About this file
This is a U.S. Coast Guard Justification for Other Than Full and Open Competition for commercial products under FAR 12.102(a) and FAR Class Deviation 25-21 Rev. 1 for FAR Part 12. The Coast Guard seeks to procure 1,800 Anode Retaining Plugs (Part Number 68241, NSN 5342-00-463-5218) as components for the Ships Service Diesel Generator System on 154' Fast Response Cutter vessels. The estimated total contract value is $99,000.00, which falls over the micro-purchase threshold but below the simplified acquisition threshold (SAT).
The justification supports restricting competition based on brand name requirements, as Cummins Inc. is the original equipment manufacturer (OEM) of the specified part, and the reproduction manufacturing drawings, specifications, and technical data are proprietary and not available for purchase. Three suggested sources are identified: Cummins Inc. (Columbus, IN; UEI: DTSXKA2BGMD9), Cummins Power Systems, INC. (Glen Burnie, MD; UEI: DLG2CENKQXL1), and Diesel Specialists, LLC. (Baton Rouge, LA; UEI: TCERA7Q8C2A7). The document notes that vendors other than the OEM must provide documentation certifying that submitted parts are authentic to Cummins Inc. specifications and meet OEM standards for the 154' Fast Response Cutter vessels. The Technical and Requirements POC signed the justification on 03/24/2026, with the Contracting Officer's signature block present but not dated. No fair and reasonable price determination method was selected on the document.
