RFP #53-26-044 Addendum 2 - Advertising Services
This Addendum 2 document clarifies and supplements the Request for Proposal (RFP) for advertising services issued by the North Carolina State Ports Authority. The Authority is seeking a full-service advertising agency to develop, manage, and execute integrated advertising and communications campaigns supporting business and economic development initiatives. Services include market research, ad production, video production, digital media, collateral and sales materials, exhibits, print advertising in international and regional publications, website design and content management using WordPress, and public relations support. The revised proposal due date is Wednesday, August 19, 2026, at 4:00 PM ET, with public opening scheduled for the same date and time. The contract term is three years initially, with the anticipated effective date to be determined following award. Marie Humphrey (Marie.humphrey@ncports.com) serves as the point of contact for all RFP inquiries.
The annual advertising services budget is $500,000 all-inclusive, encompassing agency professional services, media placement, creative production, and pass-through costs, with historical allocation of approximately 50 percent to media buying. Media historically allocated approximately $100,000 to digital, $75,000 to print, and $50,000 to tradeshows and sponsorships annually, though this is re-evaluated annually. Pricing should be structured using hourly rates by category as detailed in Attachment A, though vendors are not expected to work exclusively on hourly basis and should include project estimates. No page limits or specific formatting standards apply to vendor response narratives. Biographies are acceptable in lieu of full resumes. References need not reflect similar budget size or scope, and public and private sector references will be weighted equally. Subcontractors identified in proposals will be reviewed during evaluation with final approval granted post-award. The current website platform uses WordPress CMS hosted by Nexcess, and vendors will have full back-end access for optimization and updates.

Questions & Answers:
RFP Section, Reference Vendor Question Answer
1 Section 1.1 (p.6) Is the $500,000 annual budget expected to remain consistent across the three-year initial term, or will it flex by year based on business forecasts?
While we are a profit-driven agency and the contract is subject to the business forecast, the contract is expected to be held steady at $500,000 for several consecutive years.
2 Section 2.4 RFP
Schedule (p.7)
Could you please clarify the proposal’s due date for this opportunity? The timeline lists the due date as Monday, August 18, however, August 18 falls on a Tuesday. Would you please confirm the correct due date?
Per Addendum 1, the RFP Schedule was revised. Due Date is Wednesday, August 19, 2026, at 4:00PM ET
3 Section 2.6 (p.8) If a vendor designates no information as confidential or proprietary, is a separate redacted copy still required?
No
4 Section 2.7(e) Proposal Contents
Proposal Contents Vendor Response and Proposal, we wanted to confirm two apparent cross-reference discrepancies: Should the reference to Specifications and Scope of Work be Section 5.2 rather than Section 5.0? Should the reference to SOS Verification be Section
4.11 rather than Section 4.12?
Section 5.0 provides general background and an overview. Section 5.2 contains the specific items and any specifications that vendors should respond to. Please use Section 5.2 when preparing your proposal responses. Yes, the correct reference for SOS Secretary of State Registration is section 4.11.
5 Section 2.7(h) Proposal Contents
Under Section 2.7(h) – we wanted to confirm that the Attachment this links to is labeled Attachment F vs.
Attachment E, as indicated in the RFP.
Yes, the links direct you to the correct attachments. Please rely on the attachment titles rather than the lettering.
For example, the link for" Attachment E - Location of Workers Utilized by Vendor" correctly opens the Location of the Workers document, and the link for
"Attachment F - Certification of Financial Condition" correctly opens the Certification of Financial Condition. The titles reflect the correct documents.
6 Section 2.7 (p.9) Is there a page limit for the Vendor Response narrative (Sections 4.3, 5.4, 5.5, 5.2), and are there required formatting standards for font, margins, or spacing?
No page limit or standard formatting or margins, spacing required.

Oral presentations may be requested by the NC Ports Authority.

Does the Authority require resumes for all personnel working on the account, or would bios be sufficient?
Bios are sufficient.
Section 4.3 Vendor Corporate Background and Experience, page
The RFP requests experience supporting an international shipping facility and purchasing advertising in international logistics trade publications. Will vendors with comparable experience supporting transportation, freight, logistics, or economic development organizations be considered responsive if they demonstrate similar capabilities and results?
Yes
10 Section 4.4 (p.13) Should the three references reflect similar budget size, similar scope of services, or both? Will public-Section tor references be weighted differently than private-Section tor references?
No
11 Section 4.10, 5.2.3 (p.15, 17)
For a PR partner named and disclosed in the proposal, is subcontractor approval granted upon award, or is a separate approval required before work begins?
Subcontractors identified in the proposal will be reviewed as part of the evaluation.
Final subcontractor approval will be granted by the State after award, in accordance with Section 4.10.
12 Section 4.12 (p.15) What is the anticipated Effective Date, and will there be a transition overlap period with the current provider?
The anticipated effective date will be determined based on the award timeline.
Any transition or overlap period will be established after award, according to The Authority's needs.
Section 5.1, Page
