated stringers, headers, and sidewall reinforcements. The use of mixed corrosion-resistant materials such as aluminum, stainless steel, and galvanized steel, combined with continuous bonding and fastening, provides optimized load distribution, reduced weight, and superior corrosion resistance compared to traditional all-steel welded cages, while maintaining proven structural performance and full compliance with applicable FMVSS standards. As such, the proposed design delivers an equivalent or superior unitized body structure and should be

Vendor Question State’s Response accepted as meeting the intent of the specification.

11 2.3.10

2.3 Body Type B : 2.3.10 (Page 73) :

We respectfully request a deviation from Section 2.3.10 regarding the prohibition of riveted exterior panel fastening, as the Micro Bird body utilizes a fully engineered bonded panel system combining high-strength MMA structural adhesives with corrosion-resistant mechanical fasteners to ensure long-term structural integrity and durability. In this design, the adhesive provides the primary continuous structural bond along all panel joints, creating a seam that is resistant to water intrusion and capable of distributing loads across the full joint length, while mechanical fasteners serve as controlled clamping and retention elements rather than the primary means of attachment. These fasteners are not standard pop rivets but are high-strength structural blind fasteners with defined mechanical properties, including shear and tensile performance, ensuring consistent and reliable structural performance. The structural adhesives used are specifically designed for bonding galvanized steel and multi-material assemblies, offering high shear strength, impact resistance, and excellent durability under environmental exposure as demonstrated in the attached technical data sheets (H8600-EN and H8500-EN). In addition, the integrity of these bonded joints is validated through compliance with FMVSS 221 body joint strength requirements, as outlined in the attached certification (3. & 4. 2025 Compliance FMVSS Ford E-Series), confirming that the system meets federally recognized standards for structural performance and durability.

Furthermore, all exterior panels are installed with proper joint design, sealing, and integrated water management features to effectively shed water and prevent moisture or dust intrusion into the vehicle. This proven bonded construction methodology, using structural-grade

Page | 9

Solicitatio n Section

Vendor Question State’s Response fasteners and continuous adhesive bonding, provides equal or superior performance compared to traditional fastening methods and should therefore be accepted as meeting or exceeding the intent of the specification.

12 2.3.7

2.3 Body Type B : 2.3.7 (Page 73) :

We respectfully request a deviation from Section 2.3.7 requiring the entire body frame to be constructed from galvanized steel tubing and the application of galvanizing primer on welded joints, as the Micro Bird structure utilizes a multi-material corrosion-resistant design that meets or exceeds the intent of the specification. Rather than relying solely on galvanized steel, the body structure incorporates aluminum, stainless steel, galvanized steel, and fiberglass components, all selected for their inherent corrosion resistance and durability, with engineered interfaces, coatings, and elastomeric barriers to prevent galvanic corrosion. In addition, the vehicle benefits from a comprehensive corrosion protection strategy including full undercoating meeting rigorous salt spray resistance standards and sealed structural assemblies to prevent moisture intrusion. As the primary structure is mechanically fastened and adhesively bonded with limited welding, the requirement for weld primer is largely not applicable. This integrated approach provides superior long-term corrosion protection, reduced maintenance, and extended service life compared to conventional all-steel frames;

therefore, the proposed design should be considered an equivalent or superior alternative that fulfills the intent of the specification.

2.4 Floor Construction 2.4.6 (Page

74) : We respectfully request a deviation from Section 2.4.6 regarding the requirement for 14-gauge rear wheel housings, as the Micro Bird design utilizes one-piece formed galvanized steel wheel housings manufactured from 16-gauge material (1.61 mm). While lighter than the specified thickness, the housings are engineered with formed geometry and reinforced features that provide adequate stiffness and resistance to deflection for their intended function. Wheel housings are non-primary structural components, and the selected material and design ensure sufficient durability under normal operating conditions, including operation on both smooth and rough terrain. The housings provide appropriate tire clearance, are fully treated for corrosion resistance, and are integrated into a design that has been proven in transit service. In addition, we can offer an alternative wheel housing constructed from 12-gauge aluminum, providing increased thickness, excellent corrosion resistance, and equivalent or superior durability compared to the specified steel construction. As such, the proposed configurations meet all functional requirements of the specification and deliver equivalent or superior performance, and should therefore be accepted as meeting the intent of the requirement

Approved

16 2.4.7

2.4 Floor Construction 2.4.7 (Page

75) : We respectfully request a deviation from the requirement for a single continuous piece of vinyl flooring with coving in the stepwell area, as the Micro Bird design utilizes high-quality flooring installed with heat-welded seams between step treads and risers to ensure a fully sealed and durable finish. While not constructed from a single continuous sheet, the heat-welding process creates a watertight, continuous bond at all joints, effectively preventing moisture and dust infiltration and providing a hygienic, easy-to-clean surface. This
