The requirement includes three primary components: access to a FedRAMP-authorized Accessibility Management Platform with unlimited enterprise access, reporting, exports, and digital asset scanning capabilities; access to the Level Access Academy training suite supporting up to 39,000 users for general courses and 1,000 users for 40+ role-based technical courses; and 40 hours of digital accessibility office hours coaching for USACE teams, with additional hours available in 40-hour increments. The contract structure includes a one-year base period and one-year option period, both with periods of performance running one year from the date of purchase.

Deliverables shall be shipped or electronically delivered to USACE in Washington, DC, with delivery coordination through Oshawn Jefferson, Web Enterprise Business Program Manager. Invoices must be submitted in PDF format via email to specified addresses and include specific documentation elements such as contract numbers, surge numbers (S25-0xxx format), delivery tracking information, and descriptions matching the purchase order exactly. Payment instructions comply with FAR 32.905(b) requirements. If contractor technicians require facility access, they must comply with installation security policies and obtain necessary background clearances and Personal Identity Verification credentials. Final invoices must be marked as such and submitted within 45 days after the period of performance end date. This is a Firm Fixed Price contract utilizing the NAICS code 513210 (Software Publishers), and the document serves as the basis for the sources sought market survey announced under solicitation W912HQ26S0046.
