About this file

This is a Solicitation Addendum 01 issued by the North Carolina Department of Adult Correction (NCDAC) for Invitation for Bid (IFB) 52-IFB-2399085278-LYB regarding file folders. The addendum addresses 18 vendor questions and clarifications regarding the IFB specifications and requirements. The solicitation calls for the supply of file folders with an initial estimated order of 1,200 cartons (100 folders per carton) and a three-year estimated contract quantity of 10,800 cartons total, representing an annual requirement of approximately 3,600 cartons. All deliveries must be made to the NC Department of Adult Correction Central Supply Warehouse located at 200 Leagan Drive, Raleigh, NC 27603. A bidders' meeting via Microsoft Teams is scheduled for October 21, 2026, at 2:00 PM ET, with bid submissions due on the same date and time. The award will be made to a single vendor offering the lowest responsive and responsible bid meeting all specifications and requirements.

Pricing must be submitted on Attachment A (Pricing Form) as a unit price per carton with no separate surcharges; the bid price constitutes the total cost to the State including all shipping, delivery, handling, and administrative fees. Vendors offering file folders must provide a signed authorization letter directly from the manufacturer confirming authorization to resell the specific product. References from past customers supplying similar goods or services are required, and vendors must be capable of providing at least 3,600 cartons annually. File folders must meet specifications including restrictions on metal banding; acceptable alternatives are rubber or plastic banding. Partial shipments are acceptable provided the full ordered quantity is delivered within 30 consecutive calendar days of purchase order receipt. This is the first contract created for this item. Insurance requirements vary based on contract value and are reflected in North Carolina General Terms and Conditions for contracts exceeding the small purchase threshold but under $1,000,000.
