This is an Invitation to Bid (ITB No. 523740) issued by the City of Rochester's Bureau of Purchasing for Roadway Area Light Poles. The solicitation seeks to establish a term contract for various roadway and area lighting metal poles, including steel and aluminum poles with different mounting heights (20', 25', and 30'), transformer base poles, decorative round tapered poles, and trail poles. The bid was issued on September 2, 2025, with a pre-bid conference scheduled for September 11, 2025, and bids are due on September 18, 2025. The initial contract term is approximately one year, from the date of award until October 31, 2026, with the option to extend the contract for up to three additional one-year periods.

The bid includes detailed specifications for pole materials, dimensions, finishes, and accessories, with estimated quantities for different pole types. The City reserves the right to make multiple awards and will evaluate bids based on the lowest best value offer. 5. METHOD OF AWARD

5.1 The City intends to award a contract to the responsive and responsible bidder(s) whose bid is the lowest best value offer to the City on the basis of Total Bid Price. Bidders must enter pricing on all items to be considered for award. The City reserves the right to make multiple awards.

5.2 For purposes of this bid, if one or more bids are submitted by a business certified as an MWBE business by New York State on the date of the bid, the MWBE bidder(s) shall receive a five percent (5%) price advantage over non-MWBE bidders pursuant to Section 8 of Ordinance No. 2018-54. The lowest Best Value Offer shall be defined as the lowest bid after adjusting for any MWBE price advantage. For example, if three bids are received, one for $100.00, one for $103.00, and one by an MWBE business for $105.00., the lowest Best Value Offer would be the bid submitted by the MWBE business for $105.00, the lowest Best Value Offer would be the bid for $100.00. If award of the contract is based upon award by total bid, or by group, or by item, the City reserves the right to determine its lowest Best Value Offer based upon total bid, group and per item prices offered.

5.3 The City prefers to make a single award on the basis of the Total Bid

Price for all groups. However, the City reserves the right to award on an item-by-item or group basis if doing so results in lower costs after factoring in the costs of making multiple awards.

523740 2

The Contractor shall make, at its own expense, any adjustments or alterations that may be required by the City as a result of the operation test.

The luminaire center of gravity is assumed to be located 1'-0" beyond the nominal arm spread. Standards are designed for ground-mounted applications.

Height correction factors and drag coefficients are applied to the entire structure. An appropriate safety factor is maintained based on the minimum yield strength of the material incorporated in the standard.

Under single arm loading conditions, a relatively straight appearing standard is an important aesthetic consideration. To control the appearance of the standards under dead load conditions, a limiting slope criterion of 0.35 inches per foot of shaft length (1 degree 40 minutes of angular rotation) is applied at the point of attachment.
